BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 15, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 15,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF SEPTEMBER 8, 1994

7 The minutes of the previous meeting were approved on a motion by Grimes, second by Hibner and carried on a
8 unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $449,614 and was comprised mainly of payroll and
13 payroll taxes. Also submitted was a claim for $2,555.79 which was applicable to the Transilwrap rail spur.
14 Grimes moved to approve the claims for payment, second by Hibner and the motion was carried on a
15 unanimous voice vote.

17 REQUESTS

19 A. Requests for handicapped parking spaces were read by Hlbner. Those asking for renewals were
20 Melissa Terrell of North D Street, Linda Wrege of South West 4th Street, Audrey Collins of Crosshall
21 Street, Annie Jackson of South 4th Street and St. John Lutheran Church on South 7th Street. New
22 requests were made by Connie Faucett of North 7th Street and Diana Batchelor of Oakland Avenue.
23 Hibner noted that all had been reviewed by the Traffic Safety Division and moved to approve the
24 requests, second by Grimes and the motion was carried on a unanimous voice vote.

26 B. Chairperson Jarvis stated that Monday, October 31, 1994 will be "Trick or Treat" night in the City
27 between the hours of 5 to 7 p.m. He moved for approval of that time and date, second by Hibner and
28 the motion was carried on a unanimous voice vote.

32 A. City Attorney Thomas Milligan distributed the necessary papers to be signed by Chairperson Earnest
33 Jarvis for the lease purchase agreement for the City's new fire truck. He explained that the total cost of
34 the fire truck is $303,793.20 with the payments under this lease to be $60,758.64 upon delivery and
35 then a similar amount on April 1 of 1996, 1997, 1998 and 1999, at which time the lease will be paid in
36 full and the truck will be owned outright by the City. He stated that the truck will be in the City's name at
37 all times subject to the provisions of the lease.

39 The Purchasing Department, Milligan said, had conducted the proper procedures in order to bid the
40 lease and Midwest Bankers Group Inc. of Indianapolis was the successful bidder. He explained that
41 this method of financing enables the City to purchase a new fire truck given the constraints of the
42 present budget over the period of those years and eliminates the need of having to come up with the
43 entire purchase price within any one fiscal year. Milligan said Grimes had discussed this with the
44 successful bidder which is also the company providing the lease financing of the telephone system for
45 the City. He added that the Board previously this year approved the financing of new police cars and
46 that was with Star Bank here in Richmond out of its Cincinnati, Ohio office. He noted that this is a
47 similar type of arrangement.

49 Milligan said Board members had before them Exhibit A under the lease contract forms for their
50 adoption which authorizes Chairperson Jarvis to sign all the agreements and Grimes, as City
51 Controller, will attest the signature of Chairperson Jarvis. Milligan said he recommended the Board's
52 adoption of the resolution. Grimes commented that Midwest Bankers Group went through Citizens
53 Bank of Anderson for the telephone system but is going through the local Peoples bank for the fire
54 truck. Grimes moved to authorize Chairperson Jarvis to sign the agreement, second by Hibner and the
55 motion was carried on a unanimous voice vote.

57 OTHER MATTERS

59 A. Grimes presented the Richmond Police Department activity report for August and moved to accept it
60 into the record,second by Hibner and the motion was carried on a unanimous voice vote.

62 B. Hibner stated that several weeks ago the Board had employed Wells & Co. to look at the City's
63 health insurance program and they made some recommendations for the upcoming year. She said now
64 there is a need for continuation of that consulting contract to go ahead and survey the market and
65 make recommendations to the City and actually bid the project. She added that that has not been done
for several years.

2 The continuation, she said, is set up in phases, five in all, but the maximum cost is $8,000 which will
3 provide the City with a total package to complete the health insurance review and to make sure the City
4 is contracting with the best carrier or third party administrator. She moved to approve the contract not to
5 exceed $8,000, second by Grimes and the motion was carried on a unanimous voice vote.

7 C.Grimes read a request made by Vivian Thompson for a block party from 4 to 7 p.m. Sunday, October
8 2, on South B Street between Southeast Parkway and South 27th Street. The Traffic Safety Division
9 reviewed the request and had no problem with blocking off South B Street between South 27th and
10 Southeast Parkway. The Thompsons said they will pick up the barricades at the Street Division.Grimes
11 moved to approve the request, second by Hibner and the motion was carried on a unanimous voice
12 vote.

14 D. Renee Oldham, director of Main Street, spoke on behalf of the upcoming Applefest requesting the
15 closing of the service drive on South 6th Street from September 30 through October 2 for commercial
16 vendors, specifically stating there will be no vendors in front of the Star Bank branch. She also asked
17 that the service drive between Star Bank and Wayne Bank be closed on Friday and Saturday nights,
18 September 30 and October 1, starting at 4:30 pm. She said there will be bands there on both nights.
19 Oldham stated that the Crosley car show will be on the lot at 10th and Promenade owned by Kessler's
20 and wanting to place the 21-piece band in close proximity to the show asked that South 10th Street be
21 closed during the day Saturday, October 1, from the alley to the Promenade. She pointed out several
22 different activities planned for the three-day event which included an apple pie contest, barrel races,
23 crafters on the Promenade, gospel music and jazz. Chairperson Jarvis said the requests for street
24 closings would be reviewed by the Traffic Safety Division.

26 Oldham said she was asked as a representative of the Richmond/Wayne County Chamber of
27 Commerce to ask the Board for approval to lead Jack the mule on the Promenade for the membership
28 campaign that will take place the last week in September. She said the mule will take Eric VanVleet,
29 chairman-elect, from 5th to 10th Street with Jerry Easley, Chamber President, following behind with
30 shovel and bucket, adding that the Chamber will accept full responsibility for the actions of Jack the
31 mule, Van Vleet and Easley. Chairperson Jarvis said the request would be taken under advisement and
32 will be reviewed by the Traffic Safety Division.

36 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
37 voice vote,the meeting was adjourned.
