REPORT OF THE SELECTMEN.
The appropriations for the past year have been quite liberal,
and many of them have been for special objects, not counted as
oi-divar3• expenses. The expenditure have, in some instances,
exceeded, and, in others, fallen short of the appropriations.
The work which has been done under the several appropria-
tious has been deemed necessary, and the bills therefor have
cen ordered to be paid. The portion of the work done under our immediate super-
iion has been the grading and stralahtenincr of Mount Auburn
treet, which has exceeded the appropriation. The repairs on
e Alnishouse, which have been thorough, for less. The
urchase of a stone breaker and engine, a trifle exceeding.
ere has been an unexpected draft upon the Contingent Fund
t reason of rebuilding the wall in the rear of the centre school-
use, wbiell fell in June last, and the payment of sundry sums
r land taken to widen streets. The Hai• Scales, which were
V much out of repair, have been replaced by new ouc, alid
Aed in the lower square, —a couvellient, place, and much
-e favorable for durability. The Report of the Treasurer
Ws the expense of the above items, and also the excess n
airs of the Town Hall and ante-rooms. The hall has been
Minted, ceiling whitened, and together with the entry and
;
to'-rooms, put ill good repair. A substantial and amble book-
has I,eell built ill the Selectmen's rooin, and the town's sate

NOTE. —Persons solemnizing marriages are required bylaw
to make a return of .the same to the Town Clerk or Registrar
between the first and tenth days of each month. The only omis-
sion so to do is in the two instances above stated, —one of which
marriages occurred May 19, 1867, and the other Sept. 25, 1867.
The delay in these matters is of serious inconvenience. First,
because it is desirable to enter the marriages in the order of
°'*ne in which they are solemnized ; and, second, because very
k often the parties require a certified copy from the record, which --
0 of course cannot be given until such record has been made. -.: ..

uch facilitate the correct keeping of the records, and enable

REPORT OF TOWN I:E GISTRAR. 61
it is of (rrea,t importance that the registration of each town
wd city- should be full, accurate and complete. Calls are of
frequent occurrence for certificates from the record. In quite a
'number of instances during the bast year application has been
made for certificates of births and deaths which were said to,
(rind without doubt did, happen in Watertown ; but no record
could be found, and the applicants have been obliged to submit
i to much trouble in order to obtain satisfactory evidence of the

Clerk or Registrar ; and in order to acquaint parents, physicians

N subivittino this Report, we have no precedeut to guide

remarks. But the responsibility, which is considerable, and
'the method which the town has adopted for the support of the

r•luire somethinu more of us than a bare stateinent of the

convenient places, and placed ready for crushing. (Ecouomt
requires that the rubble or crushed stone should be takell away
immediately. This keeps the teams in full operat ion, and hi,
necessitated the purchase of" an additional horse.
We are satisfied that maeadalnrzing is the true principle for
the town to follow, in order to secure good roads. To us, the
principle has been new ; and, so far as we could, we have obtained
information from those who began to i ise the cru shin g-mac*
before this town purchased one.
We have placed the rubble on the road in the same inaaw
in which it has been clone in the town of Waltham.
But experience has shown, that either the road-bed should to
loosened with picks, —which, perhaps, would be expensive,—
before placing the rubble thereon, or else there should br a this► I
coating of gravel thrown over the rubble, in order that c
stone may bed together, and to prevent the teams and carr*es
from shunning the crew-made portion of the road.
In addition to the manner of making the road, there should ,

Ceder existing circumAzinces, this cannot be done exactly ;
lxcause the appraisements are a natter of judgment, instead
of exact weights and measures. But asStnlling the judo-ment
of the appraisers to be equivalent to known quantities and
