HomeMy Public PortalAbout08-04-1994 aGa BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 4, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 August 4, 1994, in said City. Chairperson Earnest Jarvis presided with Janet Hibner and Dennis Grimes in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JULY 28, 1994 6 7 Minutes of the previous meeting were not available for approval. 8 9 APPROVAL OF CLAIMS FOR PAYMENT 10 11 Claims submitted by the office of the City Controller included $490,669.76 for payroll and payroll taxes, plus 12 $204,601.61 for payment of group health insurance claims. Grimes moved for approval, second by Hibner and 13 the motion was carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A.There were no handicapped parking space requests. 18 19 B. Hibner moved to approve a request for a commercial curb cut made by Clarence and Wanda 20 Brockman at 1310 North West 5th Street, second by Grimes and the motion was carried on a 21 unanimous voice vote. 22 23 C. Grimes read a request made by Joyce Lady, owner of Rose City Cab Co., asking for yellow curbing 24 and "Taxi Only" signs to be placed in front of the business at 1207 East Main Street. In the request it 25 was stated that there is no visibility when exiting the garage area which creates a safety hazard not 26 only for customers but other motorists. Grimes recommended the request be forwarded to the Traffic 27 Safety Division. 28 29 D. A request for a yield sign at Parkdale Drive at University Boulevard was read by Hibner who noted 30 the request was made as a result of a consultation between the City Engineer Bob Wiwi and the Traffic 31 Safety Division. She noted that the placement of the yield sign is for vehicles on Parkdale and meets 32 the uniform traffic control device manual guidelines. She further stated that there is a similar situation at 33 Oak Park Drive at University Boulevard but that street has not been dedicated to the City. However, 34 she said, when and if that dedication occurs, a recommendation will also be made for a yield sign at 35 that location. Hibner moved to approve the request, second by Grimes and the motion was carried on a 36 unanimous voice vote. 37 38 CONTRACTS 39 40 A. Giving the background of the engineering services done by SIECO Inc. on the improvement of 41 Industries Road from North West 5th Street/Union Pike to U.S. 27/Chester Boulevard, including a new 42 bridge over the west fork of the Whitewater River, Grimes noted that a bill for $3,140 had been 43 submitted by SIECO Inc. He moved for approval for payment of the bill, noting that it will be passed on 44 to Star Bank and will be paid out of the bond proceeds, second by Hibner and the motion was carried 45 on a unanimous voice vote. 46 47 B. Grimes said three bids had been received for the removal and installation of the underground 48 storage tanks at the Street Division garage. The bids included Petro Technology of Muncie for$50,845 49 in addition to the two alternates of $157.35 for leak detection and $4,935 for automatic tank guaging; 50 Reynolds Service Tech of Richmond for $46,476, plus $1,500 for leak detection and $3,485 for 51 automatic tank guaging; and Hoosier Equipment Service for $57,925, plus $1,817 for leak detection 52 and $4,395 for automatic tank guaging. Grimes moved to take the bids under advisement and award 53 them at a future date, second by Chairperson Jarvis and the motion was carried on a unanimous voice 54 vote. 55 56 OTHER MATTERS 57 58 A. Fire Chief James Sticco introduced Jack James Moore and recommended to the Board that he be 59 accepted as a probationary firefighter, noting that he had completed all requirements. City Clerk Norma 60 Carnes officiated at the swearing in of Moore and congratulated him. Hibner added her congratulations 61 on behalf of the Board. Chief Sticco noted that the hiring of Moore brings the department to its full 62 complement of personnel. 63 64 B. Chairperson Jarvis introduced Major John Farmer of the Richmond Police Department who, in turn, 65 recognized two representatives of Moose Lodge No. 167, Charles Tennell, administrator, and Doug Mathena, governor, who presented a check for $2,500 for the D.A.R.E. program. Major Farmer expressed his appreciation for the donation and Hibner added the thanks of the Board. Hibner moved to accept the donation, second by Grimes and the motion was carried on a unanimous voice vote. a63 Board of Works Minutes Cont'd August 4, 1994 Page 2 1 2 3 C. Chairperson Jarvis noted that Major Farmer had presented the Board with the Richmond Police 4 Department report for July and asked the Major for any added comments. Major Farmer pointed out 5 that the actual number of offenses translated to a 51/2 percent increase in related offenses over July of 6 last year. He also noted that in looking at clearances, these were up 251/2 percent over last year. He 7 added, however, there is a concern over the 32 percent increase in the number of juvenile arrests over 8 last year. 9 • 10 D. Chairperson Jarvis stated that the work being done on Sim Hodgin Parkway is legal and at the 11 direction of I.D.E.M.
