HomeMy Public PortalAbout01-18-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, JANUARY 18,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting January 18,2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS Vice President Cappa called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, , Jane Bumbalough,Ron Oler and Larry Parker. Absent were Lucinda Wright and Gary Turner. Also in attendance were Andrew Sickmann, Corporate Council; Monica Bums, Deputy City Clerk; Emily Palmer, Controller;Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Pat Smoker, Director of the Sanitary District; Traci McGinnis, Deputy Controller;Terri Quinter,Roseview Transit;Ian Vanness,Infrastructure and Development; Kevin Ahaus; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held January 4, 2022, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Wood Weekend at Glen Miller is January 22-23. Drives will be closed to the public. • Tern Quinter commended our Transit Drivers for their service always, but especially during the months of the pandemic. The drivers strive to serve the citizens of Richmond to the best of their ability. Common Council Minutes January 18,2022 Page 2 of 3 • The Annual Meltdown will be the last week in January. • Councilor Bumbalough asked about the projected date for opening Sim Hodgin Parkway. Mayor Snow will investigate this. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 16 and 30, 2021 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • SANITARY DISTRICT—PAT SMOKER Mr. Smoker reviewed the current activities and project of the Richmond Sanitary District. ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No.4-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 4-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA ECONOMIC DEVELOPMENT CORPORATION. The Deputy Clerk read Ordinance No. 4-2022 on first reading by title only. Ordinance No. 4-2022 was referred to the Finance Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 60-2021 —A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 The Deputy Clerk read Ordinance No. 60-2021 on second reading by title only. Common Council Minutes January 18,2022 Page 3 of 3 Vice President Cappa advanced Ordinance No. 60-2021 to public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Engle. Ordinance No. 60-2021 passed with 7-0 roll call vote. MISCELLANEOUS BUSINESS • Councilor Engle, liaison to the Park Board, reminded the public of the 50th Anniversary of High Lake Golf Course.
