BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MAY 26, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 26, 1994,
2 in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes in attendance.
3 Jan Hibner was absent.The following business was had to-wit:

7 The minutes of the May 19, 1994 meeting were approved on a motion by Grimes,second by Chairperson Jarvis
8 and carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for$544,515.11, most of which was for payroll and payroll
13 taxes and also for supplies and contractual services.Grimes moved to approve the claims,second by Jarvis and
14 the motion was carried on a unanimous voice vote.

16 REQUESTS

18 A. No handicapped parking spaces were requested.

20 B. Chairperson Jarvis read a request by the Whitewater Opera Company to use two public spaces for
21 the display of banners for the opera's upcoming fourth annual Home and Garden tour scheduled for
22 June 24,25 and 26, 1994. The spaces requested are the west side of the railroad overpass at the Main
23 Street bridge and the north section of the lawn at the Municipal Building. They asked that the banners
24 be displayed from Monday, June 6, through Monday, June 27, 1994. They said they understand that if
25 this request is approved,the City will be responsible for the placing and the removal of the banners and
26 the opera company will deliver and retrieve them as directed. Chairperson Jarvis noted that this Board
27 cannot give the approval for the hanging of the banner on the overpass but possibly can obtain that
28 approval from the railroad for them. He moved to approve the request, depending on the railroad's
29 approval,second by Grimes and the motion was carried on a unanimous voice vote.

31 CONTRACTS

33 A. Grimes said several months ago the contract for the City-wide telephone system had been awarded
34 to KLF of Indianapolis and the installation is taking place. The Municipal Building is completed, the
35 Street Division was done Wednesday, the Parks and Recreation Department will be done Friday, and
36 the Sanitary District is scheduled to be done next month. As with any large project, he said, there is a
37 need sometimes for change orders, which is the case with this contract. He explained that the statute
38 allows the facilitation of that up to 20 percent of the original contract. He noted that the original contract
39 was for$243, 708.07 and the 20 percent allowance is $48,741.61. Included on the list of 11 additional
40 items of the change order were additional cable runs and telephones totaling $48,741.61. Grimes said
41 that would bring the total contract to $292,449.68 which was still some $50,000 below the next lowest
42 bidder. He moved to approve the request, second by Chairperson Jarvis and the motion was carried on
43 a unanimous voice vote.

45 B. Grimes noted that the City has recently purchased copiers for the Richmond Police Department and
46 the Municipal Building on the state bid but this particular copier was not on the state bid, however, bids
47 were solicited from Morgan Business Equipment, Advanced Copy and Rosa's. The bid from Rosa's
48 was for $2,135; Advanced Copy for $3,081; and Morgan Business Equipment for $2,056. Grimes
49 moved to award the contract for the purchase of a Xerox copier from Morgan Business Equipment,
50 second by Chairperson Jarvis and the motion was carried on a unanimous voice vote.

52 C. The opening of bids for a pumper fire truck was done by Grimes who passed them on to
53 Chairperson Jarvis for reading and checking for the proper papers which included ten percent bid
54 bonds. The bid from Laverne Fire Apparatus of Brandon, S.D. was for $271,179; the bid from Pierce
55 Manufacturing of Appleton, Wis. was for $272,928.52 with a condition that if the customer will pay for
56 the chassis costing $126,343.05, 90 days prior to the scheduled completion date of the apparatus,they
57 may deduct from the chassis $4,859.35; and the bid from KME Fire Apparatus of Pennsylvania was for
58 $267,592. Grimes moved to take the bids under advisement and possibly award the contract at the
59 next meeting.

61 D. Grimes opened the only bid received for Phase 1 of the City's street paving made by Contractors
62 United. He explained that the City usually receives two bids for the paving contracts, with the other
63 bidder being Barrett Paving,which has been purchased by Contractors United. Chairperson Jarvis read
64 the figures on the proposal sheet which included prices for tackkote, hauled and applied at 75 cents per
65 gallon; No. 11 surface hauled and placed by current Indiana Department of Transportation
specifications at $22.65 per ton; and No. 9 binder, wedge and leveling course hauled and placed by
current INDOT specifications at $21.95 per ton. Grimes moved to take the bid under advisement and
possibly award it at the next meeting, second by Chairperson Jarvis and the motion was carried on a
unanimous voice vote.

3 OTHER MATTERS

5 A. Chairperson Jarvis noted the request for a street light received along with an approval letter from the
6 Common Council signed by Jane Brookbank. He said along with the request was a drawing by Robert
7 Hankosky at Richmond Power& Light showing one 150-watt sodium pendant light on Sherwood Street
8 which will add $7.45 to the City's monthly payment to RP & L. Chairperson Jarvis moved to approve
9 the request, second by Grimes and the motion was carried on a unanimous voice vote.

11 B. Commenting that he did not see anyone in the audience from the Rose Festival office, Chairperson
12 Jarvis said that Captain Danny McClure of the Traffic Safety Division had reminded him that
13 representatives from that office were to contact his department to discuss some of the detailed
14 requirements which include the closing of streets and using the offsets on the Promenade. Chairperson
15 Jarvis asked City Clerk Norma Carnes to get in touch with the Rose Festival office to remind them that
16 that contact needs to be made.

18 PUBLIC COMMENTS

20 Sgt. Janice Passmore of the Traffic Safety Division announced that May 23 through May 30, 1994 is Buckle Up
21 America Week and read some statistics on the advantages of using seat belts. She said the Richmond Police
22 Department, with the help of grant money received, will be having several special details during the Memorial
23 Day weekend at various times during the day and night. She noted they will be concentrating in the areas of seat
24 belt enforcement and getting drunk or drugged drivers off the road. She encouraged everyone to buckle up, drive
25 safely,drive sober and enjoy the weekend.
