MINUTES OF THE BOARD OF ASSESSORS

Time : 4 : 30pm
Location : REMOTE PARTICIPATION
Remote Participants : Chair Belinda Eyestone ; Vice Chair G . Howard Hayes ; Member Diane
Salomone ; Deputy Assessor James Gallagher
Call to Order: Chair Eyestone called the meeting to order at 4 : 32 pm .
Declaration of a Quorum : A quorum was present. All members were participating remotely
and confirmed that they could hear each other .
Meeting Participation Statement: Mr . Gallagher read the following meeting participation
statement :
This meeting will be conducted by remote participation pursuant to Gov. Baker ' s March
2020 orders suspending certain Open Meeting Law provisions and imposing limits on
public gatherings . No in-person meeting attendance will be permitted. If the Town is
unable to live broadcast this meeting, a record of the proceedings will be provided on the
Town website as soon as possible .
Mr . Gallagher was monitoring the public comment/question email address and confirmed that no
questions or comments had been received .
Regular Session
• Report of the Deputy Assessor : Mr . Gallagher gave a status update on the FY2022
Revaluation Certification .
• Authorization to sign FY2022 Department of Revenue Forms on Behalf of the Board of
Assessors : Mr. Gallagher explained that the Board of Assessors will be submitting the
FY2022 Forms to DOR for review and approval . This includes but is not limited to our Sale
Review/Interim Adjustment (LA- 3 & LA- 15 ) and our assessments, values, and growth (LA4
& LA- 13 ) . Electronic signatures are acceptable . Ms . Eyestone made a motion to authorize
James Gallagher, the Deputy Assessor, to sign or electronically sign the FY2022 DLS
Gateway forms on the Board of Assessors ' .behalf. Mr . Hayes seconded the motion . Roll
call vote : Hayes — aye ; Eyestone — aye ; Salomone — aye ; approved unanimously . j
Ms . Eyestone briefly left the zoom meeting and returned .
• Uncollectible Motor Vehicle Excise Abatements :

o FY2003 and FY2004 to clear the levy : Mr. Hayes made a motion to abate the
uncollectible FY2002 Motor Vehicle Excise to clear the levy in accordance with the
Treasurer/Collector memo dated May 11 , 2021 . Ms . Salomone seconds the motion .
Roll call vote : Hayes — aye ; Salomone — aye ; Eyestone — aye ; approved unanimously .
• Review and approve Regular Session Meeting Minutes — April 13 , 2021 : Mr . Hayes
moved to approve the Apri13 , 2021 regular session minutes as presented . Ms . Salomon
seconded the motion. Roll call vote : Hayes — Aye ; Salomone - Aye ; Ms . Eyestone
abstained ; approved unanimously (2- 0) .
• Matters Not Reasonably Anticipated by the Chair : None
• Next Meetings : June 8 , 202 1 ., June 22 , 2021
• Executive Session (To comply with or act under the authority of any general or special law
or federal grant-in-aid requirements : MGL Chap 59 Sec . 60 and MGL Chap . 214 Sec . 1B ;
To consider the purchase , exchange lease or value of real property if the chair declares that
an open meeting may have a detrimental effect on the negotiating position of the public
body) : At 4 : 38pm Mr . Hayes moved to enter Executive Session for the reasons noted above,
not to return to regular session . Ms . Salomone seconded the motion . Roll call vote : Hayes —
Aye ; Salomone — Aye ; Eyestone — aye ; approved unanimously .
