CITY OF RICHMOND, INDIANA, APRIL 21, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, April 21, 1994,
2 in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet Hibner
3 in attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 14.1994

7 The minutes of the April 14, 1994, meeting were approved on a motion by Hibner, second by Grimes and
8 carried by a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for $304,551.47 comprised of a variety of supplies and
13 contractual services which included $74, 596.61 payable to RP & L for street light services and lights in the
14 buildings. Grimes moved to approve the claims, second by Jarvis and the motion was carried on a unanimous
15 voice vote.

17 REQUESTS

19 A. Hibner read one handicapped parking space request, a new one, from Martha Bowman in the 300
20 block of South West 5th Street, noting that her handicapped permit expires November 3, 1994. Hibner
21 moved to approve, second by Grimes and the motion was carried on a unanimous voice vote.
22 However, Chairperson Jarvis suggested the request be granted only until November and be subject to
23 renewal. Hibner ammended the motion, second by Grimes and it was carried on a unanimous voice
24 vote.

26 B.Grimes read a request made by Tom Glennen Jr. for permission to hold neighborhood block parties
27 on Idlewild Drive. He requested permission to close the street from 10 a.m. to dusk, Sunday, May 26;
28 Monday, July 4 and Sunday, September 4. Glennen noted that they had been holding the parties for
29 the past 25 years. Grimes recommended the request be referred to Captain McClure of the Traffic
30 Safety Division and hold it until it can be reviewed.

32 C. Chairperson Jarvis said he had received a letter from the Quality Inn, stating that as of May 2, 1994,
33 the Quality Inn at 5501 National Road East will become Holiday Inn, Holidome, Richmond. It also
34 stated that the address and telephone number will remain the same.

36 D. A stoplight request made by Takeshi Ishida in a letter addressed to Captain McClure was read by
37 Hibner. The request was for a stoplight at the entrance to Wal mart off of U.S. 40, noting there had
38 been several accidents and the visibility was poor. Hibner stated that stoplights on that particular
39 stretch of highway are the responsibility of the Indiana Department of Transportation since it is a state
40 highway. She added that since she believes the letter is from a student a letter of response should be
41 sent from the Board of Works. Hibner moved to write a letter, second by Grimes and the motion was
42 carried on a unanimous voice vote.

44 CONTRACTS

46 A. Grimes said the City had solicited bids recently to demolish the one-story portion of the office area
47 north of the Leland Hotel and three were returned. They were from Specialty Systems of Ohio,
48 Specialty Systems of Indiana and Mike DeLucio and Son. He stated that Specialty Systems of Ohio
49 and Specialty Systems of Indiana bid only for the asbestos removal with the bid from the Ohio company
50 coming in at$23,720 and the Indiana company at$83,756. He said Marvin Williams in engineering and
51 Purchasing Manager Vicki Stevens along with City Engineer Bob Wiwi had reviewed the bids and
52 recommended that Specialty Systems of Ohio be awarded the bid for asbestos removal. Grimes so
53 moved, second by Hibner and the motion was carried on a unanimous voice vote. The second portion
54 of the bid was for the actual office area demolition and backfill with DeLucio and Son being the only
55 bidder at$55,841 for the demolition and the dirt backfill at $22,426. Grimes moved to award that bid to
56 Mike DeLucio and Son,second by Hibner and the motion was carried on a unanimous voice vote.

58 Chairperson Jarvis gave the background on the project, noting that that particular piece of property had
59 been donated to the City by the Leland hotel owners and the intent is to demolish that one story portion
60 that runs to the north and turn it into a green area or a park.

62 B. Grimes said bids had been solicited for an asphalt/finish paver for the Street Division and had been
63 awarded to Southeastern Equipment for $118,873. He added that the City had also solicited bids to
64 lease purchase 11 new police cars for$144,182. He said bids for a three-year lease purchase at 4.99
65 percent to GM Financial;4.324 to Star Bank;4.324 to Bank One; 5.75 to Midwest Bankers Group;4.98
to Leasing One; 5.1 to AM National; and 5.3 to Carpenter Financial. Grimes noted that the bid from
Associates had been faxed which made it legally non-acceptable.

3 He noted the lowest rate quoted was from Star Bank and after he and Purchasing Manager Vicki
4 Stevens reviewed the bids it was recommended the bid be awarded to Star Bank as the lowest most
5 responsive, responsible bid,second by Hibner and the motion was carried on a unanimous voice vote.

7 C. Grimes read the bids for the City's contract for aggregate and bituminous materials with responses
8 from Richmond Concrete, Stonehenge, Barrett Paving, Ashland Ohio and Contractors United, noting
9 the bids had been reviewed by Purchasing Manager Vicki Stevens and Bill Smith, manager of the
10 Street Division, with the choosing of the lowest which would be the supplier and the next lowest which
11 would be the alternate supplier. (That report in its entirety is on file in the Clerk's office). Grimes moved
12 to approve the prices as quoted, second by Hibner and the motion was carried on a unanimous voice
13 vote.

15 OTHER MATTERS

17 A. Chairperson Jarvis recognized the presence of the fifth grade class from Baxter Elementary School
18 in the Board of Works room as well as Captain Tom Cox of the D.A.R.E. program with the Richmond
19 Police Department. Captain Cox noted that April 21 has been designated as National D.A.R.E. Day,
20 stating that the program was initiated in Richmond in 1969, working in conjunction with Richmond
21 Community Schools. Captain Cox said in response to the request on the national level for local groups
22 to be involved and to dare to do something specific, students from eight schools participated in a poster
23 contest resulting in 86 posters.

25 Winners were chosen from each school and the Richmond/Wayne County Citizens for D.A.R.E.
26 Committee chose the first-place winner. Winners were Jenna Taggert, Baxter; Dawn Patterson, Test
27 Middle School; Jessica Lakoff, Crestdale; Kristen Hagie, Westview; Jonathan Hampton, Fairview;
28 Valerie Johnson, Parkview; Jessica Walker, Hibberd Middle School; and Sarah Sykes, Dennis Middle
29 School. Captain Cox said the theme for the posters was "It's a right, a safe drug free city."The winner
30 was Jenna Taggert,who,along with her mother was in attendance at the meeting.

32 Captain Cox said the posters of Jessica Lakoff and Dawn Patterson will also be displayed, along with
33 Jenna Taggert's. He said each winner will be allowed to select a prize and the top prize winner will be
34 sponsored by D.A.R.E. to attend the overnight camp in Versailles Park without charge, adding that the
35 fee is usually $25. Captain Cox asked Jenna Taggert and her mother to step forward, as well as Mark
36 Barnhizer,a committee member, and present the winning poster to Mayor Roger Cornett.

38 Mayor Cornett expressed his appreciation to Taggert and all the students who had participated and
39 read his proclamation declaring today National D.A.R.E. Day in the City. He noted that it is a valuable
40 program to young people, praised the Richmond Police Department and others who worked on this,
41 noting their dedication to the program and their investment in the youth that will pay dividends in the
42 future. He said those efforts have brought state and national attention to the local program through the
43 volunteer leadership and the dedication of the officers.

45 B. Fire Chief Jim Sticco stepped forward to recommend the promotion of Firefighters Tim Brown, Phil
46 Schroeder and Michael Miller. Chairperson Jarvis moved to follow the recommendation of the chief,
47 second by Hibner and the motion was carried on a unanimous voice vote.

49 C. Grimes read a letter submitted by Chief Sticco recommending the installation of fire hydrants in the
50 subdivisions of Whitewater Heights and Meadow Park. Sticco commented that the distance between
51 fire hydrants is about 750 feet which Chairperson Jarvis said not only benefits the homeowner because
52 of fire insurance rates but also benefits the fire department. Grimes moved to approve the placement of
53 three fire hydrants in the two subdivisions as recommended by Chief Sticco, second by Hibner and the
54 motion was carried on a unanimous voice vote.

56 D. Chairperson Jarvis noted that the City had received three new buses, equipped to handle the
57 handicapped, but they came with brackets on the side smaller than on the previous buses. He asked
58 Rose View Manager Terri Quinter to speak to the problem. She stated the brackets had been used to
59 mount the advertisements and the decision had to be made to either change the rates to shrink the size
60 of the ads or to enlarge the brackets so the rates could stay the same. The decision was made to
61 enlarge the brackets. She said the reason for her coming before the Board was to get clarification for
62 the bus benches. She said in the original bench agreement, one sentence states that the leasee will
63 maintain the upkeep of the bench and another sentence states that the City will. She said historically
64 Rose View has always handled the maintenace because it owns the benches and all the advertisers do
65 is pay rent to have them located on the City's right of way. However,the normal wear and tear or if they
want to change it is up to the leasee. Chairperson Jarvis suggested to take the lease agreement to the
City Attorney for review and clarification and the Board will send her the information.

1 E. Hibner read a request for the Pig Out 1994 Food Festival written by Gwen Schroeder, Human

Services Director for the Parks & Recreation Department. She said the event will be in the South 10th
Street Park from 11 a.m. to 8 p.m. May 27 and May 28. The request was to close the streets
4 surrounding the park from 8 a.m. to 8:30 p.m. on both days. In addition, she asked permission to close
5 the east half of the City's parking lot behind First Christian Church for vendor parking. She noted that
6 barricades will be manned at the South A street entrance as well as the park's east entrance and
7 passes will be issued to residents of South 10th Street, South A and South C Streets. She added that
8 vendors will have access to the park with vendor parking passes.

10 Schroeder also requested locations for banners. She asked that one four-foot by 20-foot banner be
11 placed on the east side of the railroad bridge by Swayne Robinson and three 3-foot by 10-foot banners
12 as well as one 4-foot by 20-foot banner placed on private property. Hibner said she sees this as two
13 requests, noting that the City has no authority to approve a banner to be placed on the railroad bridge
14 and only the owners need to give their permission for those placed on private property. She noted that
15 the closing of the streets and permission to use the parking lot would be referred to the Traffic Safety
16 Division and be brought back before the Board.

18 F. Grimes read a letter from representatives of the Rose City Grand Prix requesting placement on the
19 agenda today. He said he felt the Board needed specific statements as to what City facilities will be
20 used and to spell out the type of support needed by the City. He added that a certificate of insurance is
21 also needed.

23 Chuck Roberts, speaking for the Richmond Jaycees, sponsor of the Rose City Grand Prix, said he has
24 the certificate of insurance issued by Harrington-Hoch Insurance. He stated the dates will be June 11
25 and June 12 and asked for the closing of Fifth and Sixth Streets and the use of the City's parking lot
26 north of Bank One. Chairperson Jarvis noted that the parking lot in question is being used for Poor
27 Jack's Amusement rides in conjunction with the Richmond Area Rose Festival, however, Captain
28 Danny McClure noted that June 13 is when those rides will be set up. Chairperson Jarvis asked
29 Roberts if the Jaycees are working with the Rose Festival and he answered that due to the difficulty
30 they had in the past they chose to operate this year independently. Grimes stated that he felt there
31 should be some kind of communication with the representatives of the Rose Festival and the Jaycees.

33 Roberts said the Rose City Grand Prix is on the Rose Festival program but it is not a Rose Festival
34 sponsored event. Stepping forward and speaking for the Rose Festival was Ray Zaleski Jr. who said
35 his group assumed they would be working with the Jaycees and that it was news to him that they had
36 elected to act independently. However, Zaleski said the Jaycees had been in touch with Fran Carman,
37 President of the Richmond/Wayne County Rose Festival Board of Directors, but he was not privleged to
38 sit in on those meetings. Hibner asked Roberts if he saw any problem in having the parking lot cleaned
39 up at the end of the day June 12. He answered that everything will be gone at the end of the day.
40 Chairperson Jarvis asked Roberts if he had talked with City Clerk Norma Carnes about using the
41 parking lot since she is the manager of all the off-street parking for the City. He said he had not.
42 Chairperson Jarvis suggested Roberts put his request in writing and contact the City Clerk to see about
43 using the parking lot then come back before the Board. He commented that he was sorry the Jaycees
44 are not a part of the Rose Festival, noting that he felt it is important to tie all those things together. He
45 added that he wanted to do this as a combined effort and he would like to see everyone start
46 communicating.Grimes asked that a contact name and phone number be put on the written request.

48 G. Hibner read a request made by Connie Hamilton of the American Legion Harry Ray Post No. 65,
49 Auxiliary Unit, to solicit donations for poppies on the Promenade May 21 and May 22. She moved to
50 approve the request, second by Grimes and the motion was carried on a unanimous voice vote.

52 H. Chairperson Jarvis stated that he had the report from the Traffic Safety Division speaking to the
53 requests made in conjunction with the Rose Festival activites and asked Zaleski to take the report with
54 him and share it with Fran Carman and Jo Makela. He said that once it is reviewed, he would like the
55 Rose Festival representatives to get back with the Board and meet to discuss it.

57 I. Captain Danny McClure noted that three bicyclists were injured in one day recently and asked
58 parents to remind their children to observe the stop signs. He said helmets are effective in cutting down
59 on injuries. He said extra officers will be out again this coming weekend looking for DWI offenders.
