HomeMy Public PortalAbout09-01-1994 0216 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 1, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, September 1, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet 3 Hibner in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 25, 1994 6 7 The minutes of the August 25, 1994 meeting were not available for approval. 8 9 CLAIMS FOR PAYMENT 10 11 Claims submitted by the City Controller's office totaled $565,543.89, most of which was for payroll, payroll 12 taxes, supplies and contractual services. Grimes moved to approve, second by Hibner and the motion was 13 carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. A request for a handicapped parking space made by Alpha Merritt on South 13th Street was read by 18 Hibner who stated that the Traffic Safety Division had reviewed it and recommended approval. Hibner 19 so moved,second by Grimes and the motion was carried on a unanimous voice vote. 20 21 B. Hibner noted that the request made by a resident and brought before the Board last week for a 22 STOP to be painted on the street at the intersection of South West 4th and C Street had been given to 23 the Traffic Safety Division for review. It was noted that the road had recently been repaved and the 24 crosswalk lines and stop bars had not been re-painted. It was recommended that the lines and bars be 25 re-painted in all directions but it was not recommended that STOP be painted on the street. The 26 Division noted they will continue to monitor the area. Hibner moved to approve the re-painting of the 27 faded cross bars and cross walk lines and asked that the Traffic Safety Division make some kind of 28 study of what motorists are doing at that intersection. Sgt.Janice Passmore said it will make it easier to 29 evaluate when the lines have been re-painted. Grimes seconded the motion by Hibner and it was 30 carried on a unanimous voice vote. 31 32 C. Grimes reported that communication had been received about excess speed and passing on the 33 narrow section of Rich Road, noting that residents there would like to have additional No Passing signs 34 placed in the newly annexed portion of the road which would be from Flatley on over to Salisbury. 35 Traffic Safety Division reviewed the request and stated that the roadway is painted with double yellow 36 lines almost in the entire area, adding that there is adequate signage. The recommendation was to 37 re-paint those double yellow lines within the City limits and possibly place an additional 30 m.p.h. sign 38 in each direction half way between Flatley and Salisbury. It was also recommended that the City Limit 39 signs be extended to incorporate the newly annexed area. Grimes so moved, second by Hibner and the 40 motion was carried on a unanimous voice vote. 41 42 D. Hibner brought to the Board's attention a complaint that motorists traveling south can not see to 43 cross South A at South 21st Street. After checking the area the Traffic Safety Division stated that the 44 problem is that residents are parking on South A Street on the northwest corner where the yellow curb 45 marking has faded. It was recommended that the Street Division repaint the curb making the no parking 46 area more visible. The resident at 43 South A Street agreed, noting that he would like to see it 47 repainted and then enforced. Hibner moved to re-paint all the yellow then take another look at it later, 48 second by Grimes and the motion was carried on a unanimous voice vote. 49 50 E. A letter from the Richmond High School Alumni Association requesting permission to park in the 51 center median of Hub Etchison Boulevard September 28 during a day-long conference was read by 52 Grimes. The event will be from 7:30 a.m. to 5 p.m. and a total of 150 to 200 people are expected to 53 attend. Although that will be a school day, it is only a half day for students, according to the letter, and 54 attendees will be asked to move their cars from the median into the parking lot during the lunch hour. 55 After reviewing the request, Traffic Safety Division had no objections but asked that the areas marked 56 No Parking Anytime be observed. Grimes moved to allow parking in the center median, in front of the 57 school which is both northbound and southbound, second by Hibner and the motion was carried on a 58 unanimous voice vote. I 59 60 F. Hibner read a request made by Michelle Bottorff, director of the Wayne County Historical Museum, 61 for restricted parking along the museum to allow the horsedrawn vehicles to move around the block 62 from 10 a.m.to 5 p.m. on Pioneer Day Saturday, September 10. She stated that the rain date will be 63 September 11 and areas restricted would be curb side on North A, North 11th and North 12th Streets. 64 Hibner moved to approve the request with the stipulation that any changes made by the Traffic Safety 65 Division would be incorporated, second by Grimes and the motion was carried on a unanimous voice vote. 0211 Board of Works Minutes Cont'd September 1, 1994 Page 2 1 2 CONTRACTS 3 4 A. Grimes reported that the bids received last week for widening and the overlay of North West 5th 5 Street from Sanyo out to the railroad crossing to the north had been reviewed by Bob Wiwi and John 6 Barnhizer in the City Engineer's office and Purchasing Manager Vicki Stevens. Grimes said the bid 7 made by Butler Excavating was in two parts, with Contract A totaling $30,434.60 and Milestone 8 Contractors bidding $39,777.91. It was recommended the bid for Contract A be awarded to Butler 9 Excavating but since they did not bid on Contract B, the bid made by Milestone Contractors totaling 10 $21,543.05 for Contract B was recommended for approval. City Engineer Wiwi commented that this is a 11 prime example of how the funds from E.D.I.T. can be used. Grimes moved to award the bid for Contract 12 A to Butler Excavating and for Contract B to Milestone Contractors, second by Hibner and the motion 13 was carried on a unanimous voice vote. 14 15 OTHER MATTERS 16 17 A. Renee Oldham, director of Main Street, appeared before the Board speaking on behalf of the annual 18 Applefest to be held downtown September 30, October 1 and 2. She asked permission to come back 19 before the board in two weeks after she talked with the Police and Fire Departments. She stated that 20 the coordinator of the Fourth Street Fair, Gertrude "Lucky" Ward, had been contacted and had no 21 problem with the event this year being held on the same weekend. Oldham said it was the feeling of the 22 Applefest organizers that in doing this it would make both events stronger, bringing extra attention to 23. the downtown core area. Oldham said the Crosley Car Show was so successful it will be brought back 24 again this year, noting that it brings people into Richmond from all over the country. The car show, 25 Oldham said, will be on the private lot on 10th and Main Street. She said the Applefest will be a 26 family-centered type of festival with all kinds of music and apple related contests and there is a 27 possiblity of an apple walkway of some kind stretching from the Fourth Street Fair to the Downtown 28 Promenade. Oldham also advised the Board that this is the fifth year for the Promenade of the Arts 29 scheduled to be held September 10. She added that the event gives local artists an opportunity to 30 display their works to sell. 31 32 B. Bob Hart of Richmond Power & Light reported a problem with wild dogs at the local utility at 2000 33 U.S. 27 South. A year ago, he said, he had noticed a couple of dogs in the area and had called the 34 animal control officer with the Richmond Police Department but could not catch the dogs and now they 35 have multiplied to about eight. Hart said that attempts to catch the dogs have failed on many occasions 36 and he said he had a couple of concerns about the situation. Since they dogs stay around the pole piles 37 where the poles are stored and wood chips are kept there where people are welcome to come and get 38 them, Hart said he is afraid the dogs might turn on individuals with no cause. He is also concerned 39 about employees who work in the generating station on a 24-hour basis and have to go out late at night 40 doing checks. He added that there are also deer in the area and he is concerned about whether or not 41 the dogs would attack them. Hart said they have tried to address the problem and do not know what to - 42 do other than try to have the dogs destroyed. Hibner stated that the Richmond Police Department had 43 reviewed the situation and had cited the same problems mentioned by Hart. She made a motion to refer 44 the matter back to the Police Department and the Police Chief, in cooperation with his officers, 45 authorizing them to figure out how to get rid of the dogs. A second was made by Grimes and the motion 46 was carried on a unanimous voice vote. 47 48 C. Chairperson Jarvis commented on the upcoming Boogie at the airport to be held over the Labor Day 49 weekend, noting that last year there were over 500 jumpers making more than 2,000 jumps. 50 51 D. Sgt.Janice Passmore of the Traffic Safety Division reminded motorists to exercise caution during the 52 holiday weeked, to use safety restraints and not to drink while driving.
