Hughes This letter is to inform you of a situation that has developed at the Southend Cafe at 1605 Inlet Avenue. When the as-built survey was submitted to my office by the owner, Phil O'Dell, it came to my attention that the building is still encroaching into the City's right -of -way, despite the building having been moved and the deck altered. The front deck, on Inlet Avenue, encroaches up to five feet at one point. In the rear, the deck encroaches 1.5 feet into the right -of -way for Lovell Avenue. Additionally, the fence surrounding the outdoor dining area encroaches into the Inlet Avenue ROW two feet. Following are my suggestions for rectifying the situation: 1. The fence surrounding the patio area must be moved to be out of the ROW. 2. The rear deck must be altered to be out of the ROW. 3. The City could Quit Claim the portion of the ROW where the front deck in encroaching in exchange for land. Specifically, the ROW would be deeded in exchange for the "triangle" portion of the lot at the southwestern end of the lot. The portion to be deeded to the City would begin at the existing fence and include the balance of the lot to the south. This would require the propane tank to be relocated to the fence line. Please see the attached site plan for clarification. I am open to other suggestions; however, I am committed to having the problem solved by the end of this calendar year. If we have not arrived at a solution by this time, I will not renew the business license for Southend Cafe nor will I permit the issuance of a license for any other business at this location. Our review is limited to engineering issues. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. Within the scope of our design review, to the best of my knowledge and belief, these plans meet the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. Due to assumptions taken in the design calculations there is no room for tolerance in deviations in the storm water management installation. More specifically, all runoff from the building must be routed through the retention basin. Additionally, the retention basin will not be accepted with pAy less volume than shown on the plans. Verification of compliance of all improvements will be through field observations and review of the Engineer's asbuilts. As usual verification will be by City staff and Davis Engineering, Inc. This project consists of 0.095 acres. The site has been previously cleared with the exception of a few larger trees. The proposed future use of the site is a fast food restaurant. The restaurant has no drive thru or parking onsite. All visits will be walk -up customers. Improvements associated with this project are the placement of a pre- fabricated building, the construction of a boardwalk around the building, the installation of a water meter with a RPZ backflow preventer, a grease trap, and the construction of a stormwater retention pond. The only impervious area being placed on this site is the building itself. For that reason the drainage basin considered in this report consists of the building and the pond in which the runoff from the building is being discharged. Hydrologic estimates of the stormwater runoff that occur during the 25 -year storm return frequency are shown in this report and were made utilizing the Haestads` Methods CivilStorm for both the Pre - development and the Post - Development conditions. The results are presented below. PRE- DEVELOPMENT ANALYSIS Watershed Description As shown on Exhibit I, only one drainage basin is being analyzed in this report. Basin 1 is 0.030 acres with predominately Chipley -Urban land complex. This soil series is in the Hydrologic Group A. This site has good grass cover giving a SCS CN of 39. Rainfall sheet flows across the basin in a northwestern direction flowing across Lovell Avenue. A time of concentration of 0.10 hours was used as a minimum. Runoff Calculations The above data were input into Haestad Methods' CivilStorm to generate the runoff hydrographs for the drainage basin based on the SCS Hydrograph Method. The program output is included as Appendix A. The following table summarizes the peak stormwater runoff rates calculated for the Pre- 1pevelopment conditions. Drainage Basin 25 -yr Peak Runoff Rate cfs Basin 1 0.02 3 POST - DEVELOPMENT ANALYSIS Catchment Area Descriptions As shown on Exhibit II, the Post - Development runoff flows into Basin 1. Basin 1 drains into a stormwater retention facility. The drainage basin areas, the composite curve numbers, and times of concentration were,input into CivilStorm, a stormwater modeling software by Haestad Methods to determine the hydrologic data. Runoff Calculations Using the above input data, the CivilStorm program generated the runoff hydrographs for the stormwater pond (Pond 1) based on the SCS Hydrograph Method. The program output is included as Appendix B — Post - Development Flow Calculations. As shown on Exhibit Il, the drainage basin discharges to the detention pond. The pond has a berm along the western side; however, the percolation rate of the sandy material is such that the water from the basin percolateds into the ground prior to any discharge flowing over the berm.. The pond is being used as a retention facility. A pump has been shown connecting the pond to an outfall node (Ground). The pump was given a rating curve determined from the area of the pond and the percolation of the soil. The following table summarizes the peak stormwater runoff rates calculated for the Post - Development conditions. The specific approaches used to calculate each of the hydrologic parameters are described below. Time of Concentration Sheet Flow It was assumed that the most hydraulically distant points for each of the drainage basins sheet flows for the first 100 ft (from GA Stormwater Management Manual pg 2.1 -25). The travel time for the sheet flow segments was then calculated using the following formula (GA Stormwater Management Manual equation 2.1.9): Tt = 0.42 ( n L )o.s 60 (P2)0.5 (s)0.4 where, Tt = travel time (hr) n = Manning roughness coefficient for sheet flow L = flow length (ft) P2 = 2 -year, 24 -hour rainfall (in) S = land slope (ft /ft) A value of 0.40 was assigned for n, corresponding to Woods with Light Underbrush (from GA Stormwater Management Manual Table 2.1.5 -2) and the value of P2 was set as 4.8 inches (from GA Stormwater Management Manual Table A -13) for Savannah, GA. The slopes (S) of the surfaces along the flowpaths used for the hydraulic lengths were calculated from the topographic survey data. Shallow Concentrated Flow To estimate the travel time for the shallow concentrated flow segments, first, the average velocity was determined using the following equation (from GA Stormwater Management Manual Equation 2.1.10) for an Unpaved surface: V = 16.13 (S)" where, V = average velocity (ft /s) S = land slope (ft /ft) Channel Flow The velocity of the water in the ditch can be calculated using Manning's equation for Open Channel flow (from GA Stormwater Management Manual Equation 2.1.12): V = 1.486 (R 2� 11 (S)1 /2 nn where, V = average velocity (ft/s) R = hydraulic radius (ft) S = land slope (ft/ft) n = Manning roughness coefficient for open channel flow The total time of concentration (Q for each of the basins was determined by adding the travel times for the sheet, shallow concentrated, and open channel flow segments. Rainfall Intensities The rainfall intensity for storms with 10 -year and 50 -year return frequencies in the Savannah metropolitan area can be calculated with the following equations (from GA Stormwater Management Manual Table A -13): ilo -y, = 126.12 / (t, + 24) 0.8401 i50 -yr = 191.57 / (t, + 30) 1.1619 where, i = rainfall intensity (in/hr) tc = time of concentration (min) Runoff Rates The SCS method applicable to the Savannah metropolitan area is based on a storm event that has Type III time distribution. The empirical relationship: la = 0.2 S is used in the SCS method to estimate the initial abstraction, which represents the surface storage, interception, evaporation, and infiltration that occurs prior to runoff. Using this definition for Ia, the following equation is used to estimate the direct runoff from a 24 -hr rainfall event (from GA Stormwater Management Manual, equation 2.1.6): Q = (P — 0.2 S)2 (P + 0.8,S) where Q = accumulated direct runoff (in), P = accumulated rainfall (in) for the 24 -hour storm, S = potential maximum soil retention (in), and S = (1000 /CN) - 10 The 24 -hour rainfall accumulations (P values) for the 10- and 50 -year storms in the Savannah area are 6.72, and 8.88 inches, respectively. Using those values, along with the respective Curve Numbers for each basin, the runoff volumes were calculated for each sub - basin. However, I went to the Southend Resaurant site on Inlet Ave around 6:30 this morning. I previously approved the revised drainage plan. The improvements regarding drainage detention have not been made. The site plan shows more than 10' between the restaurant and the adjacent convenience store. There is around 6 or 7'. Additionally, the existing ramp conflicts with the proposed detention. Please coordinate with your client to resolve this matter.
