DECEMBER 1, 2008
1. CALL TO ORDER
Chairman Strain called the regular meeting of the City of Richland Hills Planning
and Zoning Commission to order at 6:31 p.m., in the Council Chambers at City
Hall, 3200 Diana Drive.
Members present: Martha Strain, Curtis Whitfield, Greg Klarich, Stacy Norton,
and Doug Guinn, who arrived late.
• Member absent: Kellie Starnes.
Also present: Tim Sralla, City Attorney and George Banker, Building Official.
2. APPROVAL OF NOVEMBER 3, 2008 REGULAR MEETING MINUTES
A motion was made by Memk~r Whitfield, and seconded by Member Klarich, to
approve the November 3, 2008 Regular Meeting Minutes, as presented.
The motion carried by a vote of 4-0.
3. APPROVAL OF NOVEMBER 15, 2008 WORK SESSION MINUTES
A motion was made by Member Whitfield, and seconded by Member Norton, to
approve the November 15, 2008 Work Session Minutes, as presented.
The motion carried by a vote of 4-0.
4. APPROVAL OF OCTOEIER 20, 2008 WORK SESSION MINUTES
A motion was made by Member Klarich, and seconded by Member Norton, to
• approve the October 20, 2008 Work Session Minutes, as presented.
The motion carried by a vote of 4-0.

5. AN ORDINANCE AMENDING CHAPTER 90 OF THE CITY CODE, THE
RICHLAND HILLS COMPREHENSIVE ZONING ORDINANCE TO
CONSIDER AMENDMENTS TO DEFINE AND PERMIT THE OPERATION
OF A PRIVATE SCHOOL AND REVISE THE EDUCATIONAL USES
SECTION OF THE LAND USE TABLE SUBJECT TO CERTAIN SPECIAL
CONDITIONS WITHIN SHE CITY.
A. A PUBLIC HEARING CONCERNING CHAPTER 90 OF THE CITY
CODE, THE RICHLAND HILLS COMPREHENSIVE ZONING
ORDINANCE TO CONSIDER AMENDMENTS TO DEFINE AND
PERMIT THE OPERATION OF A PRIVATE SCHOOL AND REVISE
THE EDUCATIONAL USES SECTION OF THE LAND USE TABLE
SUBJECT TO CERTAIN SPECIAL CONDITIONS WITHIN THE CITY.
B. CONSIDER ACTION CONCERNING CHAPTER 90 OF THE CITY
CODE, THE RICHLAND HILLS COMPREHENSIVE ZONING
ORDINANCE TO CONSIDER AMENDMENTS TO DEFINE AND
• PERMIT THE OPEPATION OF A PRIVATE SCHOOL AND REVISE
THE EDUCATIONAL USES SECTION OF THE LAND USE TABLE
SUBJECT TO CERTAIN SPECIAL CONDITIONS WITHIN THE
CITY.
Chairman Strain opened the public hearing at this time.
There was no one to speak either for or against the proposed amendment.
The public hearing was closed.
A motion was made by Member Whitfield, and seconded by Member Norton, to
approve the amendment with ~ correction to page 2, section 1, under
"definitions", to read "school, private, and school, public".
The motion carried by a vote of 4-0.
6. AN ORDINANCE AMENDING CHAPTER 90 OF THE CITY CODE, THE
RICHLAND HILLS COMPREHENSIVE ZONING ORDINANCE TO
CONSIDER PROPOSED AMENDMENTS TO REVISE THE DEFINITIONS
OF "BOARDINGHOUSE" AND "LODGINGHOUSE," ADDING A
DEFINITION FOR "CRIMINAL OFFENDER RESIDENTIAL FACILITY,"
• AND REVISING THE LAND USE TABLE TO CLARIFY THAT A
"CRIMINAL OFFENDER .RESIDENTIAL FACILITY" IS NOT PERMITTED
WITHIN ANY RESIDENTIAL ZONING DISTRICT WITHIN THE CITY.

A motion was made by Member Klarich, and seconded by Member Whitfield, to
approve the amendment as stated.
The motion carried by a vote of 4-0.
7. AN ORDINANCE AMENDING CHAPTER 90 OF THE CITY CODE, THE
RICHLAND HILLS COMPREHENSIVE ZONING ORDINANCE TO
CONSIDER AMENDMENTS ESTABLISHING COMPREHENSIVE
REGULATIONS REGARDING THE PERMITTING, LOCATION,
CONSTRUCTION, AND OPERATION OF GAS PIPELINES WITHIN THE
CITY.
A. A PUBLIC HEARING CONCERNING AMENDING CHAPTER 90 OF
THE CITY CODE, THE RICHLAND HILLS COMPREHENSIVE ZONING
ORDINANCE TO CONSIDER AMENDMENTS ESTABLISHING

COMPREHENSIVE REGULATIONS REGARDING THE PERMITTING,
LOCATION, CONSTRUCTION, AND OPERATION OF GAS
PIPELINES WITHIN THE CITY.
A motion was made by Member Whitfield, and seconded by Member Klarich, to
approve the amendment subject to the corrections by City Attorney Sralla
concerning the franchise opec~tion.
The motion carried by a vote of 5-0.
8. DISCUSSION OF EXTERMINATION SERVICE SUP TO INCLUDE THE
REQUIRED INFORMATION AND ADDITIONAL INFORMATION WHICH
MAY BE DEEMED APPROPRIATE
Chad Humphus, 12024 Wild Bill Court, Newark, Texas, 76071, spoke on behalf
of `First Class Pest and Termite Control' and answered questions for the
Commission concerning a Special Use Permit for the extermination service.
• The public hearing for a Special Use Permit will be published for the January
2009 Planning and Zoning Commission and City Council meetings.
9. PERSONAL APPEARANCES (CITIZEN PARTICIPATION
REGARDING NON-SCHEDULED ITEMS AFFECTING THE PLANNING
AND ZONING AFFAIRS OF THE CITY)
There were none.
10. COMMENTS AND REPORTS FROM THE COMMISSION
There were none.
11. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned at 7:13 p.m.
