5. On March 20, 2012, the City Council adopted Resolution No. 12-4805 appointing
City Manager Jose Pulido and Assistant to the City Manager/Economic
Development Manager Brian Haworth to serve as the City's representatives on the
Oversight Board.
6. On January 13, 2014, the City Council terminated the employee agreement with
City Manager Jose Pulido.
ANALYSIS:
AB x1 26, the redevelopment dissolution bill, required each successor agency to have
an oversight board comprised of seven members seated prior to May 1, 2012.
The oversight board is charged with ensuring that the enforceable obligations of the
former redevelopment agency are paid by the successor agency. The oversight board
is also charged with overseeing the dissolution of the former redevelopment agency
through the disposal of all assets and properties. The oversight board will cease to
exist when all of the indebtedness of the dissolved redevelopment agency has been
repaid.
AB x1 26 allowed the Mayor of the successor agency to appoint two of the seven
oversight board members:
• Appointment of one member representing the City who formed the
Redevelopment Agency. Staff recommended that the City Manager be
appointed to fill one of the City's openings on the Oversight Board. The City
Manager served as the Executive Director of the then-dissolved Temple City
Community Redevelopment Agency (Agency) and thus, had the skills and
knowledge to effectively represent the City's interests and perform the duties of
an Oversight Board member.
• Appointment of one member representing the employees of the Agency by the
Mayor. This employee had to be an Agency employee. Brian Haworth, Assistant
to the City Manager/Economic Development Manager, was working for the
Agency at the time and therefore, was recommended to fill the position.
The remaining five members were appointed by other public jurisdictions who continue
to receive the unencumbered prior redevelopment funds as property tax.
With the termination of the City Manager's contract, staff recommends appointing Parks
and Recreation Director, Catherine Burroughs to fill the vacancy. While the City
currently has an Interim City Manager, Mr. Donald Penman, his time is limited both in
the number of hours he can work at the City of Temple City and the time he will serve
as Interim City Manager. It is anticipated a permanent City Manager will be appointed

in July, 2014. Ms. Burroughs has been with the City for over 29 years and has served
in her current capacity as Parks and Recreation Director for 12 years. As a result, she
has the skills and knowledge to effectively represent the City's interests and perform the
duties of an Oversight Board member.
As a clarifying note, while AB x1 26 lists the Mayor as making the appointment, staff has
reviewed this with legal counsel and recommends that the actions be approved by the
City Council as a whole, as is the City's practice with appointments on outside bodies.
The legislation specifies that the oversight board members serve at the pleasure of the
entity to which they were appointed. The term of service for each appointee will end as
of July 1, 2015, or earlier if the City Council votes to remove the appointees from the
oversight board. As of July 1, 2016, a new oversight board, covering the entire county,
will be appointed.
CONCLUSION:
The City Council is requested to adopt Resolution No. 14-4982, confirming the Mayor's
appointment to the Oversight Board.
FISCAL IMPACT:
There is no fiscal impact. As outlined in AB x1 26, oversight board members serve
without compensation or reimbursement for any expenses.
