Mayor Pro-Tem Eileen Waldow called the meeting to order at p.m.
1. Rollcall: Mayor Pro-Tem Eileen Waldow; Trustees; Brian Cerkvenik, Kaydee
Fisher, Lewis Gregory, Parnell Quinn, and Katie Soles
2. Approval of Agenda:
Trustee Gregory moved, and Trustee Quinn seconded the motion to approve the
agenda. Motion carried: 6-0.
3. Consent Agenda:
a) Minutes February 7, 2024
b) Resolution 2024-02-05 Construction and Inspections Agreement with
Merrick
c) Resolution 2024-02-06 Waive the Attorney Client Privilege Between Town
of Fraser and Rod McGowan
Trustee Soles moved, and Trustee Quinn seconded the motion to approve the
consent agenda. Motion carried: 6-0.

a) Treasurer's Report

Finance Director, Lorraine Waters presented.
b) Grand County Library District Update
Polly Gallagher, Janette McQuade and Sally LeClair from the Grand County
Library District updated the Board.
c) Slate Communications Logo Presentation
Trustee Quinn moved, and Trustee Soles Use logo C with the lettering from logo
B. No Vote, motion failed.
Slate Communication will rework options A and C and will bring this back to the
next board meeting.
The Board moved Ordinance 512 from item d to e and Ordinance 513 from item
e to d.
d) Ordinance No. 513 Approving Easement Agreements for Byson Property
and Town of Fraser
Trustee Quinn moved, and Trustee Soles seconded the motion to approve
Ordinance No. 513 Approving Easement Agreements for Byson Property and
Town of Fraser. Motion carried: 6-0.
e) Ordinance No. 512 Approving Conveyance of Fee Simple Determinable to
Fraser Valley Arts
Trustee Cerkvenik moved, and Trustee Soles seconded the motion to approve
Ordinance No. 512 Approving Conveyance of Fee Simple Determinable to Fraser
Valley Arts. Motion carried: 6-0.
f) Resolution 2024-02-04 Town of Fraser Role as Northwest Transportation
Planning Region Planning Assistant
Trustee Soles moved, and Trustee Quinn seconded the motion to Resolution
2024-02-04 Town of Fraser Role As Northwest Transportation Planning Region
Planning Assistant. Motion carried: 6-0.
g) Resolution 2024-02-03 C & L Water Solutions Inc
Trustee Gregory moved, and Trustee Cerkvenik seconded the motion to
Resolution 2024-02-03 C & L Water Solutions Inc. Motion carried: 6-0.
6. Updates:

a) Public Works Update, Public Works Director Johnson updated the board on
completed and upcoming projects.
b) Town Manager Brack thanked Public Works for there hard work.
c) Trustee Cerkvenik discussed NWTPR proposed upgrades to Cottonwood
Pass near Glenwood Springs.
Trustee Soles moved, and Trustee Fisher seconded the motion to have the
Mayor Pro-Tem sign a letter of support for the upgrades to Cottonwood Pass.
Motion carried: 6-0.

Trustee Gregory moved, and Trustee Soles seconded the motion to adjourn.
Motion carried: 6-0. Meeting adjourned at 8:00 p.m.
