REGULAR MEETING MINUTES
NOVEMBER 3, 2008
1. CALL TO ORDER
Chairman Strain called the regular meeting of the City of Richland Hills Planning
and Zoning Commission to order at 7:31 p.m. in the Council Chamber at City
Hall, 3200 Diana Drive.
Members present: Chairman Martha Strain, Curtis Whitfield, Ronny Region, Greg
Klarich, Kellie Starnes, and Stacy Norton.
Member absent: Doug Guinn.
Also present: Tim Sralla, City attorney and George Banker, Building Official.
2. APPROVAL OF OCTOBER 6, 2008 REGULAR MEETING MINUTES
Member Klarich noted that "members present" in Item 1 "Call to Order" of the
October 6, 2008 Regular Meeting Minutes, should be corrected to read as
follows: Chairman Martha Strain, Curtis Whitfield, Ronny Region, Greg Klarich,
Kellie Starnes, and Stacy Norton.
A motion was made by Member Klarich, and seconded by Member Region, to
approve the October 6, 2008 Regular Meeting Minutes, with the aforementioned
correction.
The motion carried by a vote of 5 - 0.
3. DISCUSSION AND ELECTION OF VICE-CHAIRMAN
A motion was made by Member Klarich, and seconded by Member Region, to
elect Member Curtis Whitfield as Vice-Chairman of the Planning and Zoning
Commission.
The motion carried by a vote of 5 - 0.

4. BRIEFING BY CITY ATTORNEY REGARDING THE REQUIREMENTS
AND PROVISIONS OF THE TEXAS OPEN MEETINGS ACT, CONFLICT
OF INTEREST RULES, CITY ETHICS POLICIES, AND OTHER
PERTINENT LEGAL PROVISIONS
City Attorney Sralla gave a briefing and answered questions regarding the
requirements and provisions of the Texas Open Meeting Act, conflict of interest
rules, City ethics policies, and other pertinent legal provisions.
5. INTREPRETATION: IN t~~IHAT ZONING DISTRICT SHOULD THE LAND
USE "TUTOR" BE PLACED
Ms. Toska T. Campbell made a presentation and answered questions by the
Commission.
Currently there is no provision for a commercial "Tutor "in the City of Richland
Hills Zoning Ordinance. The Commission recommended amendment to the Land
Use Table, Section 90-201 "Educational Use(s)", and to Section 90-4
"Definitions". City Attorney Sralla will address specific language concerning the
amendment.
6. DISCUSSION ITEM: CHAPTER 90 "ZONING"
Discussion Item: Chapter 90 "Zoning" was postponed until Saturday, November
15, 2008, from 8:00 a.m. to 12:00 p.m.
7. PERSONAL APPEARANCES (CITIZEN PARTICIPATION
REGARDING NON-SCHEDULED ITEMS AFFECTING THE PLANNING
AND ZONING AFFAIRS OF THE CITY)
There were none.

There were none.
