SPECIAL MEETING
On Thursday, February 14, 1985, at 6:30 p.m., the City Council held a
special meeting at the City Administration Building, Conference Room
A, 1052 So. Livermore Avenue, to discuss the LAVWMA agreement.

LAVWMA
City Attorney Tom Curry reviewed with the Council the law relating
to closed sessions. Since the Council was going to discuss the
proposed L.A.V.W.M.A. allocation agreement for the 4.4 MGD
expansion and because there could be potential future litigation
over the proposed agreement, the City Attorney advised the Council
that they could discuss the proposed agreement in a closed session.
Clarence Hoenig spoke about his concern for the future of grant
monies from the EPA (Environmental Protection Agency) and indicated
that there would probably be no more Federal monies available to
assist with sewage expansion projects. For that reason, he felt
the City should go for all it could get in the proposed allocation
agreement. He expressed concern over the loan of sewage capacity
to DSRSD (Dublin, San Ramon Service District) and could the City be
guaranteed of getting this capacity returned to us.
Mr. Hoenig also felt that the public should be allowed to have
input on the proposed agreement before it is approved by each
agency.
Council went into closed session at 6:40 p.m.
Council came back into open session at 6:55 p.m. and adjourned to
a~ adjourned special meeting at 6 p.m. on Wednesday, February 20
1985, to discuss litigation. ·
