BOARD OF PUBLIC WORKS AND SAFETY:OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 6, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, October 6,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF SEPTEMBER 29, 1994

7 Approval of the minutes of September 29, 1994 was postponed until the next meeting.

' 9 CLAIMS FOR PAYMENT

11 Claims submitted by the City Controller's office totaled $46,875.19, comprised of various supplies and
12 contractual services. Grimes moved to approve, second by Hibner and the motion was carried on a unanimous
13 voice vote. .

25 A. Chairperson Jarvis said he had received the September report of the Richmond Police Department
26 and moved that it be accepted into the records, second by Hibner and the motion was carried on a
27 unanimous voice vote.

29 B. Chairperson Jarvis announced that a vicious dog hearing will be held by the Board in two weeks, on
30 October 20, 1994. He explained that those involved had a dog that attacked another dog and the
31 Richmond Police Department declared the dog a vicious dog. The owners of the dog wish to appeal
32 that finding, thus the reason for the hearing. He added that Richmond will be visited by 25 Japanese
33 who are involved in government on both the state and city levels. He said the visit is being sponsored
34 by Earlham College and the visitors will be touring the Municipal Building after the Board of Works
35 meeting next week. He also announced that at the time of the request made last week for a four-way
36 stop on North 17th Street, it was stated that a child had been struck by a car but there was no record of
37 it in the Traffic Safety Division. However, according to Sgt.Janice Passmore,the accident was mis-filed
38 as happening on North 11th Street as opposed to North 17th Street. The child darted out into the street
39 from between two parked cars and was struck by an auto which was not speeding, according to Sgt.
40 Passmore. Chairperson Jarvis said the Traffic Safety Division is continuing to monitor the traffic on
41 North 17th Street as well as in other neighborhoods.

45 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
46 voice vote,the meeting was adjourned.
