DECEMBER 30. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 December 30, 1993 in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 23.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11- 12 No claims were submitted. 13 14 REQUESTS 15 16 None were made. 17 18 CONTRACTS 19 20 A. Bids awarded for bulk and pump purchase of fuel gasoline for the City for 1994 were to Wayne 21 County Farm Bureau and Warfield Oil as recommended by Grimes and reviewed by Vicki Stevens, 22 purchasing manager. Wayne County Farm Bureau received the bid as the lowest bidder for premium 23 unleaded gasoline at .468 transport, .503 tankwagon and .495 pump; and regular gasoline at .448 24 transport, .483 tankwagon and .475 pump. Warfield Oil received the bid as the lowest bidder for 25 premium road diesel at .485 transport, .5150 tankwagon and .545 pump; diesel No. 1 (premium) at 26 .4460 transport and .476 tankwagon; No. 1 fuel oil at.505 transport and .535 tankwagon; No. 2 fuel oil 27 at.436 transport and .466 tankwagon. 28 29 B. Bids submitted for the pest control for the City included those for one and three years, respectively. 30 The one-year bids were $2,661 by Rogers, $2,681 by Earlywine, $2,931 by Richmond Exterminating 31 32 and $8,507 by Wilson. Three-year bids were $7,983 by Rogers, $8,043 by Earlywine, $8,793 by Richmond Exterminating, and $25,521 by Wilson.The bid was awarded to Rogers Pest Doctors as the 33 lowest responsible and responsive bidder at$7,983 for three years. 34 35 C. The towing contract for the City-owned vehicles was awarded for a two-year period to Stampers as 36 the lowest responsive and responsible bidder at $37.50 for days and $46 for nights. Other bids 37 submitted were from Pardo's at$39 for days and $47.50 for nights; and H & H for$42.50 for days and 38 $54.50 for nights. - 39 40 OTHER MATTERS 41 42 A.An appeal hearing of a grievance decision for Firefighter Scott Simmons was held pursuant to Article 43 10 of the Fire Fighters Contract. Attorney Tom Seal represented Scott Simmons and presented 44 arguments for payment of out-of-pocket expenses to an IVY TECH Fire School held in Indianapolis on 45 October 16 and 17, 1993. Attorney Seal contended that Article 23, the Prevailing Rights language and 46 Article 7 regarding Discrimination were applicable in this matter. 47 48 Attorney Darrin Dolehanty represented Chief Sticco and the City in the aforementioned matter.Attorney 49 Dolehanty argued that the appeal may have been untimely and these procedures had not been 50 followed, as well as the fact the contract allows the chief to make managerial decisions, therefore 51 out-of-pocket expenses did not need to be paid. 52 53 After all parties had an opportunity to be heard, Chairperson Hibner advised the Board that a decision 54 has to be rendered within 21 days. Chairperson Hibner moved to take the matter underjadvisement and 55 render a decision within the 21-day time frame, second by Jarvis and the motion was carried on a 56 unanimous voice vote. 57 58 ADJOURNMENT 59 60 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 61 62 63 64 Janet Hibner,Chairperson 65 ATTEST: Kelli Dickens,Engineering
