CITY OF RICHMOND, INDIANA, OCTOBER 27, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, October 27,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Janet Hibner and Dennis
3 Grimes in attendance. The following business was had to-wit:

7 The minutes of the October 20, 1994, meeting were approved on a motion by Hibner, second by Grimes and
8 was carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for$464,728.39 comprised of payroll, payroll taxes, various
13 supplies and contractual services. Grimes moved to approve the claims for payment, second by Hibner and the
14 motion was carried on a unanimous voice vote.

16 REQUESTS

18 A. A request for the renewal of a residential handicapped parking space made by Mary Rasner on
19 North West H Street was read by Hibner who noted it had been reviewed by the Traffic Safety Division.
20 She moved to approve the request, second by Grimes and the motion was carried on a unanimous
21 voice vote.

23 B. Grimes read a request for a four-way stop and Children At Play signs on North 17th Street and North
24 B and C Streets, who said the Traffic Safety Division had had the area under surveillance since the
25 request was initially made of the Board a month ago. Captain Mike Chambers stated that the personal
26 injury accident that occurred and prompted the request was not at the intersection but the child ran out
27 into the street between two parked cars. He said the Division continues to recommend the denial of the
28 request based upon the fact that the personal injury could not have been prevented if signs had been
29 placed at the intersections. Grimes recommended the denial of the request, second by Hibner and the
30 motion was carred on a unanimous voice vote.

32 C. A request for speed bumps on South 10th Street, around the park, was read by Hibner who noted
33 that the Traffic Safety Division had reviewed it and found only two accidents reported in the 200 block
34 of South 10th Street in 1994. Stating that the Division did not feel that speed bumps are proper speed
35 control devices, Hibner said officers will continue to patrol the area. Hibner moved to deny the request,
36 second by Grimes and the motion was carried on a unanimous voice vote.

38 D. A request made by Gary Gibson, plant manager of Grafcor was read by Grimes. Gibson stated that
39 large semi-trucks have great difficulty in backing in to load and unload because of vehicles parked
40 between the two drives. He asked for restricted parking in that area as well as east of the plant. After
41 reviewing the situation the Traffic Safety Division recommended that yellow be painted between
42 Grafcor's off-street parking lot to the west to the loading dock and driveway. However, it was not
43 recommended that the spaces east of the loading dock be removed. Grimes moved to approve the
44 request as recommended, second by Hibner and the motion was carried on a unanimous voice vote.

46 E. Hibner read a request from Peggy Spargo, 905 College Avenue,for a No Outlet sign at the corner of
47 College Avenue and South West G Street, stating the reason being excess traffic and children playing.
48 After reviewing the request the Traffic Safety Division recommended the placement of the sign as
49 requested. Chairperson Jarvis questioned whether or not this request had been approved at a prior
50 meeting and City Attorney Tom Milligan, who was in the audience, said he remembered such a
51 request, noting that the sign had been placed in front of the home of the president of Earlham College.
52 Hibner moved to place the No Outlet sign at College Avenue and South West G Street or to replace the
53 one that was there, second by Grimes and the motion was carried on a unanimous voice vote.

55 F. Grimes read a request from Glen Lawrence of Lingle Real Estate stating that Quail Hill Drive, located
56 in Backmeyer Trace Subdivision, has no outlet after turning off of Cedar Cliff drive. He asked for Dead
57 End Street or No Outlet signage to be installed at the corner of Quail Hill Drive and Cedal Cliff Drive.
58 After its review the Traffic Safety Division recommended that a No Outlet sign be installed at Quail Hill
111 59 Drive. They also recommended the placement of a Stop sign on Cedar Cliff Drive because of existing
60 curves in the road. Grimes moved to approve the recommendations, second by Hibner and the motion
61 was carried on a unanimous voice vote.

63 G. Hibner read a request made by Mrs. Knorpp for Children At Play signs on North C and Starr Street,
64 noting that various accidents had happened in the old Starr Park which she said needs fencing around
65 it. The Traffic Safety Division reviewed the request and reported they had tried unsuccessfully to reach
Mrs. Knorpp several times. Captain Chambers said Children At Play signs are being discouraged
because small children recognize the word Play and think it is alright to do so. Hibner moved to deny
the reqest but asked that the monitoring continue, second by Grimes and the motion was carried on a
unanimous voice vote.

3 A. Grimes read a request from Potter Excavation to move a detached garage from the former Auto Mall
4 location to Glen Hills Drive. They will be moving down National Road East to Elks Road and then on to
5 Glen Hills Drive. The move was approved with the following restrictions: The move not be between 11
6 a.m. to 1 p.m. or after 4 p.m. on weekdays or the weekend. And, when utility clearance permits, they
7 should keep to the far right to allow traffic to pass and have a proper escort and wide load signage.
8 Grimes moved to approve the move with the conditions listed, second by Hibner and the motion was
9 carried on a unanimous voice vote.

11 B. City Attorney Thomas Milligan informed the Board about the ordinance scheduled to go to Common
12 Council at its November 7 meeting. He stated that it is a clarification of the enforcement of the City
13 ordinance regarding handicapped parking spaces on private property.

15 C. Milligan brought four different agreements to the Board requesting the approval of the signature of
16 Chairperson Jarvis. All pertained to the Transilwrap Railroad Spur project. After giving the background
17 on the project, Milligan explained the agreements which need to be signed. He said the first is a letter
18 with agreements with each of the three industries, Marvel, Aluminex and Transilwrap and an easement
19 grant to the City from Transilwrap in which the City assumes certain responsibilities. The second thing
20 is the lead track agreement which spells out the responsibility dealing with standard insurance
21 agreements. Also, a supplemental agreement to the lead track agreement executed by Transilwrap,the
22 City and the railroad. He said all these agreements will be entered into by the Board of Works as well
23 as the signing of the easement grant itself because the City assumes some responsibilities. Hibner
24 moved to approve the signing of the agreements, second by Grimes and the motion was carried on a
25 unanimous voice vote.

29 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
30 voice vote,the meeting was adjourned.
