HomeMy Public PortalAbout01-27-1994 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 27, 1994 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 January 27, 1994 in said City. Earnest Jarvis presided with Janet Hibner and Dennis Grimes in attendance. 3 The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JANUARY 20,1994 6 7 The minutes of the previous meeting were approved on a motion by Hibner, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller for payment totaled $667,485.63 most of which was for payroll and 13 payroll taxes and included $95,128.65 for supplies and contractual services. Grimes moved to approve the 14 claims,second by Hibner and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Hibner read two requests for renewals of handicapped parking spaces made by the Calvary Baptist 19 Church at 121 South West E Street and Mary Guess at 231 North 17th Street. She reported that both 20 had been reviewed by the Traffic Safety Division and moved that both be approved, second by Grimes 21 and the motion was carried on a unanimous voice vote. 22 23 OTHER MATTERS 24 25 A. Carrie Hauptstueck, human resource coordinator at Kemper Cabinets at 701 South N Street, told 26 Board members that their fleet drivers have problems maneuvering their trucks because of the parked 27 cars. She said Kemper is not sure who owns the property, but if the City does, the company would like 28 to request that No Parking signs be posted in that area. She said it would eliminate about eight parking 29 spaces but saw no problem in doing that since there is ample parking area for Kemper employees. 30 31 32 Captain Danny McClure said from what he can tell by looking at the map that the area used to be South 7th Street which has been vacated. He said he does not believe the City owns the property. Jarvis 33 34 suggested the engineering division look at the property and bring the decision to the next meeting. 35 B. Jarvis said a letter dated January 24, 1994 had arrived from Schuller-Manville requesting 36 permission to install a gate opener at a gate located 10 feet from the east edge of the property on the 37 south side of the road between Richmond Avenue and the alley. Grimes said the request had been 38 reviewed by Dave Ferreira of the engineering division and read a letter determining his findings. 39 Captain McClure said the Traffic Safety Division had reviewed the area and noted it dead ends at the 40 end of Richmond Avenue. He added that he had no problem with the request. Ferreira was present and 41 noted that the gate opener is a machine where an access card is used to gain admittance.Jarvis asked 42 about utilities in the area which might have to be moved and Ferreira said there are several but would 43 need to look at the area further to check that out.Jarvis said he would not want the City to pick up any 44 expense connected with the granting of the request. Hibner asked if the old card reader was on the city 45 right of way and Ferreira answered in the affirmative.Grimes moved to approve the request, second by 46 Hibner and the motion was carried on a unanimous voice vote. 47 48 C. Jarvis asked Sgt. Janice Passmore of the Richmond Police Department to step forward to read a 49 press release about Operation Buckle Down designating the week of February 7-14 as "Child 50 Passenger Safety Awareness Week."She gave the background on the Child Restraint Law which went 51 into effect 10 years ago, noting that it is a primary law which means the driver can be stopped by 52 officers if there is a child restraint law violation without any other reason. She said the violation can 53 draw a fine up to $500 plus court costs. She noted that 1,793 children, age four and under,were saved 54 as a result of child restraint use from 1982 to 1992. She added that increased enforcement efforts will 55 be made by the Richmond Police Department to assure compliance with the law. Alluding to her years 56 in the Indiana House of Representatives, Hibner said she was instrumental in adopting that legislation 57 and she heartily supports it. 58 59 111 60 ADJOURNMENT 61 62 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 63 64 65 Earnest Jarvis, Chairperson ATTEST: Norma Carnes, City Clerk
