BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MARCH 24, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 24,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet
3 Hibner in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF MARCH 17.1994

7 The minutes of the March 17, 1994 meeting were approved on a motion by Hibner, second by Grimes and
8 carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for$226,141.47 for contractual services and supplies which
13 included $76,425.13 for the City's monthly electric bill. Also submitted were claims for $360,829.32 for payroll
14 and payroll taxes. Grimes moved to approve the claims for payment, second by Hibner and the motion was
15 carried on a unanimous voice vote.

17 REQUESTS

19 A. Requests for renewals of handicapped parking spaces by Keith Jack at 22 North 21st Street, Loretta
20 Seal at 2223 Grand Boulevard and Frank Walker at 404 South 7th Street, were presented by Hibner
21 who reported that all had been approved by the Traffic Safety Division. She moved to approve the
22 requests,second by Grimes and the motion was carried on a unanimous voice vote.

26 A. Grimes noted that the bids received at the March 17 meeting from Brandeis Indiana Equipment of
27 Indianapolis for $121,420 and Southeastern Equipment Co. also of Indianapolis, for $118,973, had
28 been reviewed by Purchasing Manager Vicki Stevens and Bill Smith, Street Division Manager, and their
29 recommendation was to award the bid to Southeastern Equipment Co. as the lowest responsive,
30 responsible bidder. Grimes moved to approve the recommendation, second by Hibner and the motion
31 was carried on a unanimous voice vote.

33 OTHER MATTERS

35 A. A letter written by Stuart Secttor, director of the Civic Hall Performing Arts Center, was read by
36 Hibner. In it, he requested signage to help visitors find Civic Hall. Locations mentioned included the
37 intersection of North West 5th Street and National Road West and a portion of U.S. 27 at North and
38 South A Streets as well as the junction of South West 1st Street, Sim Hodgin Parkway and Hub
39 Etchison Parkway. In reviewing the request, Hibner said, she noted that some of the roadways are part
40 of the State Highway. She suggested the City's engineering division direct a letter to the State Highway
41 Department regarding its portion, adding that she would recommend the City place the signage on the
42 streets within the City's jurisdiction after the request is reviewed by the Traffic Safety Division and its
43 recommendations are made.

45 PUBLIC COMMENTS

47 A. Captain Danny McClure of the Traffic Safety Division announced that officers will be out in force this
48 weekend looking for drunk drivers. He noted that six extra cars will be placed on patrol, made possible
49 by the DWI grant received by the Richmond Police Department. He warned motorists to drive carefully
50 and not to drink while driving.

54 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
55 voice vote,the meeting was adjourned.
