SCOTT HARRINGTON DATE: November 22, 1995 TO: Architectural Review and Planning Board Members 95 -11 RE: ARPB File #95 -11: Addition to Guest Cottage at the Speer Residence, 998 Pelican Lane. The applicant, Everett H. Jenner, AIA, as agent for Sydnor and Suzanne Speer, is seeking approval to construct a single -story addition to the west side of the existing guest cottage on a parcel of property described as a portion of Lot 25 of the Model Land Company's Subdivision in Section 9, Township 46 South, Range 43 East. The nature of the request requires a recommendation to the Town Commission for a Level 3 Architectural /Site Plan Review and a Special Exception. No other Board actions are necessary. Project Description The proposed 328 square foot addition is to be constructed on the west side of the guest cottage and will consist of a large playroom and bath for use by visiting grandchildren. The existing guest cottage has 404 square feet of living area and the existing house has 2,074 total square feet under roof, yielding a new gross total area under roof of 2,806 square feet. Under the Sliding Scale Floor Area Ratio, the maximum permitted area under roof is 3,485 square feet, or 679 square feet more than what is proposed. The design of the existing main residence can best be classified as Gulf Stream - Bermuda with it's white cement tile roof, smooth stucco walls, louvered shutters, and decorative cupola. The existing guest cottage currently has a shingle roof that will be removed to accommodate the addition. In an effort to better match the look of the main residence, the entire guest cottage will be covered with a new, white cement tile roof. And in an effort to match the materials used in the existing portion of the guest cottage, the addition will have awning windows and jalousie doors. k Architectural Review and Planning Board ARPB File #95 -11 November 22, 1995 Page 2 Like the existing portion of the guest cottage, the addition will have a finished floor elevation of +9.41 NGVD and a peak roof height of about 12 feet above the floor. The project meets all required setbacks except for the rear. In the back, a 25 foot minimum setback is required; however, the existing guest cottage is only 14.3 feet from the rear property line. Because the applicant wishes to match the existing rear wall line, approval of a Special Exception is required. Special Exception There are two sets of standards that apply to the requested Special Exception setback. The first set of standards is contained in Article IV, Section I, item 3 of the Design Manual (pg. IV -10). These standards are specific to the requested setback. The second set of standards is contained in Chapter 66, Article V.3., section 66 -164 of the Zoning Code. These eg neral standards apply to all Special Exceptions. As discussed, the applicant wishes to continue an existing non - conforming wall line in the back. This would reduce the required setback from 25 feet to 14.3 feet. Although the proposed addition and the existing portion of the guest cottage are not connected internally, the purpose of the proposed location and design, according to the applicant, is to create a unified exterior appearance. The back of the addition will lead out to a proposed patio, which is an extension of an existing patio located behind the existing portion of the guest house. Screening the building and the patio from the neighboring property in the City of Delray Beach is an extensive hedge and row of trees along the rear property line that will not be disturbed. According to the applicant, the thick hedge and trees plus the relatively low height of the building will mitigate any adverse impacts resulting from the reduced setback. The applicant also notes that the only conforming location for the addition would be in front of the existing guest cottage. However, this location would create an awkward relationship between the guest house and driveway, and create a more prominent appearance of the guest cottage on the site by extending it closer to the street than the main residence. Specific Standards The applicant has attached an additional sheet to the application form which addresses each of the specific standards found in the Design Manual. Based on the information submitted by the applicant, staff finds the project, as proposed, to be consistent with all of these standards. Architectural Review and Planning Board ARPB File #95 -11 November 22, 1995 Page 3 General Standards The applicant also has addressed all of the Special Exception standards found in the Zoning Code in his responses to Part IV.F. of the application form. Based on the information submitted by the applicant, staff finds the project, as proposed, to be consistent with all of these standards as well. Level 3 Architectural /Site Plan Review Chapter 66, Article V.1., Sec. 66- 144(b) of the Zoning Code enumerates the 12 standards applicable to applications for a Level 3 Architectural /Site Plan Review. Based on the materials submitted by the applicant, staff finds the project, as proposed, to be consistent with all applicable standards. This finding includes all applicable portions of the Gulf Stream Design Manual as well. The above notwithstanding, a jalousie door is proposed for the front of the addition, which is intended to match a similar door already located on the front of the guest house. While staff believes that matching the existing portion of the building is a top priority in designing the addition, staff also believes that the applicant and Board should give consideration to replacing both doors with a design and material that conform to the Design Manual. Article V., Section A.4. of the Manual specifically prohibits the use of jalousie windows that are visible from the street. Staff also suggests that consideration be given to adding louvered shutters to the windows of the guest cottage in order to achieve a greater similarity of appearance to the main residence. Recommendation Motion to recommend approval of a Special Exception for the extension of an existing non - conforming wall line and thereby reduce the minimum rear setback of the guest cottage by 10.7 feet from 25 to 14.3 feet, based on a finding that the building and site plans, as submitted, meet all applicable specific and general Special Exception review standards. 2. Motion to recommend approval of a Level 3 Architectural /Site Plan Review upon a finding that the building and site plans meet all applicable review standards, with the condition that the applicant and Board give consideration to: a. Replacing the jalousie doors in the front with doors that conform to the requirements of the Design Manual. b. Adding shutters to the windows of the guest cottage to achieve a greater similarity of appearance with the main residence. Conforming requirements for the addition are impractical and would have a siqnificant impact on the site plan if followed. An addition to the North of the existinq quest house would infringe on the existinq pavement used for parking.
