HomeMy Public PortalAbout11-18-1993 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND. INDIANA. NOVEMBER 18. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 2 November 18, 1993, in said City. Janet Hibner presided with Earnest Jarvis and Dennis Grimes in attendance. 3 The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF NOVEMBER 18.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller for payment totaled $702,849.34 most of which was for payroll and 13 payroll taxes. Also, $412,376.50 which included $74,207 for insurance premiums for automobile liability; 14 $72,579.20 to RP & L for electric service; and $126,320.14 for the October health insurance claims. Grimes 15 moved to approve the claims for payment, second by Jarvis and the motion was carried on a unanimous voice 16 vote. 17 18 REQUESTS • 19 20 A. Addressing the parking issue brought before the Board at its November 11 meeting by the Rev. 21 Allen Bacon of the Community Church of the Cross, Chairperson Hibner asked for a report by Captain 22 Danny McClure of the Traffic Safety Division who supplied Board members with a diagram of the alley 23 behind the church to determine the amount of space there. He said Fire Prevention Chief Wayne 24 Jackson recommended no vehicles be parked there because of the sprinkler systems in the alley that 25 the fire department has to have access to. Based upon the information supplied, Chairperson Hibner 26 said she wanted to check out the area for herself and recommended the Board defer any action in the 27 matter. 28 29 B. Grimes brought before the Board a complaint made by a resident at 439 Lincoln Street about cars 30 parking too close to the intersection near there. After a brief discussion it was determined that what is , 31 32 needed is the curb to be repainted yellow for the required 20 feet. Chairperson Hibner said that request would be made to the Street Division which would do the repainting. 33 , 34 C. Jarvis read a request for the placing of No Parking signs and the painting of yellow curbs on North 35 10 and F Streets. Sgt.Janice Passmore of the Traffic Safety Division reported that she had viewed the 36 area with Leland Johnson who had indicated that when the construction was finished on the bridge that 37 the signs had not been replaced and the curbs had not been re-painted. Sgt. Passmore recommended 38 that the curb on the west side from North 10th Street south of North F, under the overpass, be painted 39 yellow between the now present No Parking signs. Also,that a No Parking sign be placed on the light 40 pole on the northwest corner of North 10th and F Streets and the curb be painted yellow between that 41 sign and the one that is still present further to the north at the curb. Jarvis moved to accept the 42 recommendation of the Traffic Safety Division, second by Grimes and the motion was carried on a 43 unanimous voice vote. 44 45 OTHER MATTERS 46 47 A. Jarvis presented the proof of insurance supplied by Richard Robinson who requested the Boards 48 permission at its November 11 meeting to move a house from 510 South H Street to the 1300 block of 49 South 3rd Street.Jarvis moved to authorize the moving of the house on a date to be specified, second 50 by Grimes and the motion was carried on a unanimous voice vote. 51 52 . B. Chairperson Hibner announced that the next meeting of the Board of Public Works and Safety will 53 be at 9 a.m.Wednesday, November 24, 1993,due to November 25 being Thanksgiving Day. 54 55 C.Grimes read a report submitted by Thomas Cox of the Richmond Police Department and moved the 56 Board give its approval of the election of the Rev. LaRue Griffin to a three-year term on the Police Merit 57 Board,second by Jarvis and the motion was carried on a unanimous voice vote. 58 59 ADJOURNMENT ' 60 61 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 62 63 - 64 65 Janet Hibner,Chairperson ATTEST: Norma Carnes, City Clerk
