BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA.

1 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session on Thursday,
2 September 16, 1993 in said City. Chairperson Janet Hibner presided with Earnest Jarvis in attendance. Dennis
3 Grimes was absent.The following business was had to-wit:

5 APPROVAL OF MINUTES OF SEPTEMBER 16.1993

7 The minutes of the previous meeting were approved on a motion by Jarvis, second by Chairperson Hibner and
8 carried on a unanimous voice vote.

10 APPROVAL OF CLAIMS FOR PAYMENT

12 Claims submitted by the City Controller's office read by Chairperson Hibner were in the amount of$232,931.52
13 which included $72,612.84 paid to RP & L for electric service; $18,540 to Adams Roofing for,the No. 5 fire
14 station roof; $20,000 for health insurance claims and $121,778.61 for supplies and contractual services.
15 Chairperson Hibner moved to approve the claims,second by Jarvis and the motion was carried on a unanimous
16 voice vote.

18 REQUESTS

20 A.Jarvis moved to renew the request made by Anni Jackson for a handicapped parking space at 407
21 South 4th Street, second by Chairperson Hibner and the motion was carried on a unanimous voice
22 vote. A request made by Audrey G. Collins for a new handicapped parking space at 1243 Crosshall
23 Street was approved through a motion by Jarvis, second by Chairperson Hibner and the motion was
24 carried on a unanimous voice vote. A request made by Elizabeth L. Banta for a new handicapped
25 parking space at 317 North 20th Street did not meet the ordinance guidelines according to the Traffic
26 Safety Division and Jarvis moved it be denied, second by Chairperson Hibner and the motion was
27 carried on a unanimous voice vote.

29 B. A request from Tammy Fox of 307 North 6th for no parking signs on North C Street, in the 300 to
30 500 block, was read by Chairperson Hibner. In its report of the area, the Traffic Safety'Division noted
31 32
that it is a one-way street and very narrow and allowing parking on either side of the street could
prevent a fire truck or a large vehicle from getting through. There were no objections to restricting
33 parking on both sides of the street. Chairperson Hibner moved to place the no parking signs in the 300
34 to 500 block on both sides of North C Street, second by Jarvis. and the motion was carried on a
35 unanimous voice vote.

37 C. Jarvis read a letter from the Traffic Safety Division which received information from Bob Sizemore
38 who lives in the area of the FIND Center that the yellow curb for a bus zone is no longer needed on
39 South 4th Street. Jarvis moved to approve the removal of the bus loading zone sign and to paint the
40 curbing white except for the first 20 feet south of B Street which should remain yellow, second by
41 Chairperson Hibner and the motion was carried on a unanimous voice vote.

43 D. Chairperson Hibner read a request from the Indiana-American Water Co. to restrict parking on the
44 west side of North West K to North West L between 7:30 a.m. to 4 p.m. from September 20 to
45 September 30 for the installation of a six-inch water main. A letter from the Traffic Safety Division had
46 no objections. Chairperson Hibner moved to approve the temporary no parking request specifying that
47 if that is one of the streets that has been freshly overlayed that the Water Co.overlay it again after the
48 work is completed to bring it back to its original condition, second by Jarvis and the motion was carried
49 on a unanimous voice vote.

51 E.Jarvis read a letter from the Rev. Dixie Miller of the First Christian Church at 100 South 10th Street
52 coordinator of the 1993 CROP WAlk to raise funds for international health and food,assistance on
53 October 3, beginning and ending in South 10th Street Park. She requested permission:to walk on the
54 public sidewalks in an organized manner. She wrote that this is the third year for the!CROP walk in
55 Richmond, noting that the letters stand for Christian Rural Overseas Program but is now a trademark
56 for community fund raising in educational events sponsored by the Church World Service. A letter from
57 the Traffic Safety Division noted no objections. Jarvis moved to approve the request, second by
58 Chairperson Hibner and carried on a unanimous voice vote.

60 F. Chairperson Hibner read a request from Vivian Thompson for the closing of South B Street from
61 South 27th Street to Southeast Parkway from 4 p.m.to dark September 27 for a block party.The Traffic
62 Safety Division had no objections as long as the street was open by dark. Another request for a block
63 party from noon to 5 p.m. September 25 from South A to South B Streets and Southeast Parkway was
64 read by Chairperson Hibner. She moved to approve both requests, second by Jarvis and the motion
65 was carried on a unanimous voice vote.

1 G. Tom Bivens, interim director of Main:Street Inc., asked the Board's approval for the Promenade of
2 • the Arts Saturday, September 17th, noting that 34 artists will be participating in the event from 11 a.m.
3 to 5 p.m. He said.this is the fourth year for the event and added that entertainment will be provided this
4 year.There will also be some catering along the line of a brown bag lunch,he said. He said there would
5 be no special requirements for help from any City departments.Jarvis moved to approve the request,
6 second by Chairperson Hibner and the motion was carried on a unanimous voice vote. Bivens said he
7 would be back before the Board next week requesting approval for Apple Fest 93 on the Promenade
8 Oct 7-9 which will include crafters, storytelling, basket making and lots of apples along with
9 entertainment. He said he will have a full-blown presentation next week and will have checked with the
10 police,fire and park departments before coming before the Board.Jarvis said Bivens had given them a
11 lot of information and asked that he put it in writing.

15 A. Chairperson Hibner reported that two bids had been received for the municipal pool repair and
16 painting. The first she opened was from Williams Painting Co. of Bunker Hill.Jarvis read the bid which
17 was for $42,500. The second bid opened by Chairperson Hibner was from Shamrock Enterprises for
18 $59,374.49 Jarvis moved the bids be taken under advisement, second by Chairperson Hibner and the
19 motion was carded on a unanimous voice vote.

22 OTHER MATTERS

24 A. Chairperson Hibner reported a request from Wilda Jones at Earlham College for a noise permit from
25 2 p.m.to 6:30 p.m.Saturday,September 18 on the college campus. It is for a concert featuring jazz and
26 blues music. Chairperson Hibner said there was some confusion as to whether these noise permit
27 applications should be submitted to the Board and she said she assured Jones that they should
28 continue as they have in the past so the Board will be aware that these things are going on.
29 Chairperson Hibner moved to approve the request, second by Jarvis and the motion was carried on a
30 unanimous voice vote.

32 B. Mark Herold,training officer for the Richmond Fire Department, asked the Board to approve the use
33 of Dana Parkway for a six-week period for the purpose of conducting the:department's annual driving
34 test. Jarvis moved to approve, second by Chairperson Hibner and the motion was carried on a
35 unanimous voice vote.

37 C. Sgt..Janice Passmore of the Richmond Police Department-reminded motorists that the seat belt
38 detail is still out on the street looking for violators.
