HomeMy Public PortalAbout02-03-1994 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 3, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m. Thursday, February 4, 2 1994, in the Municipal Building in said City. Chairperson Earnest Jarvis presided with Dennis Grimes and Janet 3 Hibner in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 27. 1994 6 7 The minutes of the previous meeting were approved on a motion by Hibner, second by Grimes and carried on a 8 unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims were submitted by the City Controller's office for$64,678.83 which included $56,152 for group insurance 13 claims payment.The remainder was for supplies and contractual services.Grimes moved to approve the claims, 14 second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 Jim Ross, representative of the American Bikers Aim Toward Education, requested approval for a parade of 19 motorcycles to commemorate National Motorcycles Safety Awareness month which is June. He said the 20 proposed date is June 5, 1994, beginning at 1:30 p.m. at the parking lot at Richmond High School and ending at 21 the Elks Road entrance to Glen Miller Park. He added that approximately 50 motorcycles are expected to 22 participate in the event. Hibner commented that most of the route is state highway and Captain Danny McClure 23 of the Traffic Safety Division suggested that since the next week is Rose Festival, perhaps the two could be 24 combined. Ross said he had no problem with that and was given the telephone number of the Rose Festival 25 office and left his business card with Jarvis. In answer to a question by Jarvis, Ross said the Mayor has been 26 asked and agreed to be a participant. 27 28 CONTRACTS 29 30 There were none. 31 32 OTHER MATTERS 33 34 A. Hibner gave the background concerning the request made last week by Kemper for the installation 35 of No Parking signs on the triangular section of South 7th Street which is between South M and South 36 N Streets. She said the Board had been unclear as to who actually owned that section and after 37 researching it, Dave Ferriera of the engineering department had written a letter to the Board. He stated 38 that the county has no record of the vacation of the triangular section but according to the city quarter 39 section map it had been vacated. He further noted that whoever owns it, either the City or Kemper, both 40 would agree to the installation of the signs. Hibner moved to approve the No Parking signs at the 41 expense of Kemper,second by Grimes and the motion was carried on a unanimous voice vote. 42 43 B. Chairperson Jarvis said the Mayor had a call from a visitor to the City who had problems finding 44 Richmond High School, suggesting perhaps directional signs be placed in strategic areas. The request 45 had been passed on to the Board, Chairperson Jarvis said, which prompted a letter to Captain 46 McClure. After checking the area, Captain McClure suggested the placement of a sign on South West 47 First Street between West Main and West National Road to indicate to southbound traffic that the high 48 school is straight ahead and a sign on West National Road near Hardee's to indicate that a right turn at 49 the intersection would take the motorist to the high school. Captain McClure added that since both 50 locations are on state highways it would require the approval of the Indiana Department of 51 Transportation. Grimes moved to approve the installation of the signs as recommended by Captain 52 McClure,second by Hibner and the motion was carried on a unanimous voice vote. 53 54 C. Chairperson Jarvis asked Tom Cole, general manager of Kmart west, to step to the lecturn and 55 explained the background on the problem which was being addressed. He explained that Kmart west's 56 alarm permit had been revoked by this Board in August 1993 as a result of exceeding the allowable 57 number of alarms as ruled by ordinance. After the revocation, Kmart, as is the case in all revocations, 58 had the right to get the problem corrected and produce an inspection report from a certified electrician 59 to the Board. Chairperson Jarvis stated further that a letter was received from Kmart January 20, 1994, 60 61 stating the work had been done. However, in the meantime, the Richmond Police Department responded to another false alarm and according to ordinance, any time the City responds to a false 62 alarm at a business not permitted to have the alarms turned on, which was true in the case of Kmart 63 west,a$100 fine is assessed. Cole admitted that he was in error, noting it was due to poor follow up on 64 his part, adding that he would go by any decision reached by the Board. 65 Board of Works Minutes Cont'd February 3, 1994 Page 2 1 Cole added that he felt confident that the new National Guardian Silent Watchman installed in August 2 would alleviate any problems with false alarms. He also noted his appreciation of the fast response time 3 of the local police department. Grimes moved to permit the reinstatment of the alarm permit for a fee of 4 $25 since Cole and Kmart west had shown good faith, second by Hibner and the motion was carried on 5 a unanimous voice vote. Chairperson Jarvis asked for another motion and read from the City's Code of 6 Ordinances which addressed the levying of the$100 fine for the violation. Grimes so moved, second by 7 Hibner and the motionwas carried on a unanimous voice vote. 8 9 D. Hibner noted that Fire Chief James Sticco had submitted a written report of promotions within his 10 department which included the advancement of Vincent DeVito, a 12-year veteran, to the rank of 11 Lieutenant; Sam Roberson, a five-year veteran, to Engineer; Rock Fisher as a First Class Firefighter 12 after his completion of the 12-month probationary period; and Mark Herold, after completing a 13 six-month probationary period, to the permanent rank of training officer. He also noted that Randy 14 Wright had left the department after four-and-one-half years to become a police officer in Centerville. 15 Hibner moved to approve the promotions, second by Grimes and the motion was carried on a 16 unanimous voice vote. 17 18 PUBLIC COMMENTS 19 20 Captain McClure commented that in conjunction with the DWI grant received from the Governor's Task Force for 21 impaired driving there would be extra details of officers throughout the City looking for drunk drivers and also 22 seat belt violations. 23 24 ADJOURNMENT 25 26 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 27 voice vote,the meeting was adjourned. 28 29 30 31 32 33 34 35 Earnest Jarvis, Chairperson 36 37 38 39 40 41 42 ATTEST: 43 Norma Carnes, City Clerk 44 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65
