HomeMy Public PortalAbout03-03-1994 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 3, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, March 3, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet 3 Hibner in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF FEBRUARY 24.1994 6 7 The approval of the minutes of the February 24, 1994 meeting was deferred until they can be reviewed again on 8 a motion by Hibner, second by Grimes and carried by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for $280,260 which included $110,382 for payment of 13 health insurance claims and the remaining for supplies and contractual services. Grimes moved to approve the 14 claims,second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Hibner read a request for the transfer of a handicapped parking space sign in the 1200 block of 19 North D Street, noting that the request is to move it from one address to another on North D Street. 20 After reviewing the request the Traffic Safety Division recommended the sign be relocated and Hibner 21 so moved with a second by Grimes and the motion was carried on a unanimous voice vote. 22 23 B.A request for a deer crossing sign on Toschlog Road received from Mary Ellen Duckworth,who lives 24 on Toschlog Road, was read by Grimes. Captain Danny McClure of the Traffic Safety Division said he 25 had reviewed the request and noted that the incident cited by Duckworth was an isolated one, adding 26 that there are few accidents on that road as a result of the deer traffic. However,Grimes said the Board 27 had granted other such requests and in an effort to be consistent he moved to approve the request, 28 second by Hibner and the motion was carried on a unanimous voice vote. 29 30 C. Hibner read a letter from Stephen Hayes of Hayes Regional Arboretum reminding the Board of the 31 32 verbal inquiry made by Randy Kirk for a four-way stop sign on Hayes Arboretum Road. Hibner said the Traffic Safety Division had investigated the area and found that the location did not warrant a multi-way 33 stop because it did not meet the guidelines, citing that the traffic count revealed a total of 1,548 34 vehicles on the average for a 24-hour period. 35 36 Captain McClure said guidelines to warrant a four-way stop include a minimum number of 500 vehicles 37 per hour or five or more serious accidents. In his report, Captain McClure recommended the placement 38 of pedestrian crossing signs.Jarvis noted that the City's engineers are reviewing the road to determine 39 what can be done to improve the situation. Based upon the information the Board had received today 40 from the Traffic Safety Division, Hibner moved to approve placing pedestrian crossing signs in both 41 directions at the Hayes Arboretum Road crossing, second by Grimes and the motion was carried on a 42 unanimous voice vote. 43 44 D. Action on a request for stop signs at Henley Road and South E Street was deferred until weather 45 permits the Traffic Safety Division to conduct its traffic count there at the suggestion of Chairperson 46 Jarvis. He requested Captain McClure to make that count at the earliest time possible. 47 48 E. Dave Cooper submitted a request for a"No Parking To Corner"sign where the yellow curb is on the 49 east side of South 7th Street, which is a one-way north street, and south of South B Street. Hibner 50 reported that the Traffic Safety Division had investigated the request and recommended placing such a 51 sign in the suggested location and re-painting the curb yellow. Hibner so moved,second by Grimes and 52 the motion was carried on a unanimous voice vote. 53 54 F.A request by Rhonda Davis and Elsie Holland for a stop sign at Oakland Avenue and South P Street 55 was read by Grimes who noted that after investigating the area the Traffic Safety Division found only a 56 slight amount of traffic and a few accidents, resulting in the finding that the yield signs are adequate. 57 However,Grimes moved to replace the yield sign on South P Street with a stop sign, second by Hibner 58 and the motion was carried on a unanimous voice vote. 59 60 PUBLIC COMMENTS 61 62 A. Prior to reading his proclamation declaring March 13 through March 19, 1994, as Tornado 63 Awareness Week, Mayor Roger Cornett said he had been advised by Fred Griffin, director of the 64 Wayne County Emergency Management, that with the coming of spring also comes the possibility of 65 tornadoes in Indiana. Board of Works Minutes Cont'd March 3, 1994 Page 2 1 In talking with Griffin, Mayor Cornett said he felt it was time to begin to remind the public of the weather 2 situation and to be prepared in case of an emergency. Citing some figures as he read the proclamation, 3 Mayor Cornett said that on the average over the years from 1961 to 1991 on a per square mile basis, 4 Indiana ranked second in the nation in tornado-related deaths and fifth in the frequency of tornadoes. 5 He noted that with planning and preparation the number of deaths can be cut and reminded citizens to 6 learn the rules and make plans to survive. 7 8 Chairperson Jarvis invited Ron Sharp, deputy director of Wayne County Emergency Management, to 9 step forward and elaborate on the subject. Sharp said March through June is the primary time for 10 tornadoes. He added that local residents and businesses will be asked to participate in a nation-wide 11 drill to teach preparedness. He said a tornado spotter's course will be offered March 10, March 15 and- 12 March 17 for those who want to learn what to look for in spotting tornadoes. More information about that 13 will be printed in the local newspaper, Sharp said. Those having questions may call the agency, he 14 said, at 973-9399. 15 16 CONTRACTS 17 18 A. Grimes reported that some time ago the Board opened bids for gasoline and diesel fuel but found 19 that after those were received the diesel fuel the City would be purchasing would be without additives. 20 He said the Street Division needs fuel with additives but the Sanitary Division does not,which prompted 21 the City to solicit bids for premium diesel fuel with the additivies giving it the option to purchase diesel 22 fuel with or without the additives. 23 24 Grimes opened bids received from Wayne County Farm Bureau Co-Op and Warfield Oil, Hibner 25 checked to make sure the papers were in order and Chairperson Jarvis read the bids. Wayne County 26 Farm Bureau Co-Op submitted a bid for premium road diesel transported at .569 per gallon,tankwagon 27 at .589 per gallon and pump price at .598 per gallon. The bid from Warfield Oil was premium road 28 diesel for transport at .60 per gallon, tankwagon price at .625 per gallon and pump price at .65 per 29 gallon. Grimes recomended the bids be taken under advisement and reviewed and awarded at the 30 March 10 meeting. 31 32 OTHER MATTERS 33 34 A. Chairperson Jarvis said the request for the Teddy Bear Parade set for April 23, 1994 at Townsend 35 Community Center would be reviewed by the Traffic Safety Division and would be acted on by the 36 Board at the completion of that review. He added that the first such parade was held last year and was 37 extremely successful. 38 39 B. Noting that the City feels that street lights requested by residents of Gravel Pit Road and Hunter's 40 Pointe additions are warranted and the Common Council had reviewed the petitions and recommended 41 approval, Chairperson Jarvis said the timing is tough because of the restricted budget which is set until 42 January 1995. 43 44 However, he said it will take time for installation, adding that the cost of 24 150-watt sodium lights will 45 be $7.45 per light per month for a total of $170.24 per month for Gravel Pit Road and the 53 100-watt 46 sodium ornamental lights in Hunter's Pointe will cost$7.09 per month per light for a total of$375.77 per 47 month. Chairperson Jarvis said that will mean an increase in the City's light bill of about$600 per month 48 as soon as they are installed and turned on. Commenting that it is in the best interest of the Board and 49 the citizens of Richmond to approve the installation and payment of the fees for the electricity for street 50 lights in both additions he so moved, second by Hibner and the motion was carried on a unanimous 51 voice vote. 52 53 C. Fire Chief James Sticco appeared before the Board to recommend the promotion of Firefighter Don 54 Black to the rank of Lieutenant. He said Black has been a member of the Richmond Fire Department 55 since 1982 and has met all the requirements for promotion. He recommended the Board approve the 56 promotion which carries a six-month probationary period. Chairperson Jarvis so moved, second by 57 Grimes and the motion was carried on a unanimous voice vote. 58 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made, seconded and carried on a unanimous voice vote, the 63 meeting was adjourned. 64 65 Earnest Jarvis, Chairperson ATTEST: Norma Carnes, Clerk
