1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, July 14, 1994,
2 in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet Hibner
3 in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF JULY 7.1994

7 The minutes of the July 7, 1994 meeting were approved on a motion by Hibner, second by Grimes and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for $93,051.94 most of which was for supplies and
13 contractual services and $762,515.41 for payroll and payroll taxes. Grimes moved to approve the claims for
14 payment, second by Hibner and the motion was carried on a unanimous voice vote.

18 A. Hibner read a new request for a handicapped parking space for Phyllis Walter in the 2200 block of
19 Glen Court, noting that the Traffic Safety Division had reviewed it and found a garage at the rear of the
20 home which was adequate for parking which meant that it did not meet the guidelines for approval.
21 Hibner asked if anyone was in the audience to explain to the Board why the request was made.
22 Walter's daughter, Pamela Minnix, stepped forward and explained that her mother could not walk
23 without assistance. She cited the parking problems in the area and also said the garage is being used
24 to store several items of furniture for a relative. Sgt. Passmore commented on the written report, noting
25 the presence of adequate off-street parking. Hibner moved to deny the request, second by Grimes and
26 the motion was carried on a unanimous voice vote.

30 A.Giving the background on the problems with the City's health insurance program, Hibner commented
31 that claims are running behind significantly and because of that a proposal had been sought from Wells
32 & Company of Indianapolis, an insurance specialist. She said the cost for the company's Phase I plan
33 would be $2,500 and that would cover a review of the claims experience for 1994, making a projection
34 for 1995 and reviewing the current internal rate structure and recommending modifications to achieve
35 financial stability in this program currently. She said the second phase, or 2A, would also carry a
36 maximum cost of $2,500 and would entail a review of the current plan design which means they will
37 look at the plan itself and make some recommendations for it beginning in 1995. She moved to approve
38 the hiring of Wells & Company at a maximum cost of $5,000, second by Grimes and the motion was
39 carried on a unanimous voice vote.

41 OTHER MATTERS

43 A. Major Jack Meyers of the Richmond Police Department introduced four members of the Moose
44 Lodge No. 167, Gov. Doug Mathena, Trustee James Dees, Treasurer Joe Griffin and Administrator
45 Charles Tinell, who presented a check for $2,500 to the K-9 Unit of the Richmond Police Department.
46 Accepting the check was Officer Mark Ward who has the newest dog in the K-9 Unit. He expressed his
47 appreciation for the contribution, commenting on how much it means to the success of the program.

49 B. Grimes read a request made by Reid Memorial Presbyterian Church for the week of August 1
50 through August 5 during its annual vacation church school. He said during the past several years an
51 event has been offered to the children which is called Marketplace 29 A.D. It is a variety of learning
52- centers inside and outside the building and children are encouraged to move around the grounds from
53 9 a.m. to noon. The two buildings which will be used are separated by an alley and the request is for
54 the closing of the alley during that week to ensure the safety of the children. Grimes moved to pass the
55 request on to the Traffic Safety Division for review and bring it back before the Board next week,
56 second by Hibner and the motion was carried on a unanimous voice vote.

58 C. Grimes reported receipt of the required certificate of insurance from the Richmond Jaycees for its
59 Grand Prix to be held July 23-24 and 25 and recommended it be accepted for filing.

61 PUBLIC COMMENTS

63 Sgt. Janice Passmore announced that during the weekend of July 15, the Richmond Police Department will be
64 using additional manpower to locate impaired and dangerous drivers. She said part of this effort will be to
65 establish a sobriety checkpoint within Richmond.

2 She said drivers who are stopped will have a short delay, adding that these efforts are made possible through a
3 grant from the Governor's Council on Dangerous and Impaired Drivers. She pointed out that the local
4 department has its normal, ongoing patrol efforts but those officers are driving around and looking for offenders
5 and in those circumstances have to establish a probable cause to stop the vehicles.

10 voice vote,the meeting was adjourned.
