REGULAR MEETING MINUTES
APRIL 7, 2008
1. CALL TO ORDER
Chairman Strain called the regular meeting of the City of Richland Hills Planning &
Zoning Commission to order at 6:32 p.m., in the Council Chambers at City Hall, 3200
Diana Drive.
Members present: Chairman Martha Strain, Cleve Milner, Curtis Whitfield, Greg
Klarich, Ronny Region, and Doug Guinn.
Member absent: Marvin Barker.
Also in attendance: Director of Community Development Howard Gregory. City
Attorney Tim Sralla arrived late.
2. APPROVAL OF MARCH 3, 2008 REGULAR MEETING MINUTES
Chairman Strain noted that Greg Klarich was counted as absent from the March 3, 2006
regular meeting, but was there; this should be corrected.
A motion was made by Member Region, and seconded by Member Milner, to approve
the minutes with the aforementioned correction.
The motion carried by a vote of 5 - 0.
3. DISCUSSION AND CONSIDERATION CONCERNING A PROPOSED
AMENDMENT TO CHAPTER 90 OF THE CITY CODE, THE RICHLAND
HILLS COMPREHENSIVE ZONING ORDINANCE, SPECIFICALLY
INCLUDING PROPOSED AMENDMENT TO SECTIONS 90-201 AND
90-202, TO REMOVE A SPECIAL CONDITION THAT RESTAURANT USES
BE SEPARATED FROM RESIDENTIAL USES BY 55 FEET OR A THREE
LANE STREET, AND MAKE SUCH OTHER CHANGES TO LIBERALIZE
CONDITIONS FOR RESTAURANT USES IN COMMERCIAL DISTRICTS

A. Public hearing concerning a proposed amendment to Chapter 90 of the City Code,
the Richland Hills Comprehensive Zoning Ordinance, specifically including
proposed amendment to Sections 90-201 and 90-202, to remove a special
condition that restaurant uses be separated from residential uses by 55 feet of a
three lane street, and make such other changes to liberalize conditions for
restaurant uses in commercial districts.
B. Consider action concerning a proposed amendment to Chapter 90 of the City Code,
the Richland Hills Comprehensive Zoning Ordinance, specifically including
proposed amendment to Sections 90-201 and 90-202, to remove a special condition
that restaurant uses be separated from residential uses by 55 feet or a three lane
street, and make such other changes to liberalize conditions for restaurant uses in
commercial districts.
City Attorney Sralla arrived at this time.
Chairman Strain opened the public hearing.
There was no one to speak either for or against the proposed amendment.
Chairman Strain closed the public hearing.
A motion was made by Member Whitfield, and seconded by Member Milner, to amend
the Zoning Ordinance, specifically, to remove the 55 feet or three lane street requirement,
from the Zoning Ordinance where related to restaurants in Section 90-202.
The motion carried by a vote of 5 - 0.
4. DISCUSSION ITEM: Discuss revising Chapter 90, specifically Sections 90-201
and 90-202 of the City Code, to permit Repair Garages to
locate vehicular bay doors on the sides of the building in
addition to the rear of the building
There was a discussion concerning repair garage bay door requirements.
Ms. Shari Cline of JUST PEACHY AUTOMOTIVE was in attendance and participated
in the discussion.
Chairman Strain advised there would be a special meeting regarding this issue on April
21, 2008, 6:30 p.m., at City Hall.

5. DISCUSSION AND REVIEW: Chapter 90 "Zoning"
City Attorney Sralla indicated that his staff would review and sort through the
Ordinances to formulate a more accurate Zoning Code. This would be accomplished by
non-billing personnel.
6. PERSONAL APPEARANCES (CITIZEN PARTICIPATION REGARDING
NON-SCHEDULED ITEMS AFFECTING THE PLANNING AND ZONING
AFFAIRS OF THE CITY)
There were none.
7. COMMENTS AND REPORTS FROM THE COMMISSION
There were none.
8. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:39 p.m.
