HomeMy Public PortalAbout03-31-1994 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 31, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 March 31, 1994, in said City. Chairperson Earnest Jarvis presided with Janet Hibner and Dennis Grimes in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MARCH 24.1994 6 7 The minutes of the previous meeting were approved on a motion by Hibner, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller for payment totaled $41,718.64 for supplies and contractual services. 13 Additional claims totaling $445,926.68 were for payroll and payroll taxes. Grimes moved to approve payment of 14 the claims, second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A.A request for a renewal of a handicapped parking space made by Betty Hole at 433 South 7th Street 19 was read by Hibner who noted the approval of the Traffic Safety Division. She moved to approve the 20 request,second by Grimes and the motion was carried on a unanimous voice vote. 21 22 B. Grimes read a letter from Mary Smith, manager of the Rosewood Terrace Apartments, requesting 23 signage along South A Street for the benefit of residents of the apartment complex. She indicated some 24 kind of signage was needed because of the stepped up traffic in that area and the fact that a blind spot 25 exists in that area. Grimes said after reviewing the request, the Traffic Safety Division stated that 26 Hidden Drive signs could be placed on South A Street, however,there is no record of any accidents on 27 that street either in 1992 or 1993. Jarvis did note that South A Street had been extended in 1993 to 28 make an entrance to the new location of 40 Lanes. Hibner mentioned that only a few months ago the 29 Board had authorized the placement of 30 m.p.h.signs on South A Street in an effort to slow down the 30 speed of the motorists. Grimes moved to place a Hidden Drive sign on the north side for the west 31 32 bound lane of traffic prior to Rosewood Terrace, second by Hibner and the motion was carried on a unanimous voice vote. 33 34 C. Chairperson Jarvis briefly recognized Hibberd Middle School students in the audience, noting that 35 he would return to them later. 36 37 CONTRACTS 38 39 OTHER MATTERS 40 41 A. For the benefit of the students in the audience, Hibner gave a brief background on the curb cut 42 request she was bringing to the Board. She noted that this particular request is not the typcial curb cut 43 request, adding that what the Board usually hears is a request from a resident building a home or a 44 business building on vacant land. She commented on the local city ordinance that states no curb cut 45 can be made without a permit. 46 47 She said in this case, there have been ongoing problems in the alley between the Palladium-Item 48 building and the employee parking lot, noting that trucks go over a drain in the alley to get to the 49 loading area. She said ongoing discussions have been held between the City and the Palladium-Item 50 about the problem and this is a cooperative effort,thus the normal fee is being waived. She added that 51 the Palladium-Item is expanding its radius, changing the curb in regard to its entrance on the alley. 52 Chairperson Jarvis stated that the primary reason for curb cut permits is safety. Hibner moved to 53 approve the request, second by Grimes and the motion was carried on a unanimous voice vote. 54 55 B. A request for the payment of a bill for$1,325 from SIECO Inc. of Columbus for engineering service 56 performed on Industries Road was read by Grimes who moved to approve payment, second by Hibner 57 and the motion was carried on a unanimous voice vote. 58 59 C. Chairperson Jarvis introduced Corey Van Skyock,teacher of the Hibberd Middle School 8th graders, 60 who, in turn, noted that accompanying the group was Cara Griffith, student teacher who is doing 61 undergraduate work at Indiana University. Van Skyock asked Stuart Beck, one of the students,to step 62 forward and speak briefly to the Board. 63 64 Beck explained that all the students had one thing in common and that was their membership in the 65 leadership club at Hibberd. He introduced each student by name then commented on several of the group's activities. 5) Board of Works Minutes Cont'd March 31, 1994 Page 2 1 2 He said the students organize such things as dances and fund raising events. He added that one of the 3 fund raisers was a craft bazaar which netted more than $400 with all the profit going to Riley Children's 4 Hospital in Indianapolis. 5 6 Beck said the purpose of the visit was so students could see their City government in operation and to 7 meet some of the City's leaders, watching them in action. He added that all the students are looking 8 forward to going to Richmond High School where some would be involved in the student government. 9 He said he hoped that some of the things learned here may be incorporated at that level and benefit 10 Richmond High School. He expressed the group's appreciation to Mayor Roger Cornett and his staff 11 and also thanked the Board for allowing them to be part of its meeting. Chairperson Jarvis added his 12 appreciation for the visit, noting that Richmond High School will be proud to have these students in the 13 fall. 14 15 D. Hibner announced that she had distributed her report on the building activity in the City of Richmond 16 during January and February of 1994. She noted that this activity had been compared with the first two 17 months of the past four years and it was found to be at least double in dollar amount of permits which 18 have been issued for 1994. She added that she felt it is a good indication of the City's building activity 19 and the building throughout the City, noting that it is a good sign that economic conditions are 20 improving. 21 22 Chairperson Jarvis said he appreciated Hibner's report and added that in a conversation with the Mayor 23 earlier in the day he had commented that the unemploymnet rate in Richmond had gone down a 24 percent and a half over last month which he pointed to as another good indication of the City's 25 economic growth. 26 27 ADJOURNMENT 28 29 There being no further business, on a motion duly made,seconded and passed the meeting was adjourned. 30 31 32 33 34 35 36 37 Earnest Jarvis,Chairperson 38 39 40 41 42 ATTEST: 43 Norma Carnes, City Clerk 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
