HomeMy Public PortalAbout02-07-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, FEBRUARY 7, 2022 The Common Council of the City of Richmond, Indiana met in a regular meeting held February 7, 2022. PLEDGE:OF ALLEGIANCE PRAYER BY COUNCILOR President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Absent were Bill Engle and Jeff Cappa. Also in attendance were Andrew Sickmann, Corporate Council; Monica Burns, Deputy City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Denise Retz, Parks and Recreation; Tony Foster, Richmond Power and Light; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held January 18, 2022, supported by Councilor Goss. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS, MOTIONS,RESOLUTIONS -None COMMUNICATION FROM THE MAYOR • Review of Community Events • Thank you to all City Departments for their efforts during last week's snow. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 6 and 13, 2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS Common Council Minutes February 7,2022 Page 2 of 4 • BOARD OF ZONING APPEALS—BOARD APPOINTMENTS Councilor Oler moved to strike, supported by Councilor Locke. Upon a vote viva voce,the motion carried. ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos. 2, 5, 6,7-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 2-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF HEALTH(RFD) The Clerk read Ordinance No. 2-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 2-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried There being no comments for or against Ordinance No. 2-2022, Councilor Parker moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question. Ordinance No. 2-2022 was adopted with a 7-0 roll call vote. ORDINANCE NO. 5-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS (Park) The Clerk read Ordinance No. 5-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Parker moved to advance Ordinance No. 5-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried There being no comments for or against Ordinance No. 5-2022, Councilor Goss moved for engrossment, supported by Councilor Oler. ORDINANCE NO. 6-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF GRANTS FROM VARIOUS SOURCES (Park) The Clerk read Ordinance No. 6-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Parker moved to advance Ordinance No. 6-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried There being no comments for or against Ordinance No. 6-2022, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. ORDINANCE NO. 7-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM EMPLOYMENT AID READINESS NETWORK INDIANA(Park) The Clerk read Ordinance No. 7-2022 on first reading by title only. The Finance Committee recommended approval. Councilor Parker moved to advance Ordinance No. 7-2022 to second reading and public hearing, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried There being no comments for or against Ordinance No. 7-2022, Councilor Goss moved for engrossment, supported by Councilor Bumbalough.
