CITY OF RICHMOND. INDIANA, FEBRUARY 17, 1994
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 17,
2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Janet Hibner and Dennis
3 Grimes in attendance. The following business was had to-wit:

8 The minutes of the previous meeting were approved on a motion by Hibner, second by Grimes and carried on a
9 unanimous voice vote.

12 CLAIMS FOR PAYMENT

14 Claims were submitted by the City Controller's office for $124,423.79 which included supplies and contractual
15 services, payment to RP & L for $73,037.98 for electric service, includes street lights as well as City buildings.
16 Also $229,938.94 which included first payment on Industries Road TIF bond project of $76,000 payable to Star
17 Bank and two payments of $41,458.91 and $92,600.00, both for group medical insurance. Grimes moved to
18 approve the claims,second by Hibner and the motion was carried on a unanimous voice vote.

22 A. Handicapped parking requests submitted by Hibner included those made by Barbara Ponder in the
23 300 block of South 7th Street; Alonzo Eubanks in the 500 block of South 10th Street ; Phyllis Smith in
24 the 500 block of South 8th Street; Melba Allen in the 200 block of North 7th Street; and Mary Jeffers in
25 the 700 block of South 6th Street. All were reviewed by the Traffic Safety Division and recommended
26 for approval. Hibner moved to accept the recommendation and approve the requests, second by
27 Grimes and the motion was carried on a unanimous voice vote.

29 B. Jarvis said a request for a crosswalk on North West F Street had been received from Hoffco
30 Manufacturing on North West 5th Street and had been turned over to the Traffic Safety Division which
31 reported that the area was not heavily traveled and any traffic in the area was because of the factories
32 such as Hoffco that are located there. The report stated that there is no crosswalk in the area and no
33 other traffic control. Grimes said many of the traffic problems are created by Hoffco employees and as
34 a part of his motion to install a crosswalk he noted that Hoffco should communicate to its employees
35 that the crosswalk is for their use, second by Hibner and the motion was carried on a unanimous voice
36 vote.

38 CONTRACTS

40 A. Hibner said the Richmond/Wayne County Chamber of Commerce had placed welcome signs in
41 various locations in the county about two years ago and at some point in time had placed one within the
42 City limits on U.S. 27 South. Now,the Chamber is in the process of placing a welcome sign on U.S. 40
43 east near Tom Brookbank Chevrolet, however it has not yet been installed. She added that the upshot
44 of this is that the Indiana Department of Transportation requires that the City enter into a contract for
45 the placement of those signs even though the Chamber is putting them up. The reason is that they will
46 be located on a state right of way. She said the contracts, both of which are lengthy, are dated for today
47 and have been reviewed by the City Attorney. A third agreement, she said, is a signage agreement
48 between the Chamber and the City which specifies that they are entering into the two contracts, noting
49 that the City will furnish the illumination for the signs but the Chamber will be actually furnishing
50 financial resources, material, labor, construction and maintenance. Hibner moved to enter into the
51 contracts,second by Grimes and the motion was carried by a unanimous voice vote.

54 OTHER MATTERS

57 A. Jarvis noted that since Board members had questions about the petition for street lights signed by
58 those living on Gravel Pit Road it had been sent back to Common Council's Street Light Committeee in
59 hopes of receiving an answer by the next meeting.

61 B. A written report was read by Hibner, noting that Fire Chief James Sticco had included the names of
62 three Firefighters who had completed their probationary periods. They were Ed Haller, a 12-year
63 veteran, awarded the rank of Lieutenant; Mike Parks, also a 12-year veteran, awarded the rank of
64 Lieutenant;and Jim Fessler, a Firefighter since 1971, awarded the rank of battalion chief.Jarvis moved
65 to accept the recommendation for promotion, second by Grimes and the motion was carried on a
unanimous voice vote.

2 C. Grimes submitted an annual operation report of local roads and streets which he said is required by
3 the State Board of Accounts. He explained that it indicates totals of receipts and disbursements and
4 various projects completed throughout the year, noting that it is a requirement of the statute that the
5 Board of Works approve the report and send it to the State Board of Acccounts. He moved to accept
6 the report into the records, second by Hibner and the motion was carried on a unanimous voice vote.
7 Hibner noted there is a lengthy summary of all the paved roadways and Jarvis added that the City tries
8 to do streets in the worst conditions. The report also includes alleys, Hibner stated, and Jarvis said he
9 was surprised to find there are still a few alleys which are totally unpaved.

11 D. Ginger Veach of the City engineering department submitted several streets to be accepted into the
12 City's street system which required Board action.The list read by Hibner included:

14 Northwest 16th Street, from dead end to Progress Drive; South 18th Street from dead end to South L
15 Street; Progress Drive from dead end to Northwest 11th Street; South L Street from South 24th Street
16 to Henley Road; Industries Road from former corporate limit to Northwest 5th Street; Northwest 5th
17 Street from former corporate limit to Industries Road; Southwest 15th Street from former dead end to
18 former dead end; Parkdale Drive from former dead end to former dead end; University Boulevard from
19 dead end to dead end; Canterbury Trail from dead end to former dead end; Sherri Way from dead end
20 to Saddlebrook Drive; Saddlebrook Drive from Sherri Way to Sylvan Nook Drive; Southwest G Court
21 from dead end to Southwest 15th Street;Canterbury Court from dead end to Canterbury Trail;Quail Hill
22 Drive from dead end to Cedar Cliff Road; Glen Miller Parkway from Southeast Parkway to East Main
23 Street; and Salisbury Road from corporate limit north of Rich Road to corporate limit south of 1-70
24 right-of-way. A motion to accept the streets into the city was made by Hibner, second by Grimes and
25 was carried on a unanimous voice vote.

29 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
30 voice vote,the meeting was adjourned.
