Help Build Support for Housing in Brewster. Join us on Thursday, July 15th, 6:30-
8:00 PM to get involved!
Do you want to see more housing options and more affordable housing in Brewster? Do you
have ideas of how we can make that happen? Do you want to join an effort to build support for
housing opportunities in Brewster and meet the housing needs of the community? Join us to
learn more about what can be done and to get involved in a new Brewster Housing Coalition
working to make an impact.
The Brewster Housing Coalition is a group of concerned residents and community leaders
working to identify and advocate for affordable housing solutions in Brewster. The work is
supported by the Brewster Housing Partnership, Community Development Partnership
(CDP), and the Municipal Engagement Initiative of the Citizens' Housing and Planning
Association (CHAPA).
Our first meeting will be held on Zoom on Thursday, July 15th, 6:30 - 8:00

June 17, 2021: CPA Update is the Coalition's periodic roundup of news, success stories,
and important updates from the world of the Community Preservation Act.
CPA Statewide Revenue Projected to
Top $250 Million in Coming Year
As you may recall from our last issue
of CPA Update, the Department of
Revenue is projecting strong
collections for the CPA Trust Fund
this year. We are now six months
into the new year, and the total
Trust Fund revenue is up by almost
100% compared to the same six
months from last year! And despite
the pandemic, local CPA surcharge
collections remain strong in each of
the 187 CPA communities.
All of this good news is culminating
towards an incredible milestone for the statewide CPA program—
based on these trends, annual CPA revenue is now on track to
pass a quarter of a billion dollars. To help visualize just how far
the CPA program has come, we’ve put together a table reviewing
the year-by-year history of statewide CPA revenue, and the
data is clear: the combination of local surcharge collections from
communities and the state distribution funds should easily break
the $250 million mark in the coming year. Considering all of this
funding will continue to be dedicated to more amazing local CPA
projects, the future of the statewide program looks very bright.

Remote Meeting Provisions Extended
Your CPC Can Continue Meeting Online
In March of 2020, Governor
Baker issued an Executive
Order that suspended certain
provisions of the state's Open
Meeting Law in light of the
COVID-19 emergency. These
provisions allowed public
bodies, such as Community
Preservation Committees, to hold their meetings remotely as long
as there were adequate means to allow public access. And just
yesterday, the Governor signed a new law that extends these
provisions until April 1, 2022.

CPA Adoption Update:
Brookline Becomes 187th CPA Community
Thanks in part to a strong
grassroots effort that garnered
support from a wide range of local
officials, the town of Brookline
successfully voted to pass CPA
adoption at their spring election
last month. Brookline is the
largest town in the
Commonwealth, and is now the
187th community to adopt the
Community Preservation Act.
Brookline voters passed the CPA measure with an impressive 77%
majority - tying with Wenham's 2005 election for the second
largest margin of victory in a CPA adoption vote. And on top of
this impressive statistic, Brookline is also the 15th consecutive
CPA adoption success—every community that has placed CPA
adoption on a local ballot since 2018 has passed the measure!

Make Sure You Don't Forget the
Final Step for CPA Land Acquisitions
Has your community ever used CPA funds to buy open space? You
may have just done so as part of this year’s funding round, or you
may have purchased land years ago with CPA funds. Either
way, it’s critical that you don’t miss the important step of
establishing a Conservation Restriction.
A Conservation Restriction (CR) is a legal agreement that prevents
development and other activities on important natural and
recreational resources, and they are required for all lands acquired
with CPA funds for Open Space and Recreation. Until this
document is completed and filed, the terms of the CPA acquisition
have not been finalized. To help communities with this important
step of the process, the Coalition has a technical assistance article
going over everything you need to know about CPA Conservation
Restrictions.

Using CPA Funds for a Housing Trust?
Remember to Report the Project Data!
A common use of CPA housing
funds for many communities is
transferring CPA funding to a
local Municipal Affordable Housing
Trust (MAHT). If your community
has approved of transfers like
this, now is the time to make
sure you are receiving important
CPA project data from your
Housing Trust. Legislation passed in 2017 mandated that all
Affordable Housing Trusts must report their expenditures of CPA
funding to their local Community Preservation Committee. The
CPC must then enter this project data into the annual CP-3
Projects Report required by the state.
To assist Housing Trusts in reporting this data, the Massachusetts
Housing Partnership worked with the Coalition to create the
Housing Trust Reporting Form that outlines the information
required in the CP-3 Projects Report. With the fiscal year coming
to an end, now is the ideal time to work with your local Housing
Trust to collect this project data.

Holliston's Upper Charles Rail Trail & 8-Arch Bridge
At first glance, some CPA
success stories can appear
quite simple: in this case,
the town of Holliston utilized
Community Preservation Act
funds to create a beautiful
community trail and restore
their historic stone-arch
bridge. But the full history
behind Holliston’s 8-Arch
Bridge and the Upper Charles
Rail Trail reveals so much
more beyond the finished product: it becomes a testament to the
local character of this pastoral CPA community.

Chair Faythe Ellis called the meeting to order at 4:01 pm and announced a quorum.
This meeting will be conducted by remote participation pursuant to Gov. Baker’s March 2020 orders suspending certain Open Meeting Law provisions
and imposing limits on public gatherings. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a
record of the proceedings will be provided on the Town website as soon as possible.
1.Financial Update - defer
2.Discussion and possible vote on FY22 Open Space administrative expense request
Elizabeth presented to the Committee. We are interested in purchasing a parcel at Baker’s Pond. We
may need to put it off based on a Selectman decision. The standard contract is about $4,000. They may
need other funds as well, but, hold aside of the FY22 admin expense. Paul asked about the appraisal as
part of the application. Elizabeth said the land application needs to be submitted in July. She is waiting
until the Open Space meeting tomorrow for further details. The whole thing might be put on hold.
Motion to approve setting aside $9700 of FY22 Admin Funds for the purposes listed.

3.Update from Housing Coordinator
Jill Scalise addressed the Committee. Many areas in our Housing Work in Brewster are being supported
by CPA funds. Brewster Woods, 30 units of affordable rental housing, there is a groundbreaking on June
22nd at 9:30am to kick this project off. Also, our MassWorks Grant of $1.68M will be finishing up our
work on that. Tomorrow is an onsite meeting to look at all the infrastructure work completed for the
project. Donna Kalinick said we are at the point where we are getting into the CPC Local matching

funds. The MassWorks Grant has enabled us to do some things better for the overall project, especially
because Phase 2 construction costs have gone up so much due to the pandemic. The final billing should
be completed no later than September. Our local contractor, CC Construction has been fabulous. Jill
Scalise said what is going on right now is Serenity Brewster, 873 Harwich Road. Elevation Financial is
renovating the property into Serentiy Brewster, 132 one bedroom and studio apartments with 20% being
affordable units. We are working to get these units on our subsidized housing inventory. Elevate
Financial has begun, and they are hoping to begin leasing shortly. They have done a light renovation in
41 of the units which were in the Assisted Living Facility side. They have a website,
Serenitybrewster.com where people can reach out to the property itself if interested. Faythe included the
affordable flyer in the meeting packet – available to the public on the Town website.
Jill Scalise went on to discuss the Millstone Road property, the Affordable Housing Trust (AHT) is
drafting the request for proposals to see what the town is looking for here in terms of affordable housing
which will continue to take place over the next month. The Rental Assistance Program, over the last 11
months, HAC has provided over $103,000 to Brewster residents for both mortgage and rental assistance
– most of which was related to the pandemic. We are working with them to work with the Brewster
program alongside other assistance programs in the pipeline. Our subsidized housing inventory – the
CPA provided funds to help the town bring back several homes on our subsidized housing inventory.
The AHT has been working on getting our uninhabited homes back into our housing stock. The town
started a tax-taking procedure on one of the properties. June 14th is the deadline for that, and we are
going to hear more information on how that is progressing. These properties need to be fixed up and
then they can be sold as affordable housing.
Donna Kalinick added that Habitat for Humanity at Red Top Road has put in their application to the
Department of Housing, and we are waiting for approval from the Department of Housing and then
Habitat will move to the comprehensive process from there.
4.Project Updates
Faythe said the Cape Housing Institute – we approved $15,000 for two years of Cape Housing Institute.
They forwarded the invoice for the first year. As we have gone through the year, she has included their
offerings over the year. There were 81 participants of which 18 were from Brewster.
Cape Rep Phase 2A – Janine Perry will be doing an update at our June 30th meeting. She also extended
an invitation to the committee who might be interested in touring the facility. Reach out to Faythe if
interested.
With regards to Grant Agreements that were approved at Town Meeting – Beth will put together drafts
of them, and we will then send to the Committee for review. Goal is to get out by end of month.
The Historical Commission has the Library Case for the month of June. We are highlighting the House
History Form B Project in the case along with some of George Boyd’s postcards of old Brewster. Please
stop by and see the case at the Library as we are funding that project.
Elizabeth updated on Open Space and Rec Plan – wrapping up and will have a virtual public meeting
Thursday, June 15th from 6-7pm, and sent out another survey. If anyone wants a paper copy, contact
Chris Miller. Hope to finish up this month and get it up to Boston. Faythe asked what the final step is.
Elizabeth said it is final when Boston says it is complete. We are almost there. A copy of the flyer will
be posted on the Town website today.

Sharon said the Dog Park Committee is having a planning meeting on June 29th, and she will bring more
information at our next meeting.
5.Report from CPA plan RFP working group and possible vote to authorize the working group to
finalize RFP
Faythe said, as you recall, we are working to put together a request for proposal to hire a consultant to
help us put together a CPA Plan. Using the Eastham RFP as a starting point, we went through and
discussed elements we would like in our RFP. We thought it makes sense to aim to have the consultant
project completed by the end of February and allow the consultant to have 7 months to work on this.
This was just a preliminary discussion. We looked at the scope of work and made some changes that fit
Brewster. We wanted to make sure to include the Vision Implementation Committee, the Finance
Committee, the Housing Partnership, and the Capital Planning Committee. We are also including an
element in the scope of work. We would like the consultant to review the current funding formula and
make a recommendation to either keep it or change it. As well as to provide recommendations for a
robust communication and outreach strategy as the project proceeds. The next piece is we would like to
sit down with Donna Kalinick, as Procurement Officer, for her recommendations. We have kicked off
with our first meeting.
Faythe would like to have the rest of the Committee to authorize the working group to keep moving
forward and working to finalize in consultation with our Procurement Officer, so that we can expedite
getting it out to bid and having submissions from people interested in doing the work. Our next meeting
is not until the end of June, and that might slow down this process if we do not move forward.

6.Committee membership review for FY2022
Faythe said we have 3 members whose term expires in 2021 – Diane, Paul, and Peggy. Based on an
email, if the term is expiring, Erika Mawn will send an email in the next few days asking to let the Town
know whether you want to be re-appointed. After that we post for any vacancies and solicit for new
members. New members are appointed through a liaison process. We do not know at this point if Select
Board Chairperson Bingham will continue as the CPC liaison or not. Donna Kalinick said if we were
aware that there will be vacancies, as we did here, we did receive an application, and that could be done
in July. We generally like to post for vacancies and allow time for residents to apply. New appointments
are done on a rolling basis as they come in depending on how many applicants are received.

8.Items the Chair could not anticipate
Faythe wanted to discuss meetings in July and August and the new directions. This committee is slated
to move to the in person/hybrid meeting schedule. 6 members could meet in person, the rest is virtual.
How do people feel about moving back to a hybrid in person format?
Donna Kalinick said the Select Board voted to start to move into a hybrid direction. We purchased
technology for room A, and we have seating for 6 maintaining social distance. Then we have a giant
screen where people can remote in. There would be no public in person participation. We can only do
one in-person meeting at a time and one virtual meeting at a time. CPC is put into the category to go into
the hybrid format but are not required to do so.
In screening the Committee, it was discussed, and most Committee members wanted to continue virtual
meetings through September.
9.Announcements
Donna Kalinick said Beach and Transfer Station Permits are on sale online or via the Mail-in process.
We get a lot of volume this time of year. We are not selling the permits in person this year. We put this
system in place last year, and it worked well.
Brewster Woods ground-breaking is happening on June 22nd at the site at 9:30AM. What is great about
it - everyone gets to see what it looks like right now – and it looks fantastic. There is ample parking
there now, and it is exciting.
