REGULAR MEETING MINUTES
JANUARY 5, 2009
1. CALL TO ORDER
Chairman Strain called the regular meeting of the City of Richland Hills Planning
and Zoning Commission to order at 6:31 p.m. in the Council Chambers at City
Hall, 3200 Diana Drive.
Members present: Chairman Martha Strain, Curtis Whitfield, Ronny Region,
Greg Klarich, Kellie Starnes (arrived late), and Stacy Norton.
Member absent: Doug Guinn.
Also present: Matthew Wallis, representing the City Attorney, and George
Banker, Building Official.
2. APPROVAL OF December 1, 2008 REGULAR MEETING MINUTES
A motion was made by Member Region, and seconded by Member Whitfield, to
approve the December 1, 2008 Regular Meeting Minutes, as presented.
The motion carried by a vote of 5 - 0.
3. DISCUSSION AND CONSIDERATION CONCERNING A REQUEST FOR
A SPECIAL USE PERMIT FOR "EXTERMINATION SERVICES" USE IN
C-2 GENERAL COMMERCIAL DISTRICT FOR PROPERTY LOCATED
AT 6821 BAKER BLVD., THE LEGAL DESCRIPTION OF WHICH
IS LOT 15, BLOCK 4, HENRY, A L SUBDIVISION, RICHLAND HILLS,
TARRANT COUNTY, TEXAS
A. Public hearing concerning a request for a Special Use Permit for
"Extermination Services" use in C-2 General Commercial District,
for property located at 6821 Baker Blvd, the legal description of
which is Lot 15, Block 4, Henry, A L Subdivision, Richland Hills,
Tarrant County, Texas.

B. Consider action concerning a request for a Special Use Permit for
"Extermination Services" use in C-2 General Commercial District
for property located at 6821 Baker Blvd, the legal description of
which is Lot 15, Block 4, Henry, A L Subdivision, Richland Hills,
Tarrant County, Texas.
Chairman Strain opened the public hearing at this time.
Chad Humphus, 6821 Baker Boulevard, Suite A, represented `First Class Pest
and Termite Control'.
There was no one else to speak either in favor or in opposition to the request.
Chairman Strain closed the public hearing.
A motion was made by Member Region, and seconded by Member Klarich, to
approve the Special Use Permit, with conditions to repair the fence on the
residential side, require barb wire installation on the opposite side, and
installation of a new gate.
The motion carried by a vote of 5 - 0.
4. DISCUSSION ITEM: CHAPTER 90 "ZONING
The Commissioners discussed Chapter 90-201 "Land Use Table".
5. SCHEDULE CHAPTER 90 "ZONING" WORKSHOP
This item followed item #2.
A workshop was scheduled for Saturday, January 24, 2009, 8:00 a.m. - 12:00
p.m.
Matt Shaffstall, Economic Development Specialist, was introduced and agreed to
attend the workshop.
6. PERSONAL APPEARANCES (CITIZEN PARTICIPATION
REGARDING NON-SCHEDULED ITEMS AFFECTING THE PLANNING
AND ZONING AFFAIRS OF THE CITY)
There were none.

7. COMMENTS AND REPORTS FROM THE COMMISSION
There were none.
8. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned at 7:55 p.m.
