CITY OF RICHMOND, INDIANA, SEPTEMBER 8, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, September 8,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF AUGUST 25 AND SEPTEMBER 8, 1994

7 The minutes of the two previous meetings were approved on a motion by Hibner, second by Grimes and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office totaled $98,881.54 most of which was for supplies and
13 contractual services. Grimes moved to approve the claims, second by Hibner and the motion was carried on a
14 unanimous voice vote.

16 REQUESTS

18 A. No requests for handicapped parking spaces were received.

20 B. Chairperson Jarvis invited Chris Rudy Chapman of Muncie to talk about the Whitewater Vertical
21 Challenge Biathalon set for Sunday, September 11. He explained that he is co-directing the event with
22 Chuck Harrison of Richmond and made an additional request of the Board to close Hub Etchison
23 Boulevard and South G Street bridge from 8 a.m. to noon on that day. He said the event was last held
24 here in 1992, adding that he and Harrison had a meeting scheduled at 10 a.m. this morning with the
25 Wayne County Sheriff and Police Chief. He said the event will start and finish with a three-mile run,with
26 an 18-mile bicycle ride in between.

28 The route for the run will be from Civic Hall down Abington Pike to Test Road to the run path in the
29 Whitewater Gorge and back to South West G Street, Chapman said, adding that the bicycle ride will be
30 to Abington and back. Chairperson Jarvis suggested something be placed in the paper to inform the
31 public of the event and Chapman said that an article is scheduled to appear Friday. Hibner suggested
32 Captain Mike Chambers of the Traffic Safety Division sit in on the meeting set for later in the morning.
33 Chairperson Jarvis moved to approve the request based upon the meeting to be held later and asked
34 Captain Chambers to get back with the Board if there are any problems, second by Hibner and the
35 motion was carried on a unanimous voice vote.

37 C.A letter written by citizens on Henley Road was read by Hibner who noted that it requested signage
38 for the safety of pedestrians, bicyclists and children at play. She stated that the Traffic Safety Division,
39 after reviewing the area, specifically in the 700 block of Henley Road South, recommended the
40 placement of a sign denoting the narrowing of the road or a reflective diagonally striped sign to alert
41 motorists to the narrowing of the southbound lane. The review further stated that a continual check
42 would be made to determine if a continual traffic survey is needed and possibly signs denoting hidden
43 driveways might be the next step if it is found the area is still a problem. Hibner moved to instruct the
44 Street Division to install Road Narrows sign and to ask the Traffic Safety Division to continue
45 monitoring the area, second by Grimes and the motion was carried on a unanimous voice vote.

47 D. Grimes read a letter from Angela Olive who resides on South 11th Street requesting a four-way stop
48 at South 12th and D Streets because it is a dangerous intersection, especially for the children walking
49 to and from Vaile School. In its review, the Traffic Safety Division noted that a four-way stop was not
50 required but suggested the repainting of the curbs at that corner. Grimes moved to deny the request for
51 a four-way stop but encouraged the Traffic Safety Division to continue to check the area and ask the
52 Street Division to repaint the yellow curbs, second by Hibner and the motion was carried on a
53 unanimous voice vote.

55 E. In bringing the problem of traffic congestion at Dennis Middle School before the Board, Hibner
56 commented on the problem brought before the Board earlier about the intersection at South West 4th
57 and C Street. Sgt. Janice Passmore said that area is being monitored and some warnings have been
58 given motorists for sliding through the four-way stop. As to the problem at Dennis, Hibner read a letter
59 requesting restriction of parking on North West 7th Street in front of the school. In its review,the Traffic
60 Safety Division noted that yellow curbs exist in front of the school for fire safety and to eliminate
61 parking but the problem is brought about by the parents picking up students. The report stated that the
62 school officials feel that the parents should park several blocks away. It was recommended that
63 signage denoting No Stopping or Standing Any Time be placed in front of the school and patrolling of
64 the area to enforce it. Hibner so moved, second by Grimes and the motion was carried on a unanimous
65 voice vote.

2 F. Another traffic problem was brought to the Board's attention in a letter read by Grimes, citing the
3 troubled area as North West I and Ridge Street. In the review done by the Traffic Safety Division it was
4 stated that the street is very narrow and when westbound motorists on North West I Street get to the
5 corner they can not get by when another motorist is headed east because of cars parking so close to
6 the corner. The Traffic Safety Division recommended painting the curb yellow approximately two car
7 lengths from the corner and the installation of a No Parking From Here To Corner sign be placed there.
8 Grimes so moved, second by Hibner and the motion was carried on a unanimous voice vote.

14 OTHER MATTERS

16 A. Hibner moved to approve the payment of $1,880 to SEICO Inc.for professional engineering services
17 in its ongoing contract on Industries Road, second by Grimes and the motion was carried on a
18 unanimous voice vote.

20 B.Grimes noted that the request brought before the Board last week for restricted parking at the Wayne
21 County Historical Museum during its Pioneer Day from 10 a.m. to 5 p.m. Saturday, September 10, had
22 been reviewed by the Traffic Safety Division. He said they had no problem with approval of the request
23 which will enable the horsedrawn vehicles to move safely around the block. Grimes moved to approve
24 the request, second by Hibner and the motion was carried on a unanimous voice vote.

26 C. Mayor Roger Cornett introduced Miguel Lopez of Venezuela and Scott Johnstone of Lafollette, La.,
27 explaining they are here with the advance team of the Up With People cast who will be performing at
28 Civic Hall on September 25. He asked the Board for the use of the Municipal Building parking lot and
29 Council Chambers from 4 to 6 p.m. Saturday, September 24, so that cast members can meet their host
30 families. Lopez stated that profits from the two shows, one at 3 p.m. and the other at 7 p.m., will go to
31 Riley Children's Hospital in Indianapolis and to the Civic Hall Association. He added that the event is
32 being sponsored by the Richmond Noon Kiwanis Club: Lopez said this cast is one of five and consists
33 of 150 kids from 22 different countries and while here cast members will be involved in some
34 community service activities. He further stated that approximately 8,000 applications are processed for
35 the 700 openings each year and this year the new production is called World In Motion. Johnstone said
36 his job as an advance recruiter is to talk with young people between the ages of 17 and 25 who are
37 interested in joining Up With People. Hibner moved to approve the use of the city building and the
38 parking lot, second by Grimes and the motion was carried on a unanimous voice vote.

40 C. Chairperson Jarvis noted the success of the past weekend which saw visitors for the annual Boogie
41 at the Municipal Airport and the Coonhunters at Kuhlman Center. He said the skydivers used nine
42 different airplanes and more than 4,300 jumps were made, adding that there were 637 jumpers
43 registered, which was almost 200 more than last year. He also noted that 8,600 gallons of fuel was
44 sold.

46 D. Chairperson Jarvis said he had noticed that a couple of the large dumpsters did not have reflective
47 tape on them as had been suggested by the Board.

51 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
52 voice vote,the meeting was adjourned.
