1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 23,
2 1993, in the Municipal Building in said City. Chairperson Janet Hibner presided with Dennis Grimes in
3 attendance. Earnest Jarvis was absent.The following business was had to-wit: -

7 The minutes of the September 16, 1993 meeting were approved on a motion by Grimes, secondiby Hibner and
8 carried by a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office were for$766,951.11 which was for payroll and payroll taxes and
13 claims for $209,759.05, most of which was for various supplies and contractual services and additional
14 $115,245.29 payable to the City of Richmond Insurance fund for medical claims. Grimes moved to approve the
15 claims,second by Hibner and the motion was carried on a unanimous voice vote.

17 REQUESTS

19 A. Grimes read a renewal request for handicap parking for Mary Rasner of 77 Northwest "H" Street.
20 TheTraffic Safety Division of the Richmond City Police Department, Sgt.Passmore reviewed the
21 request and found that the specifications were met. Grimes recommended the renewal request,
22 second by Hibner and carried by a unanimous voice vote.

24 B. Hibner read a request from Tina Hampton, Bonnie Hampton, Deborah Hampton and Bev Banning
25 for speed limit signs to be posted and enforced on North 5th Street,for the safety of their children. An
26 additional request asks for an alley to be repaired between North 5th Street and Fort Wayne Avenue
27 because the dirt and rocks wash off. The residents would like the alley to be cleaned and opened.
28 Hibner read a recommendation from the Traffic Safety Division stating that a survey had been made by
29 Officer Miller of the Police Department on 9-21-93 in the 300 Block of North 5th and no 'speed problem
30 was detected in the hour he ran radar. There are no posted speed limit signs in this area therefore the
31 speed limit is the urban limit which is 30 m.p.h. There is no objection to speed limit signs being posted
32 in this area and theTraffic Division will continue from time to time to run radar in the area: Hibner asked
33 is anyone wanted to speak in favor of this. Tina Hampton of 223 North 5th Street stated that at one
34 - time there was a cross walk sign and when the street was repaved,the sign was never]posted again.
35 She also asked how long it took for a sign to be replaced after it was knocked down. Sgt. Janice
36 Passmore said if they would contact the Traffic Safety Division, they would in turn contact the Street
37 Department and within a couple of days it would be posted. Hibner asked is anyone else wanted to
38 speak about any other problems on North 5th Street. Mrs. Hampton told about the no parking signs
39 that had been posted there. She said there has never been a complaint about parking from anyone
40 who lives on that street, and wanted them removed. Hibner explained that the signs were posted on
41 North C between the 300 and 500 blocks as a result of a complaint that was heard at the Board of
42 Works meeting. Phyllis Fox came forward and explained that she owned the vacant lot on North 5th
43 Street where they are wanting to vacate the alley. She has talked to Mrs. Jones next door who owns
44 the house and they have both agreed that they would get the alley closed off for Mr. Hampton who lives
45 at the end of the alley because of the dirt and gravel that washes down. She said they would go back
46 52 feet from the end of the sidewalk and build a small wall. Chairperson Hibner explained that if the
47 alley is vacated,she would have access to the alley from her half of the vacated portioni There are no
48 other adjoining property owners. Chairperson Hibner said her office is pursuing this. The Engineering
49 Department has been sent out and has not gotten back to them with a report. Major Farmer said he
50 has no objections to leaving the cross walk signs there. Chairperson Hibner moved that they place the
51 30 m.p.h. speed limit signs on North 5th Street and instruct the Street Division in conjuction with the
52 Police Department to move the no parking sign in front of 300 North 5th Street, second by Grimes and
53 the motion was carried on a unanimous voice vote.

55 C. Grimes stated he had a follow up from the Professional Secretaries International presenting a
56 proposal to clean up an area from 10th to16th Streets. There was some concern about an overlap from
57 another organization that were cleaning the highway. Now thery have come back with a new propsal.
58 They would like to adopt the area from 10th to 16th Streets on North "A"and South "A Streets. They

will begin in October and will collect loose and blowing trash. This will be a 2 year commitment. Jan
Luckett of the Sanitary District, will be the contact person to facilitate the collection. Grimes

62 recommended that the request be approved seconded by Hibner and carried on a unanious voice vote.

63 D. Hibner stated that there was a parking problem on South 4th Street between "A" and "B" Streets.
64 The complaint is regarding county employees parking in that area and preventing individuals from
65 parking in front of their businesses. The Trafftic Division investigated the complaint from Tom Dickman

1 in the.100 Block of South 4th. They did find some county vehicles parked there, but they were legally
2 parked and there is nothing the police-department could do about that. Hibner stated that they did look
3 • at 2 hour parking or residential parking permits, but that will not.solve the problem. Grimes asked if the
4 County Commissioners had been contacted to see if they could come up with a'reasonable solution.
5 Hibner made a motion to leave the situation as is, second by Grimes and motion carried on a
6 unanimous voice vote.

8 E. Grimes read a request for speed limit signs to be placed in the 1st alley North of West Main Street
9 between Northwest 7th and Northwest 8th Streets, adjacent to the Mary Scott Park. 11 neighbors in
10 that area have asked for 10 mph speed limit signs to be posted for the safety of the children. This has
11 been reviewed by Sgt. Passmore of the Traffic Safety Division, Richmond Police Department and she
12 indicates that the Indiana Statutes has already set alley speed limits at 15 mph. The city can lower it to
13 10 mph if they so desire, but that would require a traffic enigeering study. Sgt. Passmore in reviewing
14 this believes that the 15 mph speed limit signs are sufficient. Grimes recommended that they post 2
15 signs at 15 mph,second by Hibner, motion carried on a unanimous voice vote.

17 F. Hibner stated that there is a request regarding a parking problem at Southwest 1st and "J"Streets.
18 With parking being allowed on both sides of the street and so close to the corner it was becoming a
19 traffic hazard. Traffic Division did talk to the individual and they were not certain if the street was
20 Southwest 1st and"G"or Southwest 1st&"J" and it did not appear to be a problem at th time.

22 G.Jarvis read a request for a traffic light at Sylvan Nook Drive and Chester Boulevard,commenting that
23 this has become an almost annual request. He noted that it is a state highway and a state study was
24 requested and done but no light was deemed necessary.Jarvis moved to-authorize Wiwi to once again
25 write-a letter to the Indiana Department of Transportation to study the intersection with the thought of
26 installing a traffic light,second by Grimes and the motion was carried on a unanimous voice vote.

28 H. Chairperson Hibner said she is trying to determine whether or not any other part of South West 1st
29 Street other than the 700 block should be included in a request received by the Board for residential
30 parking permits. She said a time has been tentatively set up for notification and it has to be advertised
31 in the newspaper on two occasions which have to be seven days apart and at least seven days prior to
32 the actual hearing. Those notices will run'September 15 and September 22 which means the actual
33 hearing will be September 30. She said it is hoped that the prior survey taken by the Traffic Safety
34 Division will suffice. Jarvis added that enough area has to be included to eliminate the problem of
35 parking in that area. Captain McClure said it may be necessary for his officers to knock on doors in the
36 800 block. Chairperson Hibner said she understands that in the handbook at the high school it is stated
37 that the students are supposed to park in the parking lot across the street east of the school. Jarvis
38 suggestedthat John Lebo, principal at Richmond High School, be asked to participate in the public
39 hearing. Chairperson Hibner said she feels the problem is not only that of the Board but the school
40 officials as well.

42 OTHER MATTERS

44 Jarvis moved to approve the moving of two of Richmond Power & Light's large transformers specifying that
45 Underwood Movers of Indianapolis contact Richmond Police Department's Traffic Safety Division 24 hours in
46 advance so there will be sufficient personnel to block the roadways if required,second by Grimes and the motion
47 was carried by a unanimous voice vote.

49 Chairperson Hibner moved to accept the August report from the:Richmond Police Department into the records,
50 second by Jarvis and the motion was carried by a unanimous voice vote.

52 Captain McClure reported that he had discovered he had given erroneous information to the Board last week
53 when he reported there had been no accidents'at the intersection of South 16th and E Streets in 1992. He said
54 in checking through the computer he found there had been four and all had been property damage only and no
55 personal injury. He said even with taking the nature of the incidents into account it does not warrant a stop sign.
56 He said there is already a "Slow" sign at the top of the hill. Chairperson Hibner said she has received several
57 complaints about the shrubbery and the trees blocking the visibility and there was some argument as to whether
58 the City or the owners should be responsible for the trimming. Jarvis noted that he had gone through that
59 intersection-last.week, headed east, and a car coming'north pulled out about one,third of the way into the
60 intersection, leading`him to believe visibility to the west was blocked.. • .

62 Captain McClure said officers working special detail in conjunction with a grant dealing with safety restraints had
63 made 315 arrents since August 18, with 204 of those for safety restraints. During Labor Day weekend, he said,
64 109 arrests were made with 68 involving safety restraints. He said the project would continue the remainder of
65 the week and into the first part of next week, adding that he hoped.it would reduce the percentage of safety
restraint accidents.
