HomeMy Public PortalAbout08-25-1994 Ro S/ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 25, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, August 25, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 18,1994 6 7 The minutes of August 18, 1994, were approved on a motion by Hibner, second by Grimes and carried on a 8 unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office totaled $122,949.45, the major part of which were three checks 13 for $56,190, $3,654.82 and $39,928.87 for health insurance claims. Also included was a check to WCTV for 14 $22,196.95 which represented 40 percent of the franchise fee payment made by TCI to the City. Additionally, 15 claims were submitted for $219,067.20 which included $16,958, $50,777 and $14,961 to Wayne County 16 Insurance Service for property liability, workers compensation and insurance premiums as well as supplies and 17 contractual services. Grimes moved to approve the claims, second by Hibner and the motion was carried on a 18 unanimous voice vote. 19 20 REQUESTS 21 22 A. A request for a handicapped parking space made by Phyllis J. Walter on Glen Court was read by 23 Hibner who noted that a review by the Traffic Safety Division found that there was a modern garage 24 suitable for an auto which meant that the residence did not meet the guidelines. Hibner moved to deny 25 the request because the garage is accessible and usable, second by Grimes and the motion was 26 carried on a unanimous voice vote. 27 28 B. Hibner stated that due to remodeling at its downtown office at 45 North 8th Street, Lingle Real 29 Estate had asked that parking be restricted in three spaces on the east side of North 8th Street so they 30 can be utilized for construction vehicles. Noting that Traffic Safety Division had reviewed the request 31 and had no objections, Hibner moved to approve the request, second by Grimes and the motion was 32 carried on a unanimous voice vote. 33 34 CONTRACTS 35 • 36 A. Grimes reported that City Engineer Robert Wiwi had said it was necessary to bury three-inch and 37 four-inch PBC conduit in the alley behind the Leland Hotel bringing about a request for a change order 38 totaling $4,041.29 for the Leland Hotel demolition project for the contractors, Delucio & Son. He moved 39 to approve the request, second by Hibner and the motion was carried on a unanimous voice vote. 40 41 B. Bids were opened by Grimes from Butler Excavating and Milestone Contractors in conjunction with 42 widening North West 5th Street or Union Pike out to the Wayne County line. The bid made by Butler 43 Excavating totaled $30,434.60 and the bid from Milestone Contractors was for $39,777.95 for Contract 44 A and $21,543.05 for Contract B. Grimes moved to take the bids under advisement, second by Hibner 45 and the motion was carried on a unanimous voice vote. 46 47 C. Chairperson Jarvis stated that the Telecommunications resolution introduced last week had been 48 reviewed and some communication had taken place between TCI and the Telecommunications 49 Council. Hibner brought forth Resolution No. 5 - 1994, explaining that its purpose is to give the City an 50 extension of time to continue reviewing the TCI rates. She noted that Rich Cody, manager of TCI, and 51 John Von Pein,vice chairperson of the Telecommunications Council,were in the audience and asked if 52 either wanted to speak. Cody declined, offering the floor to Von Pein who stepped forward to give a 53 brief overview of how things had got to this point, noting that action had to be taken by this Friday since 54 it is the end of the 120-day period. He said he had communicated with Brian Grogan, the attorney 55 representing the Telecommunications Council, who had talked with TCI's attorney and the result of that 56 communication was this accounting order which allows the City to meets its obligation of the time line of 57 Form 393 but also opens the door so that, if need be, adjustments can be made later on after the 58 results of the Form 1200 debate are in. He added that it is not a case of total agreement but it keeps 59 the process going. Hibner moved to approve Resolution No. 5 1994, second by Grimes and the 60 motion was carried on a unanimous voice vote. 61 62 D. Chairperson Jarvis read a letter from the Indiana Department of Transportation establishing traffic 63 controls at U.S. 40 at the west Walmart Drive approved by INDOT on August 19. It clearly stated that 64 no left turns will be allowed for motorists using the south approach of the west Walmart drive. 65 26Ct Board of Works Minutes Cont'd August 25, 1994. Page 2 1 2 E. Hibner stated that a request had been received concerning the four-way stop on South West 4th and 3 C Streets, asking that a STOP be painting on the street. She said the person making the request said it 4 is a fairly busy four-way stop and now that school has begun it is a bus stop for small children. She 5 stated further that motorists are not stopping in some cases and if they do stop they are proceeding 6 . through it at a fast pace. Hibner requested that the Traffic Safety Division make a concentrated effort to 7 monitor that crossing to determine what is going on and what needs to be done to make it safe and 8 report those recommendations to the Board next week. 9 10 F. Hibner reported that in talking with Captain Mike Chambers of the Traffic Safety Division and from 11 her personal observations, the dumpster placement problems are decreasing. She said the dumpster 12 vendors and the public are slowly becoming aware of the placement of the dumpsters, making the City 13 streets safer. 14 15 OTHER MATTERS 16 17 A.
