RESOLUTION NO. 2024-03-03
TO TRANSFER IHOP GRANT CONTRACT FROM WILLIFORD, LLC TO URBAN RURAL
CONTINUUM
WHEREAS, the Town of Fraser secured an IHOP Grant to support the data collection
needed to launch the Fraser River Valley Housing Partnership;
WHEREAS, the current contracts exist between the Department of Local Affairs, Town
of Fraser, and Williford, LLC, which subcontracted with Urban Rural Continuum;
WHEREAS, there is about $16,500 in reimbursable expenses remaining in the IHOP
funds, which represents approximately $22,000 in actual expenses;
WHEREAS, the Fraser River Valley Housing Partnership would like to use the remaining
funds for a more granular analysis of local AMI levels, which was the specialty of Urban
Renewal Continuum on the Housing Needs Assessment, and agrees to reimburse any matching
funds to the Town of Fraser to make the expenses budget neutral;
WHEREAS, the IHOP Grant Compliance allows for the current consulting contract to be
assigned to another party.
NOW THEREFORE, BE IT RESOLVED by the Board of Trustees of the Town of Fraser, in the
County of Grand, State of Colorado, as follows:
Section 1. The Town Manager is authorized to execute the contract assignment from
Williford, LLC to Urban Rural Continuum.
Section 2. The Town of Fraser reauthorizes the expenses, not to exceed, $25,000 to
fully utilize the grant funds.
