BREWSTER PLANNING BOARD
MEETING MINUTES
Wednesday, June 23, 2021 at 6:30 pm
Brewster Town Office Building (virtual)
Vice Chair Charlotte Degen convened a remote meeting of the Planning Board at 6:31 pm with the following members
participating remotely: Roberta Barrett, Amanda Bebrin, and Elizabeth Taylor. Madalyn Hillis-Dineen and Paul Wallace did
not participate. Also participating remotely: Ryan Bennett, Town Planner and Lynn St. Cyr, Senior Department Assistant.
The Chair read the Notification: This meeting will be conducted by remote participation pursuant to Gov. Baker’s March
2020 orders suspending certain Open Meeting Law provisions and imposing limits on public gatherings. No in-person
meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a record of the proceedings will
be provided on the Town website as soon as possible. The meeting may be viewed by: Live broadcast (Brewster
Government TV Channel 18), Livestream (www.livestream.brewster-ma.gov, or Video recording (www.tv.brewster-
ma.gov)

Degen declared that a quorum of the Planning Board was present.

6:36 PM PUBLIC MEETING
Approval Not Required Application #2021-08: Applicant/Owner: Paul Mangelinkx. Representative: J. Thaddeus
Eldredge, PLS, East-Southeast, LLC for property located at 766-804 Long Pond Road and shown on Assessor’s Map 75,
Lot 18 in the Residential Medium Density (R-M) zoning district.

J. Thaddeus Eldredge, East-Southeast, LLC, was present on behalf of the Applicant Paul Mangelinkx.
Eldredge stated that the Applicant built the house at 804 Long Pond Road in which his son now resides. He would like to
convey the lot the house is on to his son. The Approval Not Required (ANR) plan creates two conforming lots on a public
way.
Degen asked for clarification on the key provided on the plan. Eldredge confirmed that there were wetlands present to the
south near the existing rock wall.
Motion by Barrett to Endorse Approval Not Required Application #2021-08. Second by Bebrin. Vote: Taylor-aye;
Bebrin-aye; Barrett-aye; and Degen-aye. Vote: 4-0-0.
6:41 PM PLANNING DISCUSSION
Review and Discuss Request from Jill Scalise, Housing Coordinator, Related to the Housing Production Plan.

Draft letter to Community Preservation Committee
Bebrin read a memorandum from Donna Kalinick and Jill Scalise into the record. Bebrin stated that Kalinick and Scalise
have done tremendous work with housing in Brewster. She believes Brewster is ahead of the curve with its housing

efforts thanks to staff efforts and the Board should continue to support these efforts by supporting this request. Degen
stated that she considered this smart management and an effective use of resources to support housing and she would
support this request. Bennett recommended a motion to support the application for funding and to direct staff to
coordinate with the Chair on signing the letter of support.
Motion by Barrett to Support the Application for Funding and to Direct Staff to Facilitate the Letter of Support for
the Chair’s signature. Second by Bebrin. Vote: Bebrin-aye; Taylor-aye; Barrett-aye; and Degen-aye. Vote: 4-0-0.
6:48 PM PLANNING DISCUSSION CONTINUED
Approval of Meeting Minutes: May 26, 2021.
The Board reviewed the May 26, 2021 meeting minutes. Motion by Bebrin to Approve May 26, 2021 Meeting Minutes,
as amended. Second by Taylor. Vote: Taylor-aye; Barrett-abstained; Bebrin-aye; and Degen-aye. Vote: 3-0-1.
6:52 PM FOR YOUR INFORMATION
Bennett gave an update on the work of the Vision Planning Committee including that Bebrin was recently appointed to the
committee. The committee is working on an annual report that should be available shortly after July 1st on the progress of
vision plan implementation. The next step for the committee will be analysis of what still needs to be done and creation of
a targeted action plan for the LCP. Public workshops are expected to take place in the Fall with a targeted presentation
date of next spring town meeting.
Bebrin toured the Serenity facility and noted the beautiful work done to the building. Studio apartments are currently
available for rent. Bennett offered that staff could help coordinate a tour of the facility for the Board.
Bennett stated that the July 28th meeting should include a review of the zoning bylaw amendments related to floodplain,
stormwater, and water quality protection district including amendments to the nitrogen loading calculation section of the
bylaw.
St. Cyr announced that the start time for the July 14th meeting would be 7:00 pm and Kari Hoffmann has been appointed
as the new Select Board Liaison to the Planning Board.
7:01 PM PUBLIC HEARING
Special Permit Application #2021-07: Applicant: Timothy Holmes. Owner: Morris N. Kazanjian, Jr. c/o Caryn Kazanjian
for property located at 0 Crowells Bog Road and shown on Assessor’s Map 61, Lot 11 in the Residential Low Density (R-
L) and Residential Rural (R-R) zoning districts. Pursuant to §179-26D and §179-51 of the Brewster zoning bylaw, the
Applicant seeks a special permit to construct a single-family dwelling on a pre-existing lot of record lacking street frontage.
Motion by Barrett to Open the Public Hearing on Special Permit Application #2021-07. Second by Bebrin.
Vote: Bebrin-aye; Taylor-aye; Barrett-aye; and Degen-aye. Vote: 4-0-0.
Degen explained that there were only four Planning Board members present for this evening’s meeting. To vote on a
special permit application, five Planning Board members are needed. Degen offered the applicant the opportunity to
present the application and continue to a subsequent meeting when five members were present for the vote or to continue
the hearing, without presentation, to the next meeting when five members will be present to hear the application and vote.
Bill Henchy, Law Offices of William Henchy, PC, was present on behalf of the Applicant Timothy Holmes who was also
present. Henchy stated that the Applicant has the property under a Purchase and Sale Agreement, and he has until
Friday to notify the seller if he is going to proceed. Henchy suggested continuing the hearing until July 14th. He asked
that the record clearly reflect that the Applicant and his attorney were present for the hearing, but the Board was unable to
move forward due to lack of a voting quorum. Degen responded that the public hearing on this application requires more
seated Board members than are present. Henchy stated that a special permit application requires five voting members,
and the Board does not have the required number of members present to vote and therefore a continuance is necessary.
Motion by Barrett to Continue the Public Hearing on Special Permit Application #2021-07 to July 14, 2021.
Second by Bebrin. Vote: Barrett-aye; Taylor-aye; Bebrin-aye; and Degen-aye. Vote: 4-0-0.
Henchy asked for clarification of the July 14th meeting time. St. Cyr responded that the meeting would begin at 7:00 pm
and this application is the first application scheduled on the agenda that evening.

A member of the public, Gail O’Neill, had a question but had technical difficulty. She was advised to contact the Planning
Department staff. She asked via the chat function if any new documents had been provided for this application. Bennett
responded that department comments are available but no new information has been received from the Applicant.
Motion by Bebrin to adjourn. Second by Barrett. Vote: Taylor-aye; Barrett-aye; Bebrin-aye; and Degen-aye.
Vote: 4-0-0. Meeting adjourned at 7:16 pm.
