The 2018 Vision Plan: Thanks for your help Thank you for taking the time to talk to the Vision Planning Committee about what you’ve done to implement the 2018 Vision Plan and give some input on the development of an actionable plan for Brewster’s future. The Vision Committee has interviewed the stakeholders in each of the eight Vision Plan Building Blocks: Community Character, Water Resources, Open Space, Housing, Coastal Management, Local Economy, Governance and Community Infrastructure. These interviews focused on how the 2018 Vision Plan has been implemented and how the plan has reinforced and provided a framework for town departments, committees and organizations in their decision making. Information from stakeholders shows how the town and organizations have continued to move forward in difficult times. Based on your comments, we are putting together a report on Vision Plan progress which should be available shortly. We will send you a copy. The interviews also highlighted many of the barriers and obstacles to implementation. Current zoning and permitting processes are constraints to many innovative development ideas expressed in the Vision Plan including growing small local businesses. Small staff and the reliance on volunteers constrain the capacity to undertake programs identified in the 2018 Plan. The lack of facilities limits much of the programming especially related to youth and seniors. The rising cost of land continues to represent a serious brake on the acquisition of land for housing and open space. The actions identified and the barriers that need to be addressed help us move forward toward the development of a Local Comprehensive Plan. The LCP will be built on the framework of the vision and goals of the Vision Plan and will further detail actions to achieve those goals. The LCP will provide more guidance for regulatory change and for the further development of housing and open space. Once certified by the Cape Cod Commission the LCP will provide access to resources and technical assistance from the Commission. As we move forward in this process you will have the opportunity to further help shape the plan and develop specific recommendations and actions. The public will also have numerous opportunities for fine tuning the actions in the LCP. Through interviews, workshops and surveys the community will ensure that the future reflects Brewster’s shared values. This meeting will be conducted by remote participation pursuant to Chapter 20 of the Acts of 2021. No in-person meeting attendance will be permitted. If the Town is unable to live broadcast this meeting, a record of the proceedings will be provided on the Town website as soon as possible. 1.Update on Crosby Barn project Janine Perry addressed the Committee – happy to report the Barn Restoration Phase 2 is almost complete! There are some final punch list items being completed in the next few days – waiting for Town water to be approved. Everything else is substantially complete. Faythe has all of the architects control construction reports to the State Building Inspector because it is a very good chronicle of the project, including photos of the progress of construction. She will also send photos of the historical elements to complete the package for the future. She also included a budget with actuals - they are happy to report staying within budget. With any remaining funds, they have decided to improve the entry of the building in anticipation of the public benefits promised. So, they will be happy to start tours as soon as the clean-up is complete. Very happy with all the different local contractors’ work on the project. We are proud of this project and there is no question that having the support of our community makes all the difference in this type of work. This is going to be a great home for all of our educational programs. Janine Perry said they are reopening next Wednesday after a year and a half. The last time we operated in the outside theater was in the 1990’s, so we feel we are really going back to our roots. It is a 200-seat outside theater. We have a huge set with full costumes. We are giving people traditional theater. We also have a new script for a children’s show as well. We hope to see you all there! 2.Discussion and possible vote on Historical Commission FY22 admin expense Faythe said the request from the Historical Commission is for $2600 for FY22 admin funds. As background for the request, last year we appropriated funds for the Historical Commission House History Inventory Project to continue. The consultant had some unexpected delays over the past year related to the work and have some outstanding work to complete that they can get done by August 1st. Sharon asked if all the money from FY21 was spent. Faythe said no, they were not able to complete as many forms as was hoped. Paul asked how many more homes were needed to complete the project. Faythe answered about 120. Motion to approve $2600 for the Historic Inventory Form Expense from the FY22 Admin Funds. MOVED by Roland Bassett. Seconded by Elizabeth Taylor. We had a meeting and amended our list to ask the consultant to provide structure around decisions for regional projects. We handed off the document to Donna Kalinick as our Procurement Officer. She is planning to place the ad in the Cape Codder on July 9th, expecting responses by July 27 with a contract by August 15th, if not sooner. She is going to request a more streamlined process than we usually have with our request for proposal for public bid. It is an easier process to be emailed directly to her. 5.Update from Housing Partnership Faythe talked to Ralph, the retiring Chair, and Gillian Douglas, the incoming Chair, and we addressed their summer schedule. They will need to have a meeting in August as we will be referring a project to them. The second item would be a joint meeting regarding local option, a follow-up to some questions they have. She told them it would be after our project review in late September/early October. 6.Approval of Minutes from 6/9/21 Motion to approve the Minutes from 6/9/21 as presented. MOVED by Sharon Marotti. Their mission to get the dog park approved has been accomplished. Donna Kalinick said they signed the contract with the contractor, and we have received the $225,000 from Stanton. Sharon reached out to the new contact. She asked if they had any information about a possible start date, to let her know. From what Sharon gathers, the Friends will be the working committee that will be associated with the section of the bid they are responsible for. They will be contacts for any maintenance to do with the dog park moving forward. 8.Announcements Faythe wanted to let folks know, Barbara, Paul and she attended the Brewster Woods groundbreaking on June 22nd. Cindy Bingham was a speaker. A lot of information was posted on the website. It was a wonderful positive event, so please check out the photos. Faythe offered a huge thank you to Diane for her tenure on this committee and wished her all the best on her next project. The rest of the committee gave their thanks as well. A preview of our July 14th meeting. Tomorrow is the deadline for submissions for our next funding round. We have so far received 3 applications, so we will have applications to review. Faythe will email the committee what has been received in advance of the normal packet or agenda. The next question is regarding hard copies of the packet, and we will set up a process for them to be printed and picked up at Town Hall. 9.Items the Chair could not anticipate - none 10.July meetings: 7/14/21 and 7/28/21 at 4pm MOTION made by Diane Pansire to adjourn the meeting at 4:31pm.
