HomeMy Public PortalAbout02-10-1994 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 10, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 10, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Janet Hibner in 3 attendance. Dennis Grimes was absent.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF FEBRUARY 3.1994 6 7 The minutes of the February 3, 1994, meeting were approved on a motion by Hibner, second by Jarvis and 8 carried by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for$454,000 which included charges for the City's electric 13 bills and insurance payments. Also claims for $313,000 which included a lease payment of $8,544 to GTE, 14 $6,000 for computer equipment and $97,000 for employee benefits. Chairperson Jarvis moved to approve the 15 claims, second by Hibner and the motion was carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Hibner read two requests for the renewal of handicapped parking spaces made by Desi Walter at 20 602 South 6th Street and Clarence Taylor at 238 South 4th Street. She noted that the Traffic Safety 21 Division had reviewed both requests and the recommendation was for renewal before moving to 22 approve both requests,second by Jarvis and the motion was carried on a unanimous voice vote. 23 24 CONTRACTS 25 26 None. 27 28 OTHER MATTERS 29 30 A. Chairperson Jarvis asked Police Chief Dennis Rice to step forward with representatives of Eagles 31 Lodge No. 666 who were present to give a donation to the Richmond Police Department. Those 32 representatives included Janet Beckman, Jim DeLucio and Roy Combes. Chief Rice explained that it 33 was the Eagles Lodge who, in 1991, replaced Officer Charlie Fitzgerald's dog, "Diego,"who died while 34 with the Canine Unit. The group also came forth to donate money to buy equipment for the river rescue 35 team in 1992. In 1993 the Eagles replaced another dog in the Canine Unit after learning that it had 36 become disabled and that replacement dog which is coming from Czechoslovakia is expected to arrive 37 here early next week. 38 39 Beckman presented a check for$5,000 to Officer Rick Thalls with the DARE Program who responded 40 that the money would be put to good use and they are always looking for interested parties to become 41 involved with the program because it is expanding each year. Combes presented two checks. The first 42 was to Officer Aaron Stevens who rides the bicycle patrol in the Urban Enterprise Zone. Combes said 43 the check was in the amount of $1,900 to cover the cost of two more bicycles which are needed to 44 round out the program. The second check, for $2,300, was presented to Officer Chris Wolski to be 45 used by the river rescue unit to purchase a communication system to allow conversation between those 46 on shore and those under water.All three of the recipients thanked the Eagles Lodge for its generosity. 47 48 B. Rich Cody, manager of TCI,gave the Board an update in the rebuild program noting that it would be 49 completed within the next week and alerting those customers who have pay services that TCI will be 50 exchanging equipment within their homes. Cody also presented a check to the City for $40,046.29 to 51 Chairperson Jarvis along with the franchise fee payment worksheets, explaining that it is money that 52 was derived from the franchise fees in the last quarter of 1993 and is the last one that has the $12,500 53 removed from it. He said the$12,500 will be added to each quarterly check presented in 1994. 54 55 C. Chairperson Jarvis read Resolution No. 1 - 1994, giving the background which created the need for 56 it. He noted that many requests had been made for copies of minutes and ordinances which are a 57 matter of public record, adding that by a state statute the City is able to charge for those services 58 according to I.C. 5-14-3-8 (d) and (e). He read that a fee of$1 per page for all copies of public records 59 requested of the City_Clerk shall be charged and that such fees shall be paid in advance. He moved to 60 approve the resolution,second by Hibner and the motion was carried on a unanimous voice vote. 61 62 C. Hibner read a request made by Erin Emery for the Board to take a look at reinstalling a crosswalk at 63 National Road West and 3rd Street. Hibner said after investigating the area the Traffic Safety Division 64 recommended that since it is a state highway that the Indiana Department of Transportation be asked 65 to study the request to determine the feasibility of a crosswalk at the location. Hibner moved that the Board draft such a letter, second by Chairperson Jarvis and the motion was carried on a unanimous voice vote. /3 '7 Board of Works Minutes Cont'd February 10, 1994 Page 2 1 PUBLIC COMMENTS 2 3 Frances Sanders of 850 North 17th Street came forward to say that she and her neighbors feel that the Board's 4 decision in January to remove the traffic light at North 15th and E streets was a mistake. She said there were a 5 lot of accidents there, noting that is why the signal was put there in the first place. She said that placing stop 6 signs on North 15th Street on each side of North E Street would not be adequate, adding that motorists heading 7 either north or south would have their view blocked by the cars parked along E Street. She requested that Board 8 members reconsider their earlier decision and replace the traffic light instead of removing it. She also asked if a 9 traffic study had been made of the area before the Board's action. 10 11 Sgt. Passmore recalled that the decision of the Board was based on a traffic study done in the area and the fact 12 that replacement parts for the existing traffic light would soon be impossible to get. She said the traffic study 13 revealed that the traffic was found not to be sufficient according to the standards of the uniform traffic manual 14 which is used throughout the United States for placement of traffic lights, stop signs and yield signs. Chairperson 15 Jarvis responded that based upon the concern of Sanders and her neighbors the issue was worth looking at one 16 more time and he would ask the Traffic Safety Division to do just that. 17 18 Sgt. Passmore announced that the Richmond Police Department will set up a sobriety checkpoint this weekend 19 at an undisclosed location. She said Officers would be on the lookout for drunk drivers and seat belt violators in 20 an effort to make the roadways safer for everyone. She said the delay to those motorists stopped would be no 21 longer than three minutes and each would be given a self-addressed stamped envelope in which to place his or 22 her response expressing an opinion on the sobriety checkpoints. She also reminded the Board that Operation 23 Buckle Down is in full swing during Child Passenger Safety Awareness week February 7-14. She gave 24 telephone numbers for those persons to call with questions about the safety restraints for children. The auto 25 safety hotline is 1-800-424-9393; Riley Hospital's number for automotive safety for children is 1-800-KID N CAR; 26 and the riding safe program of Easter Seals is 312-726-6200. She explained that there are three different child 27 restraints which include the infant safety seat, the convertible child seat and the booster seat for toddlers. She 28 added that although these safety measures are being used that more children are killed or crippled in car 29 crashes than from any other cause of injury.
