CALL TO ORDER Chairman Strain called the regular meeting of the City of Richland Hills Planning and Zoning Commission to order at 6:31 p.m. in the Council Chambers at City Hall, 3200 Diana Drive. Members Present: Cleve Milner, Chairman Martha Strain, Curtis Whitfield, Doug Guinn, Ronny Region, Doug Klarich, and new member Kellie Starnes. Also in Attendance: Attorney Doug Black, due to the absence of City Attorney Tim Sralla, Attorney Assistant Deb Pointer, and Director of Community Development Howard Gregory. 2. APPROVAL OF JUNE 2, 2008 REGULAR MEETING MINUTES Martha Strain pointed out that Deb Pointer, Assistant to City Attorney Tim Sralla, was present and introduced at the June 2, 2008 regular meeting and therefore a correction should be made to "Others in Attendance" under "Call to Order" of said minutes. A motion was made by Member Region and seconded by Member Milner to approve the June 2, 2008 Regular Meeting Minutes with the aforementioned correction. The motion carried by a vote of 5-0. 3. DISCUSSION AND CONSIDERATION CONCERNING AN APPLICATION FOR A PROPOSED AMENDMENT TO THE RICHLAND HILLS ZONING ORDINANCE, CHAPTER 90 OF THE CITY CODE, TO DO THE FOLLOWING: (1) CHANGE THE CLASSIFICATION OF CERTAIN PROPERTY LOCATED AT 7410 BOULEVARD 26, 4151 Printed on Recycled Paper City of Richland Hills Planning & Zoning Commission Regular Meeting Minutes July 7, 2008, Page 2 WILLMAN AVENUE, AND 4159 WILLMAN AVENUE, RICHLAND HILLS, THE LEGAL DESCRIPTION OF WHICH IS BLOCK 2, LOTS 7, 8, 9, AND 10, WILLMAN ADDITION OF THE CITY OF RICHLAND HILLS, IN TARRANT COUNTY, WHICH PROPERTY IS CURRENTLY ZONED AS A PLANNED UNIT DEVELOPMENT, BY AMENDING THE BOUNDARIES, REGULATIONS AND USES PERMITTED IN SUCH PLANNED UNIT DEVELOPMENT, AND (2) TO CHANGE THE CLASSIFICATION OF CERTAIN PROPERTY LOCATED AT 7265 VIVIAN LANE, RICHLAND HILLS, THE LEGAL DESCRIPTION OF WHICH IS BLOCK 2, LOT 11, WILLMAN ADDITION OF THE CITY OF RICHLAND HILLS, IN TARRANT COUNTY, WHICH PROPERTY IS CURRENTLY ZONED AS THE C-2 GENERAL COMMERCIAL ZONING DISTRICT, TO ADD IT TO THE PLANNED UNIT DEVELOPMENT REFERENCED ABOVE. A. B. CONSIDER ACTION CONCERNING AN APPLICATION FOR A PROPOSED AMENDMENT TO THE RICHLAND HILLS ZONING ORDINANCE, CHAPTER 90 OF THE CITY CODE, TO DO THE FOLLOWING: (1) CHANGE THE CLASSIFICATION OF CERTAIN PROPERTY LOCATED AT 7410 BOULEVARD 26, 4151 WILLMAN AVENUE, AND 4159 WILLMAN AVENUE, RICHLAND HILLS, THE LEGAL DESCRIPTION OF WHICH IS BLOCK 2, LOTS 7, 8, 9, AND City of Richland Hills Planning & Zoning Commission Regular Meeting Minutes July 7, 2008, Page 3 10, WILLMAN ADDITION OF THE CITY OF RICHLAND HILLS, IN TARRANT COUNTY, WHICH PROPERTY IS CURRENTLY ZONED AS A PLANNED UNIT DEVELOPMENT, BY AMENDING THE BOUNDARIES, REGULATIONS AND USES PERMITTED IN SUCH PLANNED UNIT DEVELOPMENT, AND (2) TO CHANGE THE CLASSIFICATION OF CERTAIN PROPERTY LOCATED AT 7265 VIVIAN LANE, RICHLAND HILLS, THE LEGAL DESCRIPTION OF WHICH IS BLOCK 2, LOT 11, WILLMAN ADDITION OF THE CITY OF RICHLAND HILLS, IN TARRANT COUNTY, WHICH PROPERTY IS CURRENTLY ZONED AS THE C-2 GENERAL COMMERCIAL ZONING DISTRICT, TO ADD IT TO THE PLANNED UNIT DEVELOPMENT REFERENCED ABOVE. Applicant Roger Duck requested this item be postponed until the August Planning and Zoning Commission regular meeting. A motion was made by Member Whitfield and seconded by Member Milner, to table item 3 until the Planning and Zoning Commission's August 4, 2008 regular scheduled meeting. The motion carried by a vote of 5 - 0. 4. INTREPRETATION AS TO WHAT ZONING DISTRICT "PONY RIDES" SHOULD BE PLACED. The Commission recommended that "Pony Rides" be placed in the Land Use Table under "Amusement Center Outdoors" in the I-1 and I-2 Districts. 5. DISCUSSION ITEM: CHAPTER 90 "ZONING" Assistant Deb Pointer from the City Attorney's office gave a progress report concerning review of Chapter 90 "Zoning". 6. SCHEDULE CHAPTER 90 "ZONING" WORKSHOP. A motion was made by Member Milner and seconded by Member Region to table item 6 until the next regularly scheduled meeting. The motion carried by a vote of 5 - 0. PERSONAL APPEARANCES (CITIZEN PARTICIPATION REGARDING NON-SCHEDULED ITEMS AFFECTING THE PLANNING AND ZONING AFFAIRS OF THE CITY) There were none. 8. COMMENTS AND REPORTS FROM THE COMMISSION There were none. 9.
