A RESOLUTION SUPPORTING EFFORTS TO PERFORM A HYDROLOGICAL
CHARACTERIZATION OF THE GLEN CANYON AQUIFER SYSTEM
WHEREAS, the City of Moab and the Grand Water and Sewer Service Agency currently obtain
culinary water from the Glen Canyon Aquifer System, and
WHEREAS, numerous pnvate property owners and the Nature Conservancy also have interests
in this water, and
WHEREAS, the Public Facilities Analysis, Jointly funded by the City of Moab and Grand
County showed that the City has sufficient water rights and capacity to meet build -out demand
for water within City limits, and
WHEREAS, the Grand Water and Sewer Service Agency has collected sufficient water rights to
meet build -out demand, provided that a secondary water system for seasonal outside irrigation
use is also developed, and
WHEREAS, the Grand Water and Sewer Service Agency may need to transfer their water nghts
to wells in the Glen Canyon Aquifer to permit withdrawal of good -quality water at a reasonable
cost, and
WHEREAS, the City of Moab and other parties are concemed that additional production from
the Glen Canyon Aquifer System may cause water levels and or quality to decline in existing
wells and spnngs and other uses, and
WHEREAS, current knowledge of the water storage and movement within the Glen Canyon
Aquifer System is not adequate to substantively answer the City and other parties concems, and
WHEREAS, further research on the hydrology and geology of the Glen Canyon Aquifer System
will reduce uncertainty about the quality and quantity of groundwater that can be developed and
will enable more accurate planning and costing of culinary water infrastructure for entities in the
Spanish Valley
NOW THEREFORE, WE, THE GOVERNING BODY OF THE CITY OF MOAB DO
HEREBY RESOLVE THAT THE CITY SUPPORTS A COLLABORATIVE EFFORT TO
PERFORM AN EXTENSIVE HYDROLOGICAL CHARACTERIZATION OF THE GLEN
CANYON AQUIFER SYSTEM
