1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, May 5, 1994,
2 in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet Hibner
3 in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 21 AND APRIL 28, 1994

7 The minutes of the April 21 and April 28, 1994 meetings were approved on a motion by Hibner, second by
8 Grimes and carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for $1,671,807.72 of which $170,327.39 was for various
13 supplies and contractual services and $1,500,000 payable to the City of Richmond from the Sanitary District for
14 a temporary loan to be repaid in June. Grimes moved to approve the claims, second by Hibner and the motion
15 was carried on a unanimous voice vote.

17 REQUESTS

19 A.There were no requests for handicapped parking spaces.

21 B. Hibner read a request from a private citizen for a stop sign placement on Cedar Cliff Drive and South
22 A Street. She noted that the Traffic Safety Division had investigated the request for a multi-way stop
23 sign at that corner and pointed out that there is a stop sign on Cedar Cliff Drive approaching South A
24 Street. The Traffic Safety Division found there was insufficient traffic to warrant a multi-way stop sign
25 and reported that most of the motorists obeyed the speed limit. Hibner pointed out that the Board of
26 Works has in previous meetings approved speed limit signs and a hidden drive sign on South A Street.
27 She also stated that all unmarked urban streets have a 30 m.p.h.speed limt.The Traffic Safety Division
28 noted that radar will be run periodically in that area. Hibner moved to leave the signage as it is at the
29 present time,second by Grimes and the motion was carried on a unanimous voice vote.

C. Grimes read a letter from Jack Harlan, a Richmond native who is actively involved in volunteering
his time with the antique cars at the Wayne County Historical Museum, requesting access to a parking
33 lot and a police escort Sunday, July 10. Harlan stepped to the lecturn to give further information to the
34 Board, noting that last year the cars were taken from the museum to Glen Miller Park and experienced
35 some traffic problems. He said the average age of the cars is 75 years and their best operating speed
36 in high gear is 15 to 20 m.p.h. He asked for the use of the parking lot south of the Wayne County
37 Administration Building, starting from there and traveling on West Main Street across the bridge to
38 Salisbury Road then to the Wayne County 4-H Fairgrounds. He said the cars would assemble at 9 a.m.

40 Harlan pointed out that over the years the bigger museums restoring automobiles recommend at least
41 an annual operation of the vehicles and that is what this would be. He said Kenny Marker is organizing
42 the event in conjunction with an antique car show at the Wayne County 4-H Fair and approximately 40
43 cars are expected to participate. Grimes suggested that it would possibly be better if the cars and
44 drivers would assemble in the City's lot at the Muncipal Building and Harlan said that was his original
45 plan but since many of the cars are hand cranked they start them by rolling downhill and he felt the lot
46 south of the annex would be better. However, Chairperson Jarvis pointed out that approval for the use
47 of the parking lot south of the Wayne County Administration Building would have to come from the
48 County. Harlan said he was unaware of that and agreed that using the parking facilities at the Muncipal
49 Building, as suggested by Grimes, might be a better move.Grimes said the request will be forwarded to
50 the Traffic Safety Division for review, along with the recommendation to provide a police escort in the
51 front and back of the line of cars.

55 A. Grimes reported that the City has a large copier that is frequently in need of repair and the decision
56 was made to replace it back in November. However, it became apparent after a thorough investigation
57 that it would be more cost effective to lease purchase a copier. He said they have waited since
58 November to see whether or not a copier was going to be on the state bid. They have found that it is
59 and the City will be saving $7,000 by waiting. The contract will be for 36 months, Grimes said, at a cost
60 of $850.67. He said it carries with it a full service maintenance agreement, all supplies except paper
61 and has a remote interactive communication through the telephone lines which means it calls Xerox
62 when it is sick. Grimes moved to approve the lease purchase, second by Hibner and the motion was
63 carried on a unanimous voice vote.

2 B. Grimes noted that the bids submitted last week for the construction of the railroad spur to
3 Transilwrap had been reviewed by John Barnhizer in the City's engineering department, Purchasing
4 Manager Vicki Stevens and City Engineer Bob Wiwi and it was their recommendation to award the bid
5 to Queen City Inc. of Cincinnati, Ohio, as the lowest responsible, responsive bidder out of the five
6 received. Their bid was for$272,997. Grimes moved to accept the recommendation, second by Hibner
7 and the motion was carried on a unanimous voice vote.

9 OTHER MATTERS

11 A. Chairperson Jarvis said the issue of the Jaycees Rose City Grand Prix had been removed from the
12 agenda and would be rescheduled at a later date.

14 B. Hibner stated that a request for street light on North West 11th Street, North West L Street and North
15 West L Street to Rich Road had been reviewed by the Street Light Committee which recommended the
16 installation of 15 250-watt sodium lights at $8.56 each, rather than the 28 initially asked for. The
17 installation of those lights, they said, will make it comparable with the existing lighting on Rich Road.
18 Councilmember Brookbank was in the audience and commented that she had nothing more to add
19 other than the fact they did try to cut down on the expense and it was felt this would give ample lighting
20 for that area. Hibner said the increase on the monthly bill will be$128.40 rather than the$239.68 for the
21 larger number of lights. She moved to approve the installation of the 15 lights, second by Grimes and
22 the motion was carried on a unanimous voice vote.

24 C. Grimes also had a recommendation from the Street Light Committee for lights on North West T
25 Street, Williamsburg Pike to North West 11th Street. It was for 10 150-watt sodium lights at$7.45 each
26 for an increase of $74.50 per month to the City's light bill. Grimes moved to approve the request,
27 second by Hibner and the motion was carried on a unanimous voice vote.

29 D. A request from Bill Smith, Street Division Manager, for No Trucks signs to be placed on Woodside
30 Drive from Gravel Pit Road West was read by Hibner who stated that the request had been evaluated
31 by the Traffic Safety Division. That report revealed it would not create a problem to ban trucks on that
32 stretch of road since the Street Division has indicated plans to overlay Woodside Drive from Gravel Pit
33 East to allow for the truck traffic. Smith noted that the road itself is structured only for light to medium
34 traffic and the heavy trucks are tearing up the road. Hibner moved to approve the installation of No
35 Trucks signs,second by Grimes and the motion was carried on a unanimous voice vote.

37 E.Grimes read a request made by Mary Walker, director of the Wayne County Convention and Tourism
38 Bureau,for banners on the Promenade and extending to North and South A Streets from Fifth to Tenth
39 Streets. He said the request for banners had been approved last year but when they were removed so
40 were the signs which prohibited the walking of dogs and riding of bicycles which is a City ordinance.
41 Chairperson Jarvis noted that several people are violating that ordinance and creating a problem on the
42 Promenade. Grimes said the Traffic Safety Division had no objections to the banner request but
43 indicated that both North and South A are state highways. Grimes moved to approve the banner
44 request but also recommended that the signage prohibiting the dogs and bicycles be returned to the
45 Promenade and be placed on each block from Fifth to Tenth Streets. Hibner seconded the motion and it
46 was carried on a unanimous voice vote.

48 F. Hibner reported that the Traffic Safety Division had reviewed the request made by Tom Glennen for
49 the closing of Idlewild Drive for neighborhood block parties on Memorial Day, Fourth of July and Labor
50 Day, and, although they would encourage block parties be held other places rather than the street,said
51 they had no problems with approving the request as long as there was access for emergency vehicles.
52 Hibner moved to approve the request with that stipulation, second by Grimes and the motion was
53 carried on a unanimnous voice vote.

55 PUBLIC COMMENTS

57 A. Sgt. Janice Passmore of the Police Traffic Safety Division reported that Officer Powell and Dave
58 Ferreira in the engineering department had reviewed the parking problem near the alley at Kemper's
59 on South 6th Street which had been under discussion at the April 28 Board of Works meeting. It was
60 recommended that No Parking signs be posted at the west edge of the alley on South N Street. The
61 suggestion was to have a sign on the front and back with an arrow pointing east. Sgt. Passmore said
62 the new sign should be sufficient, along with the employee notification which Carrie Hauptsteuck had
63 'said last week would be given through Kempers. The recommendation also mentioned that gravel
64 needs to be placed in the alley where grass now exists. Chairperson Jarvis moved to approve the
65 recommendation and approve the signage and gravel, second by Hibner and the motion was carried
on a unanimous voice vote.

3 Sgt. Passmore said a request had been made by Carla Maurer, Sanyo property manager, to lift the
4 enforcement of the No Parking signs on Sheridan Street South from Monday, May 9 through Friday,
5 May 13, due to some repaving being done. She said the repaving will pose a parking problem for
6 Muscles 'N Motion, a fitness center which leases space in the building. Chairperson Jarvis moved to
7 approve the request, second by Hibner and the motion was carried on a unanimous voice vote.

9 The sobriety checkpoint, Sgt. Passmore said, was held Saturday from 9 p.m. to 1 a.m. Sunday in the
10 1600 block of Chester Boulevard during which every fifth vehicle was stopped, causing an average
11 two-minute delay for each. She said she was one of seven officers working on that detail during which
12 117 motorists were stopped, resulting in 12 arrests. She said these ranged from suspended drivers,
13 expired license plates, no seat belts and one individual had two felony warrants out on him. She called
14 it a positive experience in that the feedback from motorists had been of a positive nature.

16 Sgt. Passmore said that a request made by a resident near Vaile Elementary School for a yellow center
17 line painted on North 13th Street had been discussed earlier with Chairperson Jarvis who is also
18 Director of Public Works and had learned that it is not a requirement that center lines be painted on
19 streets. She said she had done some checking and there is no record of any accidents in the 200 and
20 300 blocks of North 13th Street. Chairperson Jarvis said the Street Division only places stripes on very
21 busy and narrow streets.He added that at this time the City does not intend to stripe North 13th Street.
