HomeMy Public PortalAbout12-16-1993 Cab BOARD OF.PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 16, 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, December 16, 2 1993, in the.Municipal Building in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis 3 Grimes in attendance. The following business was s had to-wit: 4 5 APPROVAL OF MINUTES OF DECEMBER 9,1993 6 7 The minutes of the December 9, 1993 meeting were approved on a motion by Jarvis, second by Grimes and 8 carried by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for $50,610.14 most of which was for supplies and 13 contractual services; also for $55,391.45 for the City's share of the insurance premium payments; and 14 $696,731.72 most of which was for payroll and payroll taxes. Grimes moved to approve the claims, second by 15 Jarvis and the motion was carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Chairperson Hibner noted that there was no additional information on the American Heart 20 Association request for the approval of collection points for a fund-raising event May 28, 1994. 21 22 B. Jarvis read a report from the Traffic Safety Division which stated that after checking the South A 23 Street area with radar for two days no vehicles were found traveling at excessive speeds from Garwood 24 Road to the 40 Lanes bowling center. However, Jarvis noted that no signs are posted in the area and 25 pointed out that the City has plans to extend South A Street to connect with South 37th Street and 26 moved to approve the posting of one 30 m.p.h. speed limit sign for traffic heading west to the bowling 27 center,second by Grimes and the motion was carried on a unanimous voice vote. 28 29 C.Jarvis read the report from the Traffic Safety Division which reviewed the area around the northeast 30 corner of North 17th and North J Street with the dead end barricaded bridge. He noted that the matter 31 32 was brought to the attention of the Board by a letter from a resident in the area. In the report submitted by Captain Danny McClure it was stated that there is a good amount of diversified activity in the area. 33 He said in checking the police records it was discovered that four calls were made to the area in 1993. 34 Placing the barricades closer to North J Street as the resident suggested in her letter will not help the 35 situation according to McClure. However, he did recommend placing a street light in the area. 36 Chairperson Hibner directed City Clerk Norma Carnes to contact Councilmember McBride who is head 37 of the Council's Street Light Committee, and ask him to check the area and look into the placement of 38 street lights. Jarvis moved to leave the barricades in place and contact Councilmember McBride about 39 street lighting,second by Grimes and the motion was carried on a unanimous voice vote. 40 41 CONTRACTS 42 43 A. Grimes reported that four bids had been received for the concession/restroom maintenance building 44 at Glen Miller and Clear Creek Parks. However, he said one of those bids had arrived after the 9 a.m. 45 deadline. He recommended that it not be considered. The three bids which qualified for consideration 46 were from Oberle & Associates, Russell & Geier, and Brumbaugh Construction from Arcanum, Ohio. 47 The bids were presented in three parts with the first for Glen Miller,the second for Clear Creek and the 48 third was a combined bid. The bid from Oberle & Associates was for $79,000 for Glen Miller, $93,000 49 for Clear Creek, and $169,400 for the combined bid;the bid from Russell &Geier was for $76,455 for 50 Glen Miller, $84,940 for Clear Creek and $161,395 for a combined bid; and the bid from Brumbaugh 51 was for $69,195 for Glen Miller, $79,925 for Clear Creek and $148,120 for the combined bid. Grimes 52 moved to take the bids under advisement, second by Jarvis and the motion was carried on a 53 unanimous voice vote. 54 55 B. Grimes opened the bids received from Wayne County Farm Bureau and Warfield Oil for the 1994 56 fuel and gasoline for bulk and pump purchases. The bids were for different type of fuels. The bid from 57 Wayne County Farm Bureau was as follows: Premium unleaded gasoline transport, .468 a gallon,from 58 the tank wagon, .503 per gallon, and pump price, .495 per gallon; Regular gasoline, .448 per gallon for 59 transport, .483 for tank wagon, and .475 pump price; Premium road diesel, .49 a gallon transport, .525 60 per gallon for tank wagon, .519 per gallon pump price; Diesel No. 1 premium, .499 transport, .534 tank 61 wagon, and .528 pump price; No. 1 fuel oil, .509 transport, .544 tank wagon; and No. 2 fuel oil, .449 62 transport, and .484 tank wagon. The bid by Warfield Oil was as follows: Premium unleaded gasoline 63 transport, .4755, .5155 tank wagon, and .5745, pump price; Regular gasoline plus, .4705 transport, 64 .5005 tank wagon, and .525 pump price; Premium road diesel, .4850 transport, .5150 tank wagon and 65 .545 pump price; Diesel No. 1 premium, .4460 transport, .4760 tank wagon; No. 1 fuel oil, .5050 transport and .5350 tank wagon; and No. 2 fuel oil, .4360 transport and .4660 tank wagon. Grimes moved to take the bids under advisement for awarding at a future date, second by Jarvis and the motion was carried on a unanimous voice vote. Grimes reported to the Board the recommendation of the committee which reviewed the bids 2 received at the December 9 meeting for the irrigation system at Highland Golf Course. He said the low 3 bid was presented by Rainmakers for a total of $58,450 and the next lowest was from Mainscape for 4 $62,900. He said the committee was concerned about the lack of contract experience with golf courses 5 on the part of both of those bidders. He said Rainmakers was limited to one reference for a golf course 6 and Mainscape indicated no- experience in that area. Therefore, it was the recommendation of the 7 review committee that the bid be awarded to the third lowest bidder which was Walker Irrigation System 8 for $63,200 from Walker Irrigation System, noting that company represented eight different references 9 for golf courses it has done in the past two years. Grimes said when awarding bids, the City tries to 10 strive for the lowest responsible responsive bid. He moved to award the bid to Walker with the provision 11 that the work be completed by March 15, 1994, second by Jarvis and the motion was carried on a 12 unanimous voice vote. 13 14 OTHER MATTERS 15 16 A.
