Additional riprap may be added only within the current footprint of your bat stabilizat
project. This letter does not authorize any expansion of the footprint of the e ting ri ank

of Tybee Island and the Environmental Protection Division of DNR may have concerns
with activities within 25 ft of the marsh jurisdiction line.

Dear Ms. Brady:
This report provides a summary of the findings and observations of the above - described loss for
the referenced residential dock house. A visual observation of the property was performed on
August 30, 2006, by Thomas Engineering ( "TE ") in the presence of Mr. Darren Michaels of DC
Construction, LLC. The purpose of the investigation was to determine the probable cause of the
reported damage to the dock house at the above - referenced address.
Limitations of Study
The observations and conclusions contained herein are based upon information provided to us at
the time of this report. The inspection performed on the above date was a limited visual
evaluation. Areas hidden from view such as underwater or otherwise not accessible were not
inspected. No structural analysis has been performed on any portion of this structure to
determine the load carrying capacity of the structural systems or elements. Should additional
information become available, we reserve the right to revise our report.
Description of the Structure
The structure can be described as a private boat dock house on Horse Pan Creek on Tybee Island,
Georgia. According to Mr. Michaels, the pier is approximately 50 years old. For the purposes of
this report, the dock house was referenced to face west.
Access to the dock house is over an earthen causeway which extends over the marsh for
approximately 300 feet. At the end of the causeway is the dock house which was constructed of
wood framing on a concrete slab -on -grade flooring with a metal roof system. The structure had
a metal siding exterior finish and was unfinished on the interior without insulation exposing the
wood framing.

Owner's Comments and Areas of Concern
As we understood from Mr. Michaels, his company had been contracted by the owners to repair
and reinforce the existing boat house. Plans were to sister new wall studs to existing studs on
each wall as needed. A new ceil beam would be anchored to the existing concrete slab along the
inside of each wall where the sisters studs would be attached and extend to the roof supports.
Mr. Michaels stated that as his crew started work on August 24, 2006 they had just removed the
metal exterior finish on the south side of the structure when a strong gust of wind caught the
structure from underneath the roof and caused the entire structure to collapse.
Weather Background
The National Oceanic & Atmospheric Administration (NOAA) has monitoring stations which
continuously monitor weather conditions through out the nation. Archived information is
available through their "Quality Controlled Local Climatological Data" web site. The nearest
available weather station was at Hunter Army Airfield, identified as station 13824,
approximately 15 miles inland from the boat house structure. The NOAA automated data station
recorded a maximum sustained wind of 13 miles per hour and a maximum wind gust of 23 miles
per hour on August 24, 2006.
Observations
At the time of the site visit, during our visual, non - destructive observations of the referenced
structure, the following was evidenced: The observed conditions are documented in the attached
photographs;
• The structure had apparently shifted to the north into the adjacent marsh area. The debris
had been removed from the marsh and deposited on and around the concrete slab area;
• The type of construction was typical of the area and structure in that it was wood frames
with 2 by 4 studs and stick rafters with metal screen exterior siding and metal roof,
• The studs had been secured to the slab by a wood ceil beam anchored directly into the
concrete;
• Approximately 2/3 of the slab area had been raised approximately 4 inches by pouring an
additional concrete slab directly over the existing slab;
• The wood studs had pulled away from the underlying ceil beam;

Comments & Recommendations
Based on the observations at the time of the site visit, the following are comments and
recommendations offered by the engineer. These comments and/or recommendations are
conceptual in nature and are based on a reasonable degree of professional certainty. This report
does not address any subsurface, mechanical, electrical, or plumbing issues.
• It was the opinion of the engineer that:
• The referenced structure did represent an immediate dangerous or unsafe structural
condition.
• The floor had been raised approximately 4 inches. The timing of this alteration could
not be determined but had occurred some time in the past; By placing the new
concrete directly over the wood ceil beams and the lower portions of the wall studs,
the stress distribution from the live loads, ie wind, were changed. The loads could no
longer be adequately transferred to the ceil beam but transferred instead to the added
concrete toping. Over time the cyclic loading condition of the wind overstressed the
wall studs at their base As the weakened structure teetered on collapsed the
combination of removing the south exterior wall finish and the sudden gust of wind
caused the support studs to exceed their ultimate stress capacity. Once one stud gave
way the stresses were then redistributed to the other members overstressing them in
turn leading to the ultimate total collapse of the structure.
• It is the recommendation of this report that:
• The structure should be completely removed down to the concrete slab and rebuilt;
• All work should performed by a licensed contractor familiar with residential pier and
dock construction
• The engineer should be notified upon discovery of any additional structural damage.
• Once the items above have been completed, any remaining cosmetic /aesthetic issues
should be addressed.
