SEPTEMBER 9. 1993 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 9 a.m.Thursday, September 9, 2 1993, in the Municipal Building in said City. Chairperson Janet Hibner presided with Earnest Jarvis and Dennis 3 Grimes in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF SEPTEMBER 2.1993 6 7 The minutes of the September 2, 1993 meeting were approved on a motion by Jarvis, second by Grimes and 8 carried by a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims submitted by the City Controller's office were for $48,310.92 which was for supplies and contractual 13 services;and claims for$681,315.90, most of which was for payroll and payroll taxes.Grimes moved to approve 14 the claims,second by Jarvis and the motion was carried on a unanimous voice vote. 15 16 REQUESTS 17 18 A. Chairperson Hibner said she had received a list of potential sign locations from Reid Hospital, and 19 reminded Board members that the state highway is going to take care of the signs on their streets. 20 Captain Danny McClure said that leaves only the areas on two streets for the City to cover and these 21 are at the top of Sim Hodgin Parkway and at South West 18th and Main Streets. Chairperson Hibner 22 moved to place those signs at the locations, noting the hospital doesn't have signs but is willing to get 23 them, second by Jarvis and the motion was carried by a unanimous voice vote. 24 25 B.Jarvis reported that the Street Division was in the South K Street area the day before, painting and 26 striping for the parking and would be placing the parking blocks today. He reminded the Board that the 27 question remaining from last week's meeting was whether or not the alley that South K Street joined 28 should be a one way and whether it should be heading north or south. Bob Goodwin, Director of 29 Planning, said there are 12 property owners and all had been contacted including the new Primex 30 Plastics plant. He said he's waiting on additional information from Primex. Jarvis moved to hold action 31 on the issue until next week,second by Grimes and the motion was carried on a unanimous voice vote. 32 Joe Risk at 1106 South 9th Street said he feels the alley should be one-way north because most of the 33 big trucks will be coming in off 9th Street. He added that people coming from the Dairy Queen dump 34 their trash in the alley regularly. 35 36 C. Grimes read a request from Gertrude "Lucky" Ward of the Neighborhood Preservation Services, 37 concerning Fourth Street Fair set for Oct. 2-3, with a rain date of Oct. 9-10, for the route of the 38 horsedrawn vehicles.A total of 3,500 to 4,000 people are expected to attend. The vehicles will start at 39 the southwest corner of South 4th and B Streets, head south to 4th and D, turn west on 3rd and go 40 north on 3rd to B Street then east to the starting point. The request was reviewed by the Traffic Safety 41 Division which had no objections. Grimes moved to approve the request, second by Jarvis and the 42 motion was carried by a unanimous voice vote. 43 44 D.A request for a deer crossing sign near the entrance of Keyser Lane and Crestdale neighborhood by 45 Rose Suveges at 981 Keyser was read by Jarvis who noted that the area had been checked by the 46 Traffic Safety Division. Captain Danny McClure said the area is basically a two-lane residential street, 47 where relatively slow speeds are already observed. He added that he doesn't see that a sign would 48 make any difference. All Board members agreed that the deer population is growing but none had 49 strong feelings one way or the other to place the signs. Jarvis moved to go along with the • 50 recommendation of the Traffic Safety Division and deny the request but leave it open for a future date 51 and if the problem would continue to grow the request could be made again,second by Grimes and the 52 motion was carried by'a unanimous voice vote. 53 54 E.Grimes read a letter from the Rose City Chapter of Professional Secretaries,signed by Beth Ramey, 55 noting that th6 group was interested in adopting a neighborhood. The proposal was that a minimum of 56 12 members walk a designated area to collect loose trash. Grimes commented that the Board had 57 approved a similar request made by First Federal to adopt the area between 5th and 10th Streets, 58 bordered by North and South A.The letter stated that the group would be ready to begin the project in 59 60 September or October, covering the area four times a year, and wished to make a two-year commitment.The proposed area was on Main Street from 10th to 22nd Street and the group requested 61 signage to indicate its dedication. The City Clerk, Norma Carnes, commented that she is a member of 62 the Wayne County Women's Bowling Association which participates in an Adopt-A-Highway project 63 starting at 16th and Main Street for a two-mile stretch all the way to Target. She said that group covers 64 the area four times a year and signs are posted noting its responsibility. Armed with that information, 65 Board members noted their concern about duplication. Board of Works Minutes Cont'd September 9, 1993 Page 2 1 - Goodwin commented that the project would fit into the City's Corridors program and suggested that the 2 group could cover the area from 10th to 16th on Main Street and include the area one block to A Street 3 on both the north and south sides. Chairperson Hibner said she would contact the group and ask them 4 about changing the area to be covered. 5 6 F. Grimes read a request by Frank Otto that the streets in the Wynfield Subdivision Section I be 7 accepted by the Board as part of the City street system.The streets involved are Waterford and the part 8 of Breckenridge located in Section I. City Engineer Bob Wiwi said he and Goodwin had checked the 9 streets and recommended acceptance. Grimes moved to accept the request, second by Jarvis and the 10 motion was carried on a unanimous voice vote. 11 12 G.Jarvis read a request for a traffic light at Sylvan Nook Drive and Chester Boulevard,commenting that 13 this has become an almost annual request He noted that it is a state highway and a state study was 14 requested and done but no light was deemed necessary.Jarvis moved to authorize Wiwi to once again 15 write a letter to the Indiana Department of Transportation to study the intersection with the thought of 16 installing a traffic light,second by Grimes and the motion was carried on a unanimous voice vote. 17 18 H. Chairperson Hibner said she is trying to determine whether or not any other part of South West 1st 19 Street other than the 700 block should be included in a request received by the Board for residential 20 parking permits. She said a time has been tentatively set up for notification and it has to be advertised 21 in the newspaper on two occasions which have to be seven days apart and at least seven days prior to 22 the actual hearing. Those notices will run September 15 and September 22 which means the actual 23 hearing will be September 30. She said it is hoped that the prior survey taken by_the Traffic Safety 24 Division will suffice. Jarvis added that enough area has to be included to eliminate the problem of 25 parking in that area. Captain McClure said it may be necessary for his officers to knock on doors in the 26 800 block. Chairperson Hibner said she understands that in the handbook at the high_school it is stated 27 that the students are supposed to parkin the parking lot across the street east of the school. Jarvis 28 suggested that John Lebo, principal at Richmond High School, be asked to participate in the public 29 hearing. Chairperson Hibner said she feels the problem is not only that of the Board but the school 30 officials as well. 31 32 OTHER MATTERS 33 34 Jarvis moved to approve the moving of two of Richmond Power & Light's large transformers specifying that 35 Underwood Movers of Indianapolis contact Richmond Police Department's Traffic Safety Division 24 hours in 36 advance so there will be sufficient personnel to block the roadways if required,second by Grimes and the motion 37 was carried by a unanimous voice vote. - 38 39 Chairperson Hibner moved to accept the August report from the Richmond Police Department into the records, 40 second by Jarvis and the motion was carried by a unanimous voice vote. 41 42 Captain McClure reported that he had discovered he had given erroneous information to the Board last week 43 when he reported there had been no accidents at the intersection of South 16th and E Streets in 1992.-;He said 44 in checking through the computer he found there had been four and all had been property damage only and no 45 personal injury. He said even with taking the nature of the incidents into account it does not warrant a stop sign. 46 He said there is already a "Slow" sign at the top of the hill. Chairperson Hibner said she has received several 47 complaints about the shrubbery and the trees blocking the visibility and there was some argument as to whether 48 the City or the owners should be responsible for the trimming. Jarvis noted that he had gone through that 49 intersection last week, headed east, and a car coming north pulled out about one third of the way into the 50 intersection, leading,him to believe visibility to the west was blocked. 51 52 Captain McClure said officers working special detail in conjunction with a grant dealing with safety restraints had 53 made 315 arrents since August 18, with 204 of those for safety restraints. During Labor Day weekend, he said, 54 109 arrests were made with 68 involving safety restraints. He said the project would continue the remainder of 55 the week and into the.first part of next week, adding that he hoped it would reduce the percentage of safety 56 restraint accidents. 57 • 58 ADJOURNMENT 59 60 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 61 voice vote,the meetingwas adjourned. 62 63 64 65 Janet Hibner, Chairperson ATTEST: Norma Carnes, Clerk
