HomeMy Public PortalAbout07-21-1994 / [e BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JULY 21, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 111 2 July 21, 1994, in said City. Earnest Jarvis presided with Janet Hibner and Dennis Grimes in attendance. The 3 following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JULY 14, 1994 6 7 The minutes of the July 14, 1994 meeting were approved on a motion by Hibner, second by Grimes and carried 8 on a unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller for approval included $637,372.70 and $21,908.68 most of 13 which was for payroll, payroll taxes, supplies and contractual services. Grimes moved to approve the claims, 14 second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS ' 17 18 A. Handicapped parking space requests made by Van Bentley on North 17th Street, Marilyn Helms on 19 North 20th Street,Thomas D. Mong on North 17th Street, Florence Pennington on North West I Street, 20 R. Bailey Baker on South West 3rd Street, Letcher Saylor on South 12th Street and Deloris Tenney on 21 North 18th Street were read by Hibner who noted they had all been reviewed by the Traffic Safety 22 Division and moved to approve all seven, second by Grimes and the motion was carried on a 23 unanimous voice vote. 24 25 B. Grimes said the request made last week by Reid Memorial Presbyterian Church to partially close the 26 east alley in the 100 block of North 10th Street during August 1-5 for its annual vacation church school 27 had been reviewed by the Traffic Safety Division which had no objections. He moved to approve the 28 request, second by Hibner and the motion was carried on a unanimous voice vote. 29 30 C. A request was made for the fourth annual Run For the Hungry at 2 p.m. Saturday, August 13, 1994. 31 This will be a motorcycle run, meetingt at Ike's on South 6th Street, ride to the Harley shop, go to 32 Kelly's for cookies and punch and ride to Middlefork Reservoir for ice cream. Roy Conley of 1319 33 Wernle Road asked for a police escort aroung 2:30 p.m. They do not have a definite route and said 34 they would rely on the Police Department to determine that. It will be a large group and they felt it would 35 assit them so they can safely cross town. They also asked to use the parking lot at No. 1 Fire Station 36 as a congregating place. Conley said all proceeds will go to Circle U to feed and clothe the hungry. 37 This is open to the public. Hibner said would refer the request to the Traffic Safety Division and the 38 Richmond Fire Department for review. 39 40 CONTRACTS 41 42 A. Hibner said the City's local insurance agent recommended an outside appraisal for the Carpenter 43 building in case something happened to that building there would be proper insurance. Quote from 44 Buckland Associates out of Indy, fee, $3950 with reimbursable expenses not to exceed $200. This is a 45 one time fee for the year with an option of getting an update of the reappraisal which is much less 46 expensive. The building is worth considerably more than what the City paid for it and they want it 47 insured for a reasonable cost. Hibner moved to approve the contract and authorize Chairperson Jarvis 48 to sign it,second by Grimes and the motion was carried on a unanimous voice vote. 49 50 B. Grimes said the City recently had the need to review its software support contract. At the present 51 time it is Rosa's. They invited Infocom, a company out of Boston, Indiana,to support the City's software 52 needs and decided to use that company from 8/1 to 6/30 of next year to provide the support at $60 an 53 hour which is the standard going rate for this type of service. After first 20 hours in the month the rate 54 drops to $50 an hour and response time is guaranteed within four hours. Grimes moved to award the 55 consulting contract to Infocom, second by Hibner and the motion was carried on a unanimous voice 56 vote. 57 58 C. Grimes opened bids for two new Roseview buses, noting that 11 bid packages had been sent out 59 and three were returned. The first bid opened was from Greater Indianapolis Transportation Inc. and 60 the cost of one 1994 Goshen coach bus was$44,733, making the total bid for$89,466; Merchanthouse 61 Transportation Sales of Richmond submitted a bid of $44,500 for a Diamond VIP making the total bid 62 $89,000; Kerlin Bus Sales of Silver Lake with a bid of $52,036 1995 Turtle Top Tiara Transit bus, 63 alternate bid 1994 Champion Challenger mid-size bus of $49,253, Item A, !04,072, item B $98,506. 64 Chairperson Jarvis said the bids would be taken under advisement by the Roseview Transit and the 65 purchasing department, maybe award bid next Thursday. D. Grimes explained it was decided to lease purchase the pumper fire truck for which the bid was awarded a month ago at$272,112, noting that the City had invited financing quotes from several banks and financing institutions. m Board of Works Minutes Cont'd July 21, 1994 Page 2 1 Grimes read the bids: paid annually, Associates Commercial Corp. 3 years 6.32%, 5 years 6.67%; 2 paid monthly, Banc One Leasing Corp. 3 years 6.38%, 5 years 6.62%; paid annually, Leasing One 3 Corp. 3 years, 5.28%,5 years,5.55%; paid annually, Midwest Bankers Group, 3 years 3.81%,5 years 4 4.19% ; NBD Bank, N.A. no bid; paid annually, PNC Leasing Corp., 3 years, 5.45%, 5 years, 5.60%; 5 and paid annually Star Bank, N.A. 3 years, 5.23%, 5 years,5.64% 6 7 Chairperson Jarvis said the bids would be reviewed, and possibly be awarded next week based on the 8 best percentage payment rates the City can get. 9 10 OTHER MATTERS 11 12 A. Police Chief Dennis Rice announced that he was contacted recently by Delola Dees, a 13 representative of the Ladies of Harley, who wished to give a donation of stuffed animals for children of 14 crisis. He introduced her along with two other representatives and she explained that they were 15 members of the Whitewater Harley Owners Group and during the year they have money-making 16 projects in order to make contributions to the community. They presented 72 stuffed animals to Officers 17 Brad Berner, Bobbie Lipps and Randy Kolentus, representing the first, second and third shifts of the 18 patrol divisions of the Richmond Police Department. Louise Shade thanked all those who helped with 19 the recent Harley rally. 20 21 B.
