NOVEMBER 11, 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday, 111 2 November 11, 1993 in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis Grimes in 3 attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF NOVEMBER 4.1993 6 7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Grimes and carried on a 8 unanimous voice vote. 9 10 APPROVAL OF CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were in the amount of$228,555.48 which included$35,362.74 to 13 Barrett Paving for payment of the street paving, $51,860.84 for the health insurance fund and the remainder for 14 supplies and contractual services. Grimes moved to approve the claims, second by Jarvis and the motion was 15 carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A.Three requests for handicapped parking spaces were read by Jarvis. These included two renewals, 20 one for John W. Griffith at 325 North 18th Street and the other for Evelyn Dorothy Ammon at 418 South 21 11th Street, and a new one for Samuel Swank at 124 South 11th Street. Jarvis moved to approve all 22 three,second by Grimes and the motion was carried on a unanimous voice vote. 23 24 B. Chairperson Hibner read a letter from The Rev. Allen Bacon, minister at the Community Church of 25 the Cross at 100 South 9th Street, requesting designating parking spaces on North 9th Street. She 26 commented that it is against the City's policy to reserve private areas for clergy and staff parking on the 27 street. The Rev. Bacon stepped forward and addressed the Board on the issue, noting that in the past 28 he, along with several church volunteers, had been parking in the rear of the building in the alley but 29 were told by the Police Department that it was not allowed and the sanitation trucks could not get 30 through. He said he had spoken with several of the different businesses nearby and either they did not 31 have the space or were unwilling to share it. Chairperson Hibner said she had looked into what is 32 available and mentioned several options which included the off-street parking areas owned by.the City. 33 She asked Police Chief Dennis Rice if he would look at the alley in back of the church to see if some 34 spaces could be designated there and still allow the sanitation trucks to get through. Chief Rice 35 suggested the Board take the request under advisement so his department could survey the area. 36 37 C. Grimes read a request from Renee Oldham, chairman of the Christmas committee for Main Street, 38 asking for approval of the 1993 parade which is set for 11 a.m. Saturday, November 27, and that no 39 parking signs be placed from 16th and Main Street to 10th and Promenade. She noted that the First 40 Friends parking lot is normally used but will not be available this year. Also included with the request 41 was a lit of activities happening between now and December 23 and Grimes commented that anything 42 else requiring Board action will have to be brought before the Board, adding that the Board could not 43 give a blanket sanction to everything on the list. He moved to approve the route as presented in the 44 request,second by Jarvis and the motion was carried on a unanimous voice vote. 45 46 D. Chief Rice explained to the Board that he was Christmas chairman of the Salvation Army this year 47 and asked permission to place lights on the City Building pine tree as donations are collected, noting 48 that as the contributions come in, additional lights are placed on the tree. He said the official kickoff will 49 be November 26, adding that they will start putting on the lights between now and that date. He 50 commented that the Salvation Army gave assistance to 2,892 individuals last year. Jarvis moved to 51 approve the request,second by Grimes and the motion was carried on a unanimous voice vote. 52 53 E. Chairperson Hibner recognized four young women in the audience who said they,were students 54 from Earlham College and were merely there to observe. 55 56 F. A letter was read by Grimes from Larry Phillips of the AIDS Task Force requesting the dimming of 57 lights of the Municipal Building for five minutes between 6:30 and 7 p.m. on December 1 when a 58 candlelight ceremony will be held at the Wayne County Courthouse. Grimes moved to approve the 59 request,second by Jarvis and the motion was carried on a unanimous voice vote. 60 61 CONTRACTS 62 63 A. Grimes noted that Jim Kottyan had been selected to preside at the City's auction November 20 at 64 the Richmond Police Department, 401 South Q Street. He said the contract authorizes Kottyan to 65 receive three percent of the total sales as his fee, adding that items will be available for inspection one hour before the auction starts at 10 a.m. Grimes moved to approve, second by Jarvis and the motion was carried on a unanimous voice vote. 1 °"A. Grimes said bids had been received last week for hardware and software for a computer system 2 used to do the accounting for the City.After reviewing the bids, he said the low bid of $12,000 with an 3 alternate bid of$10,000 from Rosa's Inc.did not meet the specifications as far as being compatible. He 4 said the same was true for the bid made by NCR. He said Government Systems Inc. was the only 5 bidder to include the software and moved to award the bid to GSI for $15,000 for the hardware and 6 $30,000 for the software,second by Jarvis and the motion was carried on a unanimous voice vote. 7 8 C.Jarvis read a request for payment of$6,388 by SIECO Inc.for work done on Industries Road, noting 9 that the road starts at Hill's Pet Foods and runs east to U.S. 27 North. He moved to approve the 10 request, second by Grimes and the motion was carried on a unanimous voice vote with Grimes adding 11 a reminder that the City will receive and 80 percent reimbursement of,those funds. 12 13 D. A letter was read by Jarvis from Frank Otto requesting the streets in the Hunter's Point subdivision 14 Sections 4 and 5 be accepted by the Board as part of the City's street system.The streets involved are 15 extensions of Hunter's Point Drive and Pheasant Run. He said new streets are Eagle Trace, Fox 16 Chase,Deer Park Court and Bishop's Gate.Jarvis said a map was enclosed with the request along with 17 a letter from City Engineer Bob Wiwi which noted the only condition placed on the approval was that the 18 developer's professional engineer provide the City a set of as-built drawings of Section 4 and 5 for filing 19 in his office. Jarvis moved to accept the request including that condition, second by Grimes and the 20 motion was carried on a unanimous voice vote. 21 22 OTHER MATTERS 23 24 A. Grimes read a request for a curb cut made by Elva Lamb at 1212 Ridge Street. He said it had been 25 approved by all the City departments and moved to approve the request, second by Jarvis and the 26 motion was carried on a unanimous voice vote. 27 28 B.A request by Richard Robinson to move a house from 510 South H Street to the 1300 block of South 29 Third Street was read by Jarvis who noted that a map was enclosed marking the route. He said more 30 information was needed such as the date of the move,the $100 fee to be paid and proof of insurance. 31 He added that he was concerned about the street trees, noting that the last house that was moved was 32 off of Eariham College property on College Avenue and even after trimming of the trees two of them 33 had to be cut. He said these have been replaced with two nice-sized trees which cost about $200 34 apiece. He said if moving this house gets into cutting trees he feels that Robinson should be required to 35 replace them and he would make that condition if the request is approved. Robinson said one tree has 36 to be removed but it is a dead one in between the sidewalk and curb at 512 South.H Street to get the 37 house off its present lot. He said he would have proof of insurance in the Board's hands before the end 38 of the day.Jarvis asked if Robinson was going to hire someone to trim the trees along the route or did 39 he want the City to take care of it. Robinson said the mover would take care of the trimming of the trees 40 and the house will be moved the first of December. Jarvis noted that the letter from the Traffic Safety 41 Division stated that someone needed to pick up the no parking signs at the Police Department 24 hours 42 prior to the actual moving date,the streets would have to be temporarily closed,two to three police cars 43 would be needed to block traffic, limbs would need to be trimmed on South Fifth Street and South M 44 Street and the Traffic Safety Division would need 48-hour notice. Jarvis added that he would like Mr. 45 Bosell of the Street Tree Commission to either approve the trimming of the trees or the City could trim 46 them and Robinson could pay for the time involved. Robinson agreed on the latter. Chairperson Hibner 47 suggested that official approval be deferred until next week because of the absense of proof of 48 insurance. 49 50 C.Jarvis noted a number of calls have been received about street trees,adding that a year ago a street 51 tree hotline was established. He recommended citizens who had problems with that area call 983-7321. 52 and leave the information on the answering machine. He assured them they would get a quicker 53 response than calling the City Building and asking to talk to the Mayor. 54 55 D. Chairperson Hibner announced that since the November 25 meeting will be on Thanksgiving Day, 56 the meeting will be held at 9 a.m.Wednesday,November 24. 57 58 E. Chairperson Hibner moved to accept the October 1993 police report into the file, second by Grimes 59 and the motion was carried on a unanimous voice vote. 60 61 ADJOURNMENT 62 63 There being no further business,on a motion duly made,seconded and passed the meeting was adjourned. 64 65 Janet Hibner, Chairperson ATTEST: Norma Carnes,City Clerk
