CITY OF RICHMOND, INDIANA,
MARCH 17. 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 March 17, 1994, in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet Hibner in
3 attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF MARCH 10.1994

7 The minutes of the previous meeting were approved on a motion by Hibner, requesting a correction in the
8 spelling of her name which appeared in Line 29,second by Grimes and carried on a unanimous voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office totaled $419,741.67 which included $48,835.68 for
13 health insurance claims and $321,416.73 payable to the insurance fund as premiums into the health insurance.
14 Grimes moved to approve the claims for payment, second by Hibner and the motion was carried on a
15 unanimous voice vote.

19 A. Hibner read a request made by Edna Perkins at 810 North I Street for a handicapped parking space
20 and noted that the residence had been inspected by the Traffic Safety Division with the finding that it
21 has a two-car garage at the rear and does not meet the requirements. Hibner moved to deny the
22 request, second by Grimes and the motion was carried on a unanimous voice vote. She read requests
23 for renewals made by Earl Miller for Martha Crouch at 216 North West 3rd Street, Zelma Jarvis at 919
24 South 7th Street, Alice Armstead at 504 South 13th Street, Buster Poindexter at 521 South 11th Street,
25 Kathleen Asfalg at 432 South 5th Street, Deward DeFevers at 120 South 13th Street and Palmer
26 Walter at 2215 Grand Boulevard, moving for approval of all, second by Grimes and the motion was
27 carried on a unanimous voice vote.

A. Grimes opened bids submitted for a new asphalt paver/finisher for the Street Division, handed them
to Hibner who checked to make sure they were accompanied by the proper papers and they were read
33 by Chairperson Jarvis. Grimes noted that the advertisement for the bids had asked for an outright
34 purchase price and a three, five and seven-year lease. The first bid made by Southeastern Equipment
35 Company of Indianapolis was for $118,973, which included a reommended option of a single joint
36 matcher which would add$4,225 to the contract.The second bid made by Brandeis Indiana Equipment
37 Company was for$121,420. Grimes moved to take the bids under advisement for review and do the
38 awarding at the next meeting, second by Jarvis and the motion was carried on a unanimous voice vote.

40 OTHER MATTERS

42 A. Chairperson Jarvis noted receipt of the January 1994 activity report by the Richmond Fire
43 Department and moved for acceptance into the record, second by Grimes and the motion was carried
44 on a unanimous voice vote.

46 B. Grimes read a request made by Fire Chief James Sticco recommending the Board's approval of
47 William Curtis Kirkman as a probationary firefighter. City Clerk Norma Carnes officiated at the swearing
48 in ceremony after which Kirkman was introduced to each member of the Board and received
49 congratulations. Grimes moved to accept the Fire Chief's recommendation, second by Hibner and the
50 motion was carried on a unanimous voice vote.

52 C. Hibner read requests for curb cuts which included one by Edward and Janice May for Eddie's Last
53 Chance Tavern at 510 South H Street. After stating that the City departments had approved the request
54 with the engineering department noting that all specifications be approved by the City engineer and
55 materials should be in accordance with the City of Richmond's engineering standards and all work is to
56 be done in a timely fashion in accordance with the City codes, Hibner moved to approve, second by
57 Grimes and the motion was carried on a unanimous voice vote.

59 The second request, made by Road America at South 9th and M Street, was much more technical,
60 Hibner said, because the owners had put in a curb cut onto an alley which the City owns and maintains,
61 prior to talking with City officials. She cautioned individuals who wish to put in curb cuts to check with
62 the City before taking any action to avoid a considerable amount of expense which will occur in this
63 case. After reading a statement containing seven qualifications made by Dave Ferriera in the
64 engineering department, she moved to approve the curb cut with the stipulation that Road America
65 begin the repair in accordance with the City's specifications, second by Grimes and the motion was
carried on a unanimous voice vote.

1 D. Police Chief Dennis Rice submitted the February 1994 report made by the Richmond Police
2 Department and the annual report for 1993 which he noted contained 104 pages, including 16 different
3 chapters. He also noted the newer additions this year of the Urban Enterprise Officer and Animal
4 Control Officer.

6 Noting the length of the report, Chairperson Jarvis recommended that Board members take the time to
7 review it in the coming week and come back with recommendations, if any, next week. In answer to a
8 question posed by Grimes about any outstanding points included in the report, Chief Rice said he felt
9 the Hobson homicide case was outstanding. He added that three years of work had been done by
10 investigative services and patrolmen and he felt that it speaks well for the motivation and drive of those
11 assigned to that particular case. He noted specifically Detective Phil Dunnington's work on the case.

13 Chairperson Jarvis asked about the bicycle patrol and Chief Rice said the assignment of Officer Aaron
14 Stevens to the Enterprise zone had done as much in public relations as in crime prevention. He said his
15 direct contact with the public has definitely been a positive step. Chief Rice said thos wishing to see the
16 report could do so by visiting Morrisson-Reeves Library or stopping by his office. A copy is also on file
17 in the City Clerk's office. Chairperson Jarvis moved to accept both reports into the record, second by
18 Hibner and the motion was carried on a unanimous voice vote.
