DECEMBER 23. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 23, 2 1993, in the Municipal Building in said City. Vice Chairperson Earnest Jarvis presided with Dennis Grimes in 3 attendance.Chairperson Janet Hibner was absent. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 16.1993 6 7 The minutes of the December 16, 1993 meeting were approved on a motion by Jarvis, second by Grimes and 8 carried by a unanimous voice vote. . 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for$1,265,364.41 primarily for payroll and payroll taxes as 13 well as supplies and contractual services. Grimes moved to approve the claims, second by Jarvis and the 14 motion was carried on a unanimous voice vote. 15 _ 16 REQUESTS 17 18 A.There were no handicapped parking requests. 19 20 B.Jarvis announced that the American Heart Association's requestion for approval of Collection points 21 for its fund-raising campaign May 28, 1994, had been on the agenda for the past three weeks and 22 efforts to contact the group had been unsuccessful. He reminded the public that it is not the policy of 23 this Board to approve these types of collections on the public streets. Grimes said based upon that 24 information he would move to deny the request but will reconsider another request if they so choose to 25 submit it.Jarvis added that the Board is not against this type of program but would not authorize it to be 26 done on the city streets. He requested the local unit of the AHA to contact the Board and resubmit its 27 request. 28 29 CONTRACTS 30 31 A. Grimes said that last week bids were received from three companies for the concession/restroom 32 facilities at Glen Miller and Clear Creek Parks, separately, and a combined bid for the two. Those 33 submitting bids were Oberle & Associates, Russell & Geier and Brumbaugh Construction. After 34 reviewing the bids it was determined that Brumbaugh Construction Co. of Arcanum, Ohio was the 35 lowest responsible responsive bidder with a bid of$79,925 for the Clear Creek building.They were also 36 the lowest on the Glen Miller building. However, because of the fund limitations in that particular 37 account for the Parks & Recreation Department, Grimes said it was determined to award only the one 38 bid at this time and that was for Clear Creek. Grimes so moved, second by Jarvis and the motion was 39 carried on a unanimous voice vote. 40 41 B. It was announced by Grimes that quotations had been solicited from HELP the Animals Shelter Inc. 42 and the Animal Welfare Shelter through an open market procedure for sheltering of animals for the City 43 through the efforts of the animal control officer and the citizens of the community. He added that since 44 the contract does not exceed $25,000 it is not necessary to open the bids in a public meeting and he 45 and Jarvis had reviewed the bids. The bid submitted by HELP the Animals Inc. was for $1,800 per 46 month which totaled $21,600 annually, and a $7.50 a day for animals held beyond five consecutive 47 days at the direction of the animal control officer.The bid submitted by Animal Welfare Shelter was for 48 $1,583.33 monthly, totaling $18,999.96 per year, with no charge for holding an animal for more than 49 five days. Grimes said both shelters met the requirements set forth in the bid specificiations as far as 50 their facilities were concerned and their care programs for the animals were similar. Grimes moved to 51 award the contract to the Animal Welfare Shelter, second by Jarvis and the motion was carried on a 52 unanimous voice vote. 53 54 OTHER MATTERS 55 Jarvis addressed the issue of the concern expressed by a local couple about the intersection at South 16th and 56 E Streets,but added that according to a list of intersections given to the Board by Captain Danny McClure of the 57 Traffic Safety Division, it falls in about the middle when it comes to all the intersections in the City.Jarvis added 58 that others are far more dangerous but the Board will continue to keep an eye on the situation at that 59 intersection. He said something may be done there in the future but at this time it doesn't seem to be warranted. 60 61 Jarvis also noted that a big concern exists among the citizens about U.S. 27 North. He said this administration 62 has gone to the state a number of times requesting traffic studies and traffic signals as well as turn lanes. He 63 said the state promises the City that it is looking at that area seriously, noting that the road will[be widened and 64 turn lanes put in,but it is not going to happen in the near future. In the meantime,Jarvis said,the state continues 65 to deny the City's request for traffic signals. He reminded the citizens that it is a state highway and it is controlled by the state. All the City can do, he said, is request. He invited those citizens who want to help the situation to enlist the aid of their state senator and representative who are aware of the situation. City Clerk Norma Carnes expressed her appreciation for the cooperation among her fellow workers and 4 wished everyone a Merry Christmas.
