NOVEMBER 10, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, November 10, '2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes in 3 attendance.Jan Hibner was absent.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF OCTOBER 27 AND NOVEMBER 3.1994 6 7 The minutes of the two previous meetings were approved on a motion by Grimes, second by Chairperson Jarvis 8 and carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office totaled $854,029.65, most of which was comprised 13 of payroll and payroll taxes as well as supplies and contractual services. Grimes moved to approve all of the 14 claims,second by Chairperson Jarvis and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. A request for a handicapped parking space made by John W. Griffith on North 18th Street was 19 approved on a motion by Grimes,second by Grimes and it was carried on a unanimous voice vote. 20 21 B. Greg Easley, representing Main Street Richmond/Wayne County, asked the Board's approval of the 22 route of the Christmas Parade scheduled to begin at 11 a.m. Saturday, November 26th at the corner of 23 East Main Street and South 16th Street and ending at 10th Street and Promenade. He said meetings 24 had been held with the Traffic Safety Division which had no objections to the route and the only change 25 from the five years past is that North 10th will be the only section blocked off. Chairperson Jarvis 26 moved to approve the request, second by Grimes and the motion was carried on a unanimous voice 27 vote. 28 29 C. Andy Boatwright, chief electrical engineer at RP & L, requested permission to install underground 30 electric distribution facilities along the east/west access street between South 5th and 6th north of the 31 Waytru Plaza. He said this is a first in a project in a series of many to convert the downtown area off the 32 secondary network system. He noted that it is being converted to a radial distribution feeder 33 configuration. The project covers 10 blocks from Second Street to 12th Street between North B to 34 South A. Boatwright said the objective is to get the major loads off the network over a period of several 35 years. He said they have already started with the CIGNA building. Next, he said, will be the Wayne 36 County Courthouse and annex building as well as Star Bank.That will be followed by the next segment 37 which will include Morrisson Reeves Library, Manpower, Bank One and the license branch. All that 38 work will be done over the next 12 months. Boatwright said the current network system is 60 years old. 39 Chairperson Jarvis moved to authorize the approval of the project, second by Grimes and the motion 40 was carried on a unanimous voice vote. 41 42 CONTRACTS 43 44 There were none. 45 46 OTHER MATTERS 47 48 A. Grimes moved to accept the October 1994 report from the Richmond Police Department into the 49 record,second by Chairperson Jarvis and the motion was carried on a unanimous voice vote. 50 51 B. City Engineer Bob Wiwi presented a Change Order No. 1 for $715.23 for the removal of 52 underground storage tanks project at the Street Division. He said three underground tanks and one 53 above ground had been removed and one new tank had been installed. He said the project should be 54 completed next week. Grimes moved to accept the change order, second by Chairperson Jarvis and 55 the motion was carried on a unanimous voice vote. 56 57 C. Chairperson Jarvis, a retired Colonel after 30 years with the U.S. Marine Corps, reminded everyone 58 that today is the 219th birthday of the U.S. Marine Corps. 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 63 voice vote,the meeting was adjourned. 64 65 Earnest Jarvis, Chairperson ATTEST: Norma Carnes, City Clerk
