AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH NAJARIArN ASSOCIATES
GEOPHYSICAL SUBSURFACE INVESTIGATION
BLOCK 5801, LOTS 2, 3, 4, 5, 6 & 7
WHEREAS, the Borough of Carteret is in need of specialized planning/engineering
services in connection with the Geophysical Subsurface Investigation of several Noe
Street properties; and
WHEREAS, Najarian Associates, One Industrial Way West, Eatontown, New Jersey
07724, possesses the requisite experience and expertise to provide said services; and
WHEREAS, Najarian Associates, has submitted a proposal to provide said services at a
total cost not to exceed $1,580.00 and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that f are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from Najarian Associates for planning/engineering
services in regard to the Geophysical Subsurface Investigation of
several Noe Street properties (Block 5801, Lots 2, 3, 4, 5, 6 & 7) at
a total cost not to exceed $1,580.00 is hereby approved.
2. This action is approved as an award of a professional services
contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the
Borough's Fair and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Director
of Engineering, Purchasing Department and Najarian Associates.

Dear Mr. Sica;
T.O. Najarian Associates, Inc. ( "Najarian ") is pleased to submit this proposal to provide
Environmental Services relating to the above - referenced property located in the Borough
of Carteret. It is our understanding the NJDEP Green Acres Program is requiring the
Borough to complete a geophysical subsurface investigation on a parcel of land situated
on Noe Street, on which Former Dwellings and the potential for underground storage
tanks (USTs) were identified as an Area -of- Concern (AOC -4) in a Phase I Environmental
Site Assessment (ESA) prepared in July 2015. The evaluation will focus on identifying
potential USTs relating to former residential structures on the parcel and will be
performed following the specifics presented in item t14 of the July 8, 2015 Green Acres
Program Memorandum prepared by Michael Buriani. The non - intrusive Geophysical
Subsurface Investigation will be performed on the Noe Street parcel (Block 5801, Lots 2-
7; approx. 0.8- acres) using Ground Penetrating Radar (GPR), Electromagnetic (EM), and
Radio Frequency (RF) delineating techniques, when/where applicable. Upon completion
of the subsurface evaluation, a report correlating and interpreting the data and presenting
findings, along with a subsurface anomaly map, will be provided to the Borough.
The cost to complete the investigation and to prepare a
Geophysical Investigation Report will be $1,580.
Assumptions;
I. The specified search area will be clear of surface obstructions including parked vehicles,
equipment, and debris.
Receipt of the signed proposal and/or a Purchase Order will constitute approval to
proceed with the work. We anticipate completion of the work within three weeks of
project authorization.
